Process Summary
Citizen Participation
The City of Clearwater held a series of public hearings to solicit comments on the
perceived needs of this community. We invited several agencies to participate in this
process. We held four meetings during the month of April. Each meeting focused on one
topic. The City asked three independent agencies to host these meetings at sites across
the community. On April 14, 1998 Clearwater Housing Authority hosted the first public
hearing on housing needs. On April 16, 1998, the Homeless Emergency Project hosted
the second meeting on homeless needs. On April 21, 1998 the Clearwater Chamber of
Commerce hosted our public hearing on economic development needs. At these meetings
the City invited those attending to submit additional written comments. The minutes of
these meetings and written comments are in Attachment A.
Evaluation Process
Clearwater maintains a two staged evaluation of all subgrantee program requests. Each
application is reviewed by member of a Technical Review Committee (TRC) and the
Neighborhood and Affordable Housing Advisory Board (NAHAB). The TRC membership
consists of local housing, finance, construction, and social service professional who
evaluate each application for technical merit. The NAHAB evaluates each for the program's
ability to meet identified needs within the community. A copy of the evaluation form is in
attachment B.
Both groups toured each applicant's site on May 21, 1998 and asked specific questions
about the programs. The City also asked each applicant agency to make a separate
formal presentation to the member of the NAHAB and TRC on May 26, 1998. The final
score for each application is a composite of both groups' evaluations. A copy of all
applicants scores are in attachment C.
Funds Allocated
Included in our Consolidated Plan is funding from both the HOME program and the State
Housing Incentive Partnership (SHIP) program. These state funds are not included in the
Action Plan Tables but are included in Attachment D. A copy of the SHIP Local Housing
Assistance Plan is in Attachment E.

HOME Program
The City of Clearwater will receive $429,000 in HOME Program funding from the U. S.
Department of Housing and Urban Development for the Fiscal Year 1998-99. HOME
Investment Partnership Program regulations (Section 92.102, 24 CFR 92) specifies the
minimum program amount to be $500,000. In order to meet this threshold requirement
Clearwater through this Consolidated Plan is committing $71,000 of State Housing
Incentive Partnership (SHIP) Program funds.
Clearwater will use our HOME program funds in several areas. The City has set aside
15% for housing rehabilitation through a local community housing development
organization, Clearwater Neighborhood Housing Services. They will offer their housing
rehabilitation services in the North Greenwood neighborhood.
Clearwater has also allocated 50% of its HOME funds for the development of 239
affordable rental housing units. A private developer used our funding to leverage Low
Income Housing Tax Credits and private bank financing. Clearwater will use the balance
of our HOME funds for home ownership and program administration.
HOME Program Requirements
Clearwater has set aside SHIP funds to comply with the federal 25% matching
requirements. All loans designated for HOME matching requirements will carry provisions
to meet all HOME program regulations including resale, recapture and minimum
affordability periods. Clearwater's loan to finance the affordable rental housing
development requires the owner to maintain affordability to HOME eligible tenancy for a
period of 20 years. The City will monitor this program annually to insure compliance. The
City will also verify income eligiblity of home owners financed through the HOME program
for the required benefit period.
Needs Assesment
In 1995 the City submitted our five year needs projections for housing, community and
economic development in Clearwater. Each year staff revisits that assessment and revises
the project based on new data and documentation. In the last year we have indentified two
problems that were not identified in that initial needs assessment. Clearwater is
addressing both of these needs in this Consolidated Plan.
Coordinated Child Care of Pinellas County (a division of the Juvenile Welfare Board of
Pinellas County) has identified a shortage of day care services in three Clearwater
neighborhoods North Greenwood, South Greenwood, and Wood Valley. In these three
areas the current demand for day care services exceeds the existing facilities capacity by

500 children. Their projection is that this shortage will increase to 800 when welfare
reforms are implemented in this state.
A rental housing market analysis conducted by Pardue, Heid, Church, Smith and Waller
commissioned by CEO Construction shows a tightening rental housing market in
Clearwater. In 1995 our rental housing vacancy rate was 3.8%. In 1997the vacancy rate
shrank to 2.1 %. For the elderly tenant this tight rental housing supply is relfected in the
elderly paying an increasing proportion of their household income for rent. The market
analysis indentified 1,689 elderly rental households as paying more than 35% of their
household income for rent. These households represent 44.6% of all elderly renters in
Clearwater.
Both the shortage of day care facilities and affordable rental housing for elderly are critical
problems in our community. Our action plan identifies the resources Clearwater will make
availble to address these problems.
Homeless and Special Needs
The City is committing $104,228 for homeless assistance for the Fiscal year 1998-99.
Homeless Emergency Project will rehabilitate four structures of transition housing for single
homeless individuals. The Clearwater Homeless Intervention Program will use the balance
of these funds to operating an overnight shelter for homeless individuals and families. Our
other needs assessments are included in the table below.

ACTION PLAN
Funding Resources
The City of Clearwater has several resources available to meet the priority needs and
objectives identified in the FY 1995 Consolidated Plan. They include funding from
federal government, state government, and the private lending sector.
Funds from the federal government include an allocation through the Community
Development Block Grant Program and funds through the HOME Program as an
Entitlement City. For FY 1998-9, the City will be awarded $999,000 in CDBG funds and
$429,000 in HOME funds. Besides the FY 1998-99 federal award, the City anticipates
receiving $60,000 in program income and $542,315 in reprogrammed funds from
previous CDBG awards.
The City will receive $522,000 in funds from the State of Florida through the State
Housing Incentive Program. Along with governmental funds the City has a funding
commitment of approximately $4 million from the local lenders for the Home Ownership
and Home Buyers Programs.

According to the 1990 U.S. Census, there was 16,739 renter occupied housing units
in the City of Clearwater. The median contract rent for these units was $396. Of the
total renters in the City, 10,224 (or 61 %) pay more than 30% of their household income
for rent. The 1990 Census reported 3,562 families earning less than $10,000 per year
as renter households. Of these families, 2,922 (or 82%) pay more than 30% of their
income for housing. There are 4,738 families who earn between $10,000 and $19,999
who rent housing units in the City. Seventy per cent (or 3,310) of these families pay
more than 30% of their income for rent. There are 4,969 families who earn between
$20,000 and $34,999. Nineteen percent (or 910) of these families pay more than 30%

of their income forrent. There are 2,604 families who earn more than $35,000 who rent
housing units. Only 4% (or 104) offamilies in this category pay more than 30% of their
income for rent.
The U.S. Census reported that there is 27,267 owner occupied housing units in the
City. The median housing price for owner occupied housing units is $80,400. Of the
18,116 specified owner occupied housing units in the City, only 5% were valued at less
than $40,000. With the median family income of $36,400, low to moderate income
families can't afford a median cost home. The median monthly owner cost for families
with a mortgage is $738. The median monthly owner cost for families without a
mortgage is $199. With the median housing price at $80,400, only a family earning
120% of the area median income could afford a median priced home. The very low and
low income families can't afford the median valued home.
The very low income families can only purchase a home valued at $41,000 and the low
income families can only purchase a home valued at $64,000. This affordability
analysis assumption includes no financing subsidy and no other existing debt and good
credit for the households.
Through this Consolidated Plan Clearwater has committed $1,265,975 of our total
allocation to maintain existing housing units through the City's Rehabilitation Program
and and to develop new home ownership opportunities through our In-Fill Housing and
Down Payment Assistance Programs. This year's allocation will provide financing for
50 new home owners to buy their first home and 25 existing home owners to
rehabilitate their homes.
The consolidated plan priority of needs outreach assessment identifies, emergency
shelters, transitional shelters, permanent shelters, supportive housing, and permanent
housing for families, individuals and persons with special needs as high priority items.
This year's action plan addresses this need. More than 3,600 people will be helped
with outreach assessment through our homeless assistance programs.
Affordable rental housing was identified as another priority need. This year the
Consolidated Plan provides $250,000 to build 239 units of new elderly rental housing.
All other funding for this year's action plan will be used to address the areas also listed
as a high priority need. They include fair housing counseling, tenant\landlord
counseling, and economic development.
Other Actions
The City of Clearwater will continue to research, monitor and carrying out programs that
affect the objectives identified in the consolidated plan. The Clearwater Department
of Housing and Urban Development will continue to work on the items identified in the

State Housing Incentive Program as barriers to affordable housing. They include the
following:
· The expedited processing of permits for affordable housing projects
The modification of impact fee requirements
The allowance of increased density levels
· The reservation of infrastructure capacity for housing for very low and low income
persons
· The transfer of development rights as a financing mechanism for housing for very
low income persons
· The reduction of parking and setback requirements
The allowance of zero lot lines
· The modification of sidewalk and street requirements
· The establishment of a process by which the City considers, before adoption,
procedures and policies that have a significant impact on the cost of housing
· The preparation of a printed inventory of locally owner public lands suitable for
affordable housing.
The City will use the housing element of the Comprehensive Plan to monitor and
measure the program effectiveness in reaching the goals and objectives of this
program.
Fostering and maintaining affordable housing is one of the City'S primary goals. In this
year's action plan the City will use SHIP funds to finance impact fees associated with
building new homes. We will continue to review construction standards to reduce costs
without sacrificing the quality of housing units.
The City will continue its effort to rid structures of lead based paint. We will continue
to test and remove all lead based paint surfaces in structures rehabilitated under our
programs. Clearwater will use the services of the Pinellas County Environmental
Department to test all structures with defective paint surfaces and the local Health
Department to test children for elevated blood levels.
The city will provide funding to support service organizations that reduce impediments
for families to rise above the poverty level. Clearwater provides economic development
opportunities to for-profit businesses who agree to hire lower income individuals.
Though the coordination among programs including EPA and State of Florida
Brownfield Redevelopment Initiatives and the federal Weed and Seed program
Clearwater will expand our efforts this year to reduce impediments.
Other actions undertaken by the City will include developing institutional structures and
enhanced coordination between public and private housing and social service
agencies. Through the In-fill Housing and down payment programs Clearwater works
closely with the private lending community to leverage private investment in home
ownership. For the pending fiscal year we have committments from seven local banks

to provide $3,000,000 of private mortgage financing for first time home buyers.
Clearwater works with Community Services Foundation, Partners in Self Sufficiency,
Tampa Bay Community Development Corporation, the Home Buyers Club and
Clearwater Neighborhood Housing Services to provide home ownership counseling in
support of these program.
The City will continue to work with the local housing authority to foster innovative public
housing developments and resident initiatives. During the upcoming year the City will
use CDBG funds to provide operational support to the Boys and Girls Club who operate
supportive services to children located in the Jasmine Court (formerly Condon
Gardens) Public Housing Complex.

CERTIFICA TIONS
In accordance with the applicable statutes and the regulations governing the Housing and Community
Development Plan regulations, the jurisdiction certifies that:
Citizen Participation Plan -- It is following a detailed citizen participation plan which:
1. Provides for and encourages citizen participation, with particular emphasis on participation
by persons of low and moderate income who are residents of slum and blighted areas and
of areas in which funds are proposed to be used, and provides for participation of residents
in low and moderate income neighborhoods as defined by the local jurisdiction;
2. Provides citizens with reasonable and timely access to local meetings, information, and
records relating to the grantee's proposed use of funds, as required by the regulations of the
Secretary, and relating to the actual use of funds under the Act;
3. Provides for technical assistance to groups representative of persons of low and moderate
income that request such assistance in developing proposals with the level and type of
assistance to be determined by the grantee;
4. Provides for public hearings to obtain citizen views and to respond to proposals and
questions at all stages of the community development program, including at least the
development of needs, the review of proposed activities, and review of program performance,
which hearings shall be held after adequate notice, at times and locations convenient to
potential or actual beneficiaries, and with accommodation for the handicapped;
5. Provides for a timely written answer to written complaints and grievances, within 15 working
days where practicable; and
6. Identifies how the needs of non-English speaking residents will be met in the case of public
hearings where a significant number of non-English speaking residents can be reasonably
expected to participate;

Affirmatively Further Fair Housing -- The jurisdiction will affirmatively further fair housing, prepare an
analysis of impediments and maintain records pertaining to carrying out this certification.
Anti-Discrimination -- The grants will be conducted and administered in compliance with title VI of the Civil
Rights Act of 1964 (42 U.S.C. 2000d), the Fair Housing Act (42 U.S.C. 3601-3620), the Age Discrimination
Act of 1975, Executive Orders 11063, 11625, 12138, 12432 and 12892, Section 504 of the Rehabilitation Act
of 1973 (29 U.S.C. 794), the Americans with Disabilities Act (title II) and implementing regulations.

Anti-displacement and Relocation Plan -- It will comply with the acquisition and relocation requirements
of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, as
required under ~91.xxx and Federal implementing regulations; and that it has in effect and is following a
residential antidisplacement and relocation assistance plan required under section 1 04( d) of the Housing and
Community Development Act of 1974, as amended, and the relocation requirements of ~91.xxx governing
optional relocation assistance under section 1 05(a)(11) of the Housing and Community Development Act of
1974, as amended;
Drug Free Workplace -- It will or will continue to provide a drug-free workplace by:
1. Publishing a statement notifying employees that the unlawful manufacture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the grantee's
workplace and specifying the actions that will be taken against employees for violation of
such prohibition;
2. Establishing an ongoing drug-free awareness program to inform employees about -
(a) The dangers of drug abuse in the workplace;
(b) The grantee's policy of maintaining a drug-free workplace;
(c) Any available drug counseling, rehabilitation, and employee assistance programs;
and
(d) The penalties that may be imposed upon employees for drug abuse violations
occurring in the workplace;
3. Making it a requirement that each employee to be engaged in the performance of the grant
be given a copy of the statement required by paragraph 1;
4. Notifying the employee in the statement required by paragraph 1 that, as a condition of
employment under the grant, the employee will -
(a) Abide by the terms of the statement; and
(b) Notify the employer in writing of his or her conviction for a violation of a criminal drug
statute occurring in the workplace no later than five calendar days after such
conviction;
5. Notifying the agency in writing, within ten calendar days after receiving notice under
subparagraph 4(b) from an employee or otherwise receiving actual notice of such conviction.
Employers of convicted employees must provide notice, including position title, to every grant
officer or other designee on whose grant activity the convicted employee was working, unless
the Federal agency has designated a central point for the receipt of such notices. Notice
shall include the identification number(s) of each affected grant;
6. Taking one of the following actions, within 30 calendar days of receiving notice under
subparagraph 4(b), with respect to any employee who is so convicted -
(a) Taking appropriate personnel action against such an employee, up to and including
termination, consistent with the requirements of the Rehabilitation Act of 1973, as
amended; or

(b) Requiring such employee to participate satisfactorily in a drug abuse assistance or
rehabilitation program approved for such purposes by a Federal, State, or local

entering into this transaction imposed by section 1352, title 31, U.S. Code. Any person who fails to
file the required certification shall be subject to a civil penalty of not less than $10,000 and not more
than $100,000 for each such failure.
B. Drug-Free Workolace Certification
1. By signing and/or submitting this application or grant agreement, the grantee is providing the

April 16, 1998.
As an agency that provides affordable housing and
related services for Clearwater's lower income
individuals and families, we have recognized a great
need for the following services:
1) Affordable rental housing (particularly three
bedroom units) .
2) Emergency housing for both single individuals
and families.
3) Transitional housing.
4) SRO units affordable for clients with
social security vouchers.
Although it appears HUD will continue to decease
their funding in future years, we hope that they
recognize the importance of continuing to fund the
above mentioned types of projects, and give strong
consideration to not only continuing, but increasing
funding to meet these needs.
Thank you for holding the public hearings. I found
them very informative, particularly the one on
providing shelter for the Homeless.

Ironically, the meeting had such an impact on me
that the following day we were faced with just such
a dilemma; deciding whether to place an individual
with a history of mental health problems resulting
in poor credit and rental history. Criteria that is
often used to determine the suitability of
prospective tenants. Based on the overwhelming need
to assist this often forgotten segment of the
population, we counseled this client on our
expectations and believe that together we can make
this a successful rental situation.

The meeting was called to order at 3:05 p.m. at Condon Gardens.
Housing and Urban Development Director Alan Ferri stated the Consolidated
Plan explains the City's planned delivery of services with funds provided by local,
State, Federal, and private sector resources to the income-eligible population. He
discussed available funding from the CDBG (Community Development Block Grant),
SHIP (State Housing Initiatives Partnership), and HOME (Housing Opportunity Made
Equal) programs. This year $800,000 has been allocated for home ownership.
SHIP and HOME programs can be used only for the housing needs of low to
moderate income persons. Rental property development funding will not be
available for 2 years. Federal funding is diminishing. This year, the City is
establishing a HUD 203K homeowners insurance program without income eligibility
requirements.
Jacqueline Riveria, Clearwater Housing Authority, questioned if contingency
plans have been made to expand existing services. She expressed concern social
services programs will face additional demands when the Wilson Company
development is completed. Mr. Ferri offered to arrange a meeting with the
Clearwater Housing Authority and the Wilson Company to discuss the matter.
Nancy Beavers, Family Support Services and Partners in Self-Sufficiency,
said day care facilities and transportation assistance is needed. In response to a
question, Mr. Ferri said the Wellington Apartments near Condon Gardens will offer
an after school program but no day care. The lowest income neighborhoods in
Clearwater require 500 slots for day care services. The City is working with the
Salvation Army, UPARC, Head Start, and other nonprofit organizations to use their
existing transportation for child care.
Alice Broderick, Head Start, expressed concern various child care facilities
lack playground equipment. It was remarked some social services grants are
available.
Greg Schwartz, Tampa Bay Community Development Council, questioned if
the City could assist with obtaining funds for existing real estate or vacant land for
home ownership programs. Mr. Ferri said the pending funding cycle, has $700,000

in the CIP (Capital Improvement Project) for infrastructure. The City can apply for a
Section 108 loan guarantee program for housing.
Jerry Spilatro, CSF (Community Service Foundation), questioned if agencies
can provide services to the Wilson Company housing development under
construction. Mr. Ferri said restrictions for public services provisions apply. The
City is capped at 15 % of entitlements. The City and USHUD (U. S. Department of
Urban Housing Development) disagree regarding the definition of "public service
activity". Mr. Spilatro said CSF allocates 50% of Florida Power Energy Funds and
FEMA (Federal Emergency Management Authority) funds to assist people in
Clearwater. The Clearwater utility reimbursement to his agency of $ 5 per family
does not cover program costs, and does not justify continuance of the program in
the City. Mr. Ferri suggested CGS (Clearwater Gas System) may be able to offer
additional assistance. Mr. Spilatro felt CSF services should be funded by social
action grants.
Mr. Ferri recommended agencies review their program records, document
potential problem housing issues, and submit them to his office. The first wave of
entitlement cuts will begin next fiscal year. A State bill pending provides
Brownfields Redevelopment area tax credits for private businesses that contribute to
nonprofit agencies. The tax credit contribution cap of $200,000 would be an
excellent fund-raising tool. In response to a question, Mr. Ferri said the City is not
involved in the establishment of new flood zone designations.
Mr. Ferri reported 3 more public meetings are scheduled. Any written
concerns and comments must be submitted by June 6, 1998. The final
Consolidated Plan will be presented to the City Commission on July 16, 1998.

The meeting was called to order at 3: 14 p.m. at Everybody's Tabernacle.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
Housing & Urban Development Director Alan Ferri said a series of public meetings
are scheduled to review community concerns related to the City's Consolidated Plan. The
FY (fiscal year) 1998/99 CDBG (Community Development Block Grant) will be reduced to
$999,000. Funding for the Federal HOME (Housing Opportunity Made Equal) and Florida's
SHIP (State Housing Initiatives Partnership) programs also will be reduced. During FY
1998/99, the City will have $2.4-million funding available to address Clearwater's housing
and community development needs, a reduction from $3.9-million 3 years previously. Mr.
Ferri expressed concern these funding sources will be decreased further to $1. 5-million
within 2 years. Applications to address community needs already exceed available funds.
Today's meeting is to identify homeless related problems which have arisen since
the City's last needs assessment. A significant percentage of City grant funding resources
are directed to homeless needs. City funds have been used toward the cost of
constructing the 48-bed CHIP (Clearwater Homeless Intervention Project) facility to be
staffed by the Salvation Army, HEP's (Homeless Emergency Project) rental apartments for
homeless families, and RCS' (Religious Community Services) 18 units of transitional
housing.
The City is seeking information regarding unaddressed problems facing the
homeless. The data will be used to prioritize needs and seek alternative resources.
Current funding cannot be used to meet the transportation needs of the homeless.
Regarding the day-care shortage, staff is working with Head Start to establish a 150-slot
facility in North Greenwood. The Kimberly Home is seeking certification to provide day-
care services.
CHIP Executive Director Terry Hammond said the Salvation Army's temporary 15-
bed homeless facility has been in operation for 3 years. The Salvation Army also operates

an outreach and drop in center for the homeless. The CHIP facility was constructed
adjacent to the St. Vincent de Paul Soup Kitchen which serves a daily main meal. The
Salvation Army will direct the CHIP facility program. The facility resulted from the work of
a Task Force and was developed with the collaboration of local agencies to centralize
homeless services for those tired of living on the streets. Case management will include
goal setting, day-to-day counseling, a continuum of care, and follow-up. The new 8,000-
square-foot, 48-bed facility will centralize services. CHIP is applying for grants to fund a
licensed clinical social worker to deal with client addictions.
Mr. Hammond said the program helps clients find jobs and develop a savings plan.
A shortage of transitional housing is the most significant gap in the clients' move toward
independence. He said SRO (Single Room Occupancy) units also are needed. In the
previous year, the Salvation Army served 1,475 unduplicated homeless individuals and
served more than 3,000 individuals within 3 years. Mr. Hammond said with more than
3,200 individuals in Pinellas County homeless on any night, additional services need to be
developed. He said the program's tracking mechanism indicates the program helps
previously homeless individuals to remain off the streets.
Barbara Green, HEP Administrator, said her agency used $200,000 in City grants
toward the construction of 3 apartment buildings, which replaced 1 2 old mobile homes,
and a learning center with computer stations and tutors where all HEP clients can attend
classes. She expressed concern these new permanent homes, which will house 16
families, have replaced important transitional spaces. The need is much greater than the
spaces recently provided by RCS. HEP will accept CHIP clients in permanent spaces once
they have completed their time in transitional housing. HEP is developing an SRO facility
and, through study, will try to forecast the future needs for SRO slots. Ms. Green said
many of the working poor cannot afford rent. Little low-income housing exists. More
affordable housing is needed.
Jerry Spilatro, Executive Director of CSF (Community Services Foundation), said his
agency helps individuals locate affordable rental units and purchase homes. He said the
community need for emergency shelter and transitional housing is great. Peggy Eaton, of
CSF, said the need for Section 8 housing vouchers is at least 10 times greater than the
availability.
Jim Brown, Regional Minority Veteran Coordinator for the VA (Veterans
Administration), said he outreaches to minorities with information regarding veterans
benefits. He questioned how the needs of homeless single fathers with children in North
County can be met when HEP's facilities are full. Mr. Hammond indicated the CHIP facility
has a family dormitory for emergency housing until more appropriate housing can be
arranged. He invited all to attend the facility's Grand Opening on April 20, 1998. The
facility can be designated as a "cold night shelter" in VA literature.
Dana Slaughter, HEP Housing Coordinator, said in addition to transportation needs,
many homeless people suffer from mental illness and lack access to health care and proper
medication. While waiting an average 2-months for an appointment at Directions for
Mental Health, many homeless clients, through no fault of their own, cannot function,

think clearly, or focus. They need medications immediately. Ms. Green said it is
extremely difficult to house and help mentally ill individuals during this prolonged wait.
Untreated individuals overtax limited staff resources. Concern was expressed mental
patients referred by health providers are given priority over homeless patients referred by
homeless providers.
It was hoped the CHIP facility will obtain funding for a clinical segment. Many
individuals are lost to the streets while awaiting medical attention for mental illnesses. It
was noted the federal government had not followed through on promises to provide
outpatient treatment for individuals affected by the movement to deinstitutionalize mental
health patients in the early 1980s. Ms. Green said caring for mental health patients
requires extensive case management. Mr. Ferri requested interested parties send him by
June 6, 1998, written comments regarding this need and a summary of problems resulting
from the lack of available mental health care and the inability of patients to obtain
necessary medication or counseling.

housing, economic development, and home ownership programs. HOME (Housing
Opportunities Made Equal) and SHIP (State Housing Initiatives Partnership) programs
can only be used for housing. SHIP requires 65% of funds be used for construction,
and 70% for home ownership. He reviewed costs allocated to various nonprofit
entities such as the Salvation Army Homeless Shelter, Girls' Club, and Partners in
Self-Sufficiency. Last year approximately $200,000 was allocated to assist
nonprofit organizations expand public facilities. A long term agreement with the
NDC (National Development Council) last year involved $100,000 of local resources,
matched by the NDC. The NDC's goal is to further housing and economic
development across the country. That $200,000 is set aside for SBA loans to
businesses. Because the NDC has 1 of 6 small business lending licenses, they can
go to secondary markets and offer an average of 2 points lower on loans than a
conventional lender. The funds from both the Grow Clearwater Fund and the NDC
will be matched by the U. S. Treasury, doubling the amount of funding available for
new small business loans. This year part of the City is designated as a
Neighborhood Revitalization Strategy Area. The City will be able to provide job
training opportunities for low and moderate income persons in that area, and funds
do not count against the usual 15% cap for public services. The City's goal is to
place a minimum of 25 low and moderate income persons in that area each year.
Patti Strough of Patti the Architect, Inc., questioned if persons looking for
employment can be automatically placed in the job training program. Mr. Ferri said
Career Options will provide training programs based on specific criteria. Employers
participating in the program agree to hire applicants at a specific wage for a
specified time period. He offered to put Ms. Strough in contact with participating
entities.
Kate Kelly of the Kimberly Home reviewed the purpose of the Kimberly Home
and the renovations made to the facility. She remarked since the City intends to
erect a focal point in the vicinity of the Kimberly Home, at Drew and Cleveland
Streets, perhaps more funding can be obtained to beautify and improve the facility.
She noted the home's clients are expectant mothers in need of day care and
employment assistance. Mr. Ferri explained the importance of completing the

application forms in detail to obtain funding assistance. A point system is in place
to determine allocation of funding to qualified nonprofit agencies.
Mr. Ferri requested agencies review their program records, document
potential problems, and submit them in writing to his office no later than the first
week of June, 1998.
