Box 4748 Clearwater, FL 33758-4748 Re: Letter of Understanding: Pinellas County and City of Clearwater Sand Key Reclaimed Water Service Dear Andy: This Letter of Understanding (LOU) has been prepared to formalize understandings between the City of Clearwater (hereinafter referred to as "City") and Pinellas County (hereinafter referred to as "County") regarding reclaimed water service to Sand Key. The County has completed construction of its reclaimed water system within Sand Key. The purpose of the LOU is to define the responsibilities and commitments of the County and the City with respect to the commencement of operations of the County's reclaimed water system. The County and the City agree to the following: Responsibilities of the County: 1) The County will connect new customers and work with the City to transfer properties with irrigation meters on the City's potable water system to the County's reclaimed water system. 2) The County shall inspect and approve the connection to the reclaimed water system. 3) The County will coordinate with the City regarding scheduling of the cross connection and backflow inspection, to be done by the City, which shall take place prior to connection to the County's reclaimed water system. Fort Harrison Avenue Clearwater, Florida 33756 Website: www.pinellascounty.org o City of Clearwater July 19,2006 Page Two Responsibilities of the City: 1) The City shall purchase, install, test and maintain all residential and commercial backflow devices pursuant to 62-610 of the Florida Administrative Code. 2) The City shall perform its backflow and cross connection inspections to ensure protection of their potable water system. Copies of all inspections will be provided to the County. 3) The City shall disconnect and remove all potable water irrigation meters where reclaimed water service is provided. 4) The City shall work with the County to schedule and coordinate the removal of irrigation meters with the customer's connection to the reclaimed water system. It is our mutual goal to make the transition to the reclaimed water system as convenient as possible to the customers within Sand Key.
