All - I just retumed from a meeting at the School Board attended by
the Sheriff, Chiefs Araidi, Thomas, LeCouris, and many elected and
appointed officials from the cities. After presentations by Clayton
Wilcox and Sheriff Coats, each of the municipal Chiefs made a
presentation why we should keep nlunicipal officers as SRO's. After
much discussion, the School Board decided to make no change for the
coming school year, and to begin a series of meetings over the next
year to discuss these issues before they make a final decision to go
with PCSO or remain with the municipalities for the 2007/2008 school
year. Some of the key issues discussed were:

1. Lack of coordination and communication
2. What is an arrestable offense?
3. Student's right's (Intelligence mining)
4. Lack of SRO quarterly meetings not held for last three years
5. "Allor nothing" (Cities or PCSO should staff SRO's in all schools
within our jurisdiction).
ASSIGNMENTS:
Chris Keenan - Clearwater has three (3) middle schools where PCSO
deputies are currently assigned. Per Mr. Home (Who attended), I need
to have the costs of adding three (3) additional officers (Less School
Board contribution) for the July 18th budget workshop before the City
Council. Include the total costs of three (3) additional marked cruisers
and all related equipment. I need this by Monday, July 17th.
Lt. Young - I need names of the three middle schools where PCSO
deputies are currently assigned. Forward this email to all your SRO's
as an FYI.
sgt. Sears - Be ready to replicate the presentation we did for Nick
Grasso on the Clearwater High investigation (Columbine). See me for
additional.

On a related note, the 3-year contract for SRO's in the High Schools expired on June 1
(which surely played into the current School Board initiative); however, if we do retain our
SRO's in the high schools, that contract will have to be renewed as well. The
negotiations for that typically don't occur quickly as there are a number of complex cost-
sharing components that are negotiated.

LOCAL LAW ENFORCEMENT AGENCIES".
