INTRODUCTION
This is a proposal submitted by Siemon, Larsen & Marsh ("SLM') in response to City of
Clearwater Request for Qualifications No. 90-98 for Redevelopment and Revitalization Consulting
Services. In addition to the expertise and experience of the professional staff of SLM, the SLM
Team includes the services of a cadre of exceptional professionals who are subcontractors to SLM,
including Richard Heapes of Cooper Carry Associates [urban design] ("CCA"), Starwood Urban
Investments [development feasibility] ("SUI"), Glatting Jackson Kercher Anglin Lopez Rinehart
[urban design, landscape architecture and transportation planning] ("Gr'), James Egnew and
Richard Gehring of Prime Interests [local area development management firm] ("PI") and Steven
Wolff of AMS Planning and Research [performance venue programming and market analysis]
("AMS").
Charles L. Siemon is the Principal-in-Charge of the SLM Team and will have personal
responsibility for the activities of the SLM Team. Mr. Siemon is an experienced planner and
planning law consultant who has provided professional services to public and private sector clients
in more than 30 states and the Commonwealth of Puerto Rico during his professional career.

SLM's practice is not confined to public sector consulting. Over the last 23 years, the
principals of SLM have represented many major developers in regard to a variety of assignments
ranging from 6,500 acre new communities to downtown redevelopment initiatives. SLM has a
strong understanding of the importance of market support and feasibility and Mr. Siemon has been
a development strategies consultant to a number of public and private sector clients throughout the
country. Mr. Siemon has extensive experience in both public and private sector financing and served
as a consultant to a large lending institution in Illinois for a number of years in regard to
development feasibility and financing. The principals of SLM have provided professional services
to many well-known development or corporate entities including Arvida, Blackstone Partners,
Crocker & Company, Federal Realty Investment Trust, B.F. Saul, Hawthorn Realty, Corporate
Property Investors, the Taubman Company, the Goodman Ecclestone Company, W.W. Grainger,
Inc. and Abbott Laboratories.

MARKET FEASffiILITY
SLM and its subcontractors have an acute understanding of the fundamental importance of
market support for community development and redevelopment initiatives. As active participants
in ambitious community development and redevelopment projects like Mizner Park in Boca Raton,
they have a well-developed understanding of the real estate market fundamentals. Mr. Siemon has
served as a development feasibility advisor to a variety of public and private clients including
lending institutions, primarily in the redevelopment milieu. For example, Mr. Siemon was the lead
consultant responsible for the preparation of the Mizner Park Feasibility Study in Boca Raton, the
SeaFair redevelopment feasibility analysis for Dania Beach and the development feasibility analysis
for the Goodman Ecclestone Company's proposed Kravis Place in downtown West Palm Beach. Mr.
Siemon has provided public and private clients with consulting services in regard to development
and redevelopment strategies in Florida, Virginia, Texas, Rhode Island, Illinois, Kentucky,
Louisiana, Texas, Hawaii, New Jersey, Delaware, Tennessee and Maryland. SLM subcontractors
Richard Heapes and John Richman bring hands-on experience in the assessment of design and
market feasibility. As an active developer on the national scene, Mr. Richman brings a special
expertise and experience in regard to market feasibility to the SLM team - the dynamics of
risk/reward calculation as a development/investor.
The principals of SLM have learned that the best way to calibrate market support for a
development or redevelopment initiative is not to have a market study prepared by a consultant, but
to involve an experienced developer who has a successful track record in investment judgments. Or
as one dean of the American real estate industry once advised: "I don't use market studies, if! want
to know whether there's a market, I call the tenants I want and ask them if they are interested."
SLM's role in the Mizner Park project and the integral role Richard Heapes and John Richman have
played in successful redevelopment initiatives around the country are strong evidence of the SLM
team's ability to assess market support and develop designs which are likely to be supported in the

market place. Moreover, Jim Egnew and Richard Gehring of Prime Interests, SLM subcontractors
in regard to development services, have extensive experience of their own in regard to the market
feasibility of development and redevelopment initiatives. And all members of the SLM team know
how to collect and analyze the data needed to judge the practicality of a particular proposal or
initiative.
IV.
PUBLIC FINANCE
One of the things the SLM team does best is find ways to finance public investment in
community development and redevelopment initiatives. SLM designed a $100 million public
finance program involving tax increment, special assessments, 99 year leases, development
exactions, utility taxes, state and county grants-in-aid in support of downtown redevelopment in
Boca Raton, Florida. Through the creative use of "rolling" special assessments, joint participation
agreements and public financing, more than $54 million was invested in the public elements of
Mizner Park (land ownership, public plazas and cultural sites) and almost $50 million in drainage,
road and beautification throughout the 344 acre downtown. SLM has assisted public and private
sector interests in the development of a variety of public finance initiatives and concepts developed
by SLM have been implemented in Miami Beach, Ft. Lauderdale, Boca Raton and West Palm
Beach. Moreover, the principals of SLM are nationally recognized experts in capital facilities
financing and have assisted clients in the development of creative infrastructure investment
programs in more than 20 states. SLM's expertise is supplemented by Prime Interests experience
in public finance including state and federal grants-in-aid.
V.
STAFF AVAILABILITY
The principals of SLM and their subcontractors are successful professionals whose services
are in demand throughout the country. Nevertheless, each member of the SLM Team has a proven
track record of timely completion of major projects. SLM prepared the now-highly regarded New
Jersey Pinelands Comprehensive Plan (57 million acres, 7 counties and 52 municipalities) in 9
months and needed only 4 months to develop a statewide consensus in Delaware in regard to a
comprehensive revision to the State's planning and zoning statutes. We are accustomed to working
on deadline and do what it takes to produce quality work, on time and on budget. Part of SLM's job
is to ensure the timely performance of team work and SLM has proven over and over again that a
talented team with adequate funding can work quickly and efficiently. Richard Heapes and John
Richman are a part of the private sector and their national success is grounded in their refined
understanding of the importance of resource allocation and meeting deadlines. Prime Interest, Inc.
is located in Dunedin and is committed to be available as required on an assignment by assignment
basis.

Additionally, AMS, an SLM Sub consultant, is currently serving as a consultant to the Ruth
Eckert Concert Hall in the City of Clearwater.
VI.
PERMITTING
SLM does permitting - at all levels of government, from 1 + million square foot malls, to
downtownDRIs, to new communities from 600 to 6,000 acres making as many as 20,000 dwelling
units. The principals of SLM understand the dynamics of development permitting and are expert
at organization, presentation and advocacy in the permitting context. Mr. Siemon would serve as
primary spokesman in the permitting context and has had extensive experience in successful
permitting efforts on behalf of public and private sector clients. The principals of Prime Interests
have also conducted extensive permitting as developers and as project management consultants.
Prime Interests' work as development managers for the Tampa Port Authority illustrates the breadth
of PI' s expertise.
VII.
QUALITY CONTROL
All of the members of the SLM Team have a reputation for professionalism, expertise and
quality performance. That is why they are successful professionals and quality performance is the
foundation of their success. The SLM Team encourages the City of Clearwater to contact Ms. Jamie
Snyder, former Chairman of the Boca Raton Community Redevelopment Agency, in regard to the
quality of the SLM team's performance. Or better still,. spend a afternoon and evening at Mizner

23.2 -- Approach to Project Services
The members of the SLM Team understand the scope of work set out in the Request for
Qualifications and we are confident that we have the professional experience and qualifications to
carry out the work program in a timely and cost-effective manner. Weare intimately familiar with
the One City One Future initiatives and fully appreciate the City's objectives to empower itself to
build on its existing resources and to complete the City's evolution into a truly great place to live
and work. To be plain about it, the work program is what we do for a living and over the years we
have developed an approach to projects like the ones proposed by the City of Clearwater which is
very simple, but based on a singular premise -- we work with our clients to do what it takes to
ensure the success of the proj ect:

communities based on personal interviews, physical reconnaissance and other

community to confirm the accuracy of our observations and research and to

The SLM Team, although composed of diverse and talented firms and individuals, operates
on the premise of integrated task-oriented performance. The SLM Team will assign professional
resources to particular projects on an assignment by assignment basis and those assignments will
be incorporated in specific work authorizations for each assignment.
The Principal-in-Charge, Mr. Siemon, will be ultimately responsible for the performance of
all work. All work is planned for completion well in advance of the due date so that there is
sufficient time to modify individual work after SLM Team review. One of the strengths of the SLM
Team is their diversity of expertise of the professional members of the Team and the Team intends
to use the team for technical review of individual work products. In the overall management of the
work, Mr. Siemon will be assisted by Wendy U. Larsen. Each task for each assignment will be
scheduled and monitored through regular progress reports and product delivery. The SLM Team
anticipates that most of the assignments will involve multiple members of their respective teams and
a traditional hierarchy of responsibility will be employed to ensure timely and competent
performance. Depending on the nature of each assignment and the scope and duration of the work,
a specific Team member may be designated as an assignment coordinator.
In turn, Mr. Siemon will provide the City with periodic progress reports including estimated
percent of the work completed and schedule compliance. The SLM Team expects that the City's
professional staff, to the extent possible, will be fully integrated into project work allowing the
Team's professionals to concentrate on substantive work. Depending on the scope and pace of
assignments, it is likely that Mr. Siemon will be in Clearwater as often as weekly and will be
available to report in person in regard to assignment progress. The professionals who make up the

SLM Team take pride in their personal approach to their work. The work is challenging, but
meaningful and throughout the ranks of the SLM Team are individual professionals who count
former clients and their staffs as good friends, loyal supporters and respected clients. Again, we
work with our clients to help them achieve their objectives.
In accordance with section 24.0(h) of the City of Clearwater Request for Qualifications 90-

23.3 -- Staffing Plan
Although the SLM Team is made up of talented and experienced firms and individuals, the
strength of the Team is defined by years of experience working together, collaboratively and
collegially. Mr. Siemon, Ms. Larsen, Mr. Richman, Mr. Heapes, Mr. Jackson, and Mr. Kulash, for
example, have worked together on numerous projects during the last 10 years. Mr. Egnew, Mr.
Gehring and Mr. Heapes have worked together in Tampa and Orlando during the last five years. The
synergy between Messrs. Siemon, Heapes and Richman was evident in the recent work session on
the downtown development standards in conjunction with SLM's work on the City's new land
development regulations. In fact, one of the things that SLM does best is organize and manage a
highly energetic and talented team of consultants in a wide range of venues from complex land use
litigation (in one case 23 experts who were organized, managed and successfully presented by SLM)
or downtown redevelopment initiatives, SLM managed a team of a dozen individuals and firms in
the preparation of the Monroe County Comprehensive Plan under the Florida Keys Area of Critical
State Concern and "coached" 9 different firms to the successful completion of the Downtown Boca
Raton Development of Regional Impact initiative, the Mizner Park Feasibility Study and the design
and execution of Mizner Park.
Mr. Siemon and Ms. Larsen have more than 20 years of experience in the development and
redevelopment arena and have highly developed understandings of the individual disciplines which
are necessary to successfully design and implement community development and redevelopment
initiatives. They understand and have extensive experience in land use planning, urban design,
traffic planning and engineering, development economics, real estate finance, design and
development feasibility, public finance, community relations and law, and what they do best with
that expertise and experience is coordinate and manage the best experts in these areas to successful
conclusions whether it be a comprehensive planning assignment, land use litigation or a downtown
redevelopment initiative.
The general relationship between the Team and its constituent professionals is described in
Figure 1, on the following page.

SIEMON, LARSEN & MARSH
Charles L. Siemon - A planning and planning law consultant who provides professional services
to public and private sector clients on a national basis. Mr. Siemon specializes in strategic planning
and development strategies and has extensive experience and expertise in community
redevelopment.
Wendy U. Larsen - A planning and planning law consultant who provides professional services
to public and private sector clients throughout the country. Ms. Larsen is the managing partner of
Siemon, Larsen & Marsh and has extensive experience in land development, land development
regulations and capital facilities planning and financing.
Alejandro Zurita - A planner and urban designer who provides technical support to the senior
planning and planning law professionals. Mr. Zurita is responsible for graphic and final product
preparation and production.
It is very difficult to estimate the total time each professional will devote to the project in
the absence of specific work programs for specific assignments. Nevertheless, each of the members
of the SLM Team can be made available to the City during the overall project period to the extent
necessary and desirable to serve the City. Although each of these professionals are successful and
active practitioners of their respective areas of expertise, each will be available to provide the City
of Clearwater priority assignment "as needed" for individual assignments. With some reasonable
warning in regard to required time, SLM is prepared to make Mr. Siemon and Ms. Larsen available
to whatever extent necessary to carry out individual assignments. Based on SLM's understanding
of the various One City One Future initiatives, SLM anticipates that Mr. Siemon and Ms. Larsen
would devote a substantial percentage of their professional time to project assignments in project
management and coordination and in the provision of substantive professional services, particularly
in regard to the Beach and the Downtown.

SLM has included the. Sub consultants members of the SLM Team in the response to 23.3.
The rationale for Subconsultants as members of the SLM Team is obvious, SLM has working
relationships with some of the best talent in the nation and have a well-developed faculty to work

23.5 -- Coordination
A core element of the SLM Team is that the professionals of the SLM Team work with their
clients, not for them. Charles L. Siemon will be the Principal-in-Charge of the SLM Team and
personally ensure the timeliness and quality of all professional work. Mr. Siemon will be assisted
by Wendy U. Larsen. Depending on individual assignments, the SLM Team will use regular client
meetings and/or status reports to ensure the City's active involvement in the project. Members of
the SLM Team are accustomed to working with their clients to provide professional services and
to ensure that their clients' staff are active participants in the work. The members of the SLM Team
have sophisticated data and voice links (e-mail, reach-out, cellular, etc.) which they are currently
and successfully using to coordinate team member activities on other existing project assignments.
The SLM Team recommends that the City establish a dedicated computer loaded with the various
software used by the members of the SLM Team to allow for electronic delivery of work products.
The SLM Team assumes that the City will designate an individual to serve as the Team's

Overall management of the SLM Team will be conducted out of SLM's offices in Mizner
Park in Boca Raton, Florida with frequent (and cost-effective) air service to and from Ft. Lauderdale
and Tampa International Airport by way of Southwest Airlines. Substantive work performed by
SLM will be performed in their offices in Boca Raton. Prime Interests have their offices in
Dunedin. Substantive work performed by other members of the SLM Team will be performed at
their respective offices in Alexandria, Va. ("CCA"), Bethesda, Maryland ("SUI"), Orlando, Florida

The SLM Team Quality Assurance Review Plan is comprised of several elements: 1)
superior professional talent, 2) rigorous and critical project management review, 3) internal peer

and endangered species. Mr. Siemon and Ms. Larsen were lead consultants, for example in the
development of the Comprehensive Management Plan for the New Jersey Pinelands, a 7 county, 52
municipality regional land and water management program. At the same time, Mr. Siemon and Ms.
Larsen have served as special and general counsel in landmark land use litigation involving the civil
rights act and the so-called taking issue for both public and private interests.
At the core of the firm's practice is a commitment to cost-effective problem solving, whether the challenge
involves a downtown redevelopment initiative, protection of an environmental resource or complex land use

Charles L. Siemon is a planning and planning law consultant who has

ALEJANDRO ZURITA
Alejandro Zurita is a planner and urban designer in the
Boca Raton office of Siemon, Larsen & Marsh. Mr.
Zurita is a graduate of the University of Southern
California with a Bachelor of Science degree in
urban/regional planning and public administration. He
is . a native of Calabozo, Venezuela, fluent in Spanish
and has studied in the United States, Europe and South
America.
Since joining Siemon, Larsen & Marsh, Mr. Zurita has
been responsible for the preparation of graphic materials
that illustrate concepts embodied in the firm's planning
and planning law projects. He is graphically talented
and computer literate and has the ability to prepare
graphics easily to understand using of a wide variety of
graphic materials and programs including AutoCad and
MapInfo GIS.
Mr. Zurita assisted in the preparation of the Expansion
Area Master Plans in Lexington, Kentucky, along-range
planning effort on behalf of the Lexington-Fayette
Urban County Government for 5,000 acres of land
which are proposed to be added to the County's urban
service area. In particular, he was responsible for the
preparation of presentation graphics and illustrative
handouts which were distributed to all Expansion Area
Master Plan Study Committee members as part of their
monthly meeting "packages". Mr. Zurita also assisted
in the design and implementation of other undertakings
on ,behalf of the Lexington-Fayette Urban County
Government which consisted of a County-wide Land
Capability Map, including identification of Land
Conservation Areas; a Fiscal Impact Analysis Program
and Capital Facilities Planning and Financing Program;
an Open Space Acquisition Program and Agricultural
PreservationIRural Landscape Preservation Regulations,
including a Transfer of Development Rights Program;
Development of a Downtown Development and
Redevelopment Strategic Action Plan and Development
of an Infill Development and Redevelopment Program
and Periodic Workshops with Planning Committee
County Council and Planning Commission.
Mr. Zurita worked on the preparation of comprehensive
land development regulations for the City of Sarasota,
Florida and Peoria County, Illinois. In Peoria County,
he prepared AutoCAD/GIS zoning maps for the
County's eighteen townships. He was responsible for
providing presentation graphics throughout all phases
during the preparation of the codes and production of
illustrations embraced in the final code documents
,
including definitions and other adopted regulations.
Other projects include ongoing design and development
of public participation materials for Bluegrass
Tomorrow, a nonprofit regional planning organization
in Lexington, Kentucky, including a handout portraying
different growth alternatives of development to assist in
the process of public participation and decision-making.
He has prepared several technical maps for legal
documents and trial exhibits, assisted on site planning
for approval of building permits and accomplished field
work to develop background data and analysis.
Mr. Zurita served as a planner on the Plan de Desarrollo
Integral dela Peninsula de Cantera, Puerto Rico.
Graphic materials, including maps, diagrams and a
newspaper explaining the Plan, were produced in
Spanish and/or English and presented at several
bilingual workshops throughout final adoption of the
Plan. This plan included an assessment of needs,
constraints and opportunities and preparation of
physical, strategic and fmancial plans as community-
based models for the development and redevelopment of
blighted neighborhoods.
Before joining Siemon, Larsen & Marsh, Mr. Zurita
served as project planner and urban designer at The
Arroyo Group, a planning and architectural firm, in
Pasadena, California, where he assisted a number of
public and private clients throughout southern
California. Examples of these projects include, the
Paseo Las Placitas Specific Plan in the City of San
Bernardino. This plan incorporates a series of unique
land use districts and includes provisions for two ethnic
markets, a restaurant row and a cinema complex. The
Montclair Parkway Place Specific Plan in the City of
Montclair. This plan has an innovative design structure
with a series of parks, plazas, outdoor display and eating
areas which create a unique streetscape. The West
Covina Freeway Corridor Study which included
assessment of redevelopment potentials, development
feasibility and preparation of design guidelines for
fourteen subareas along a three-mile freeway corridor
containing the city's major commercial, industrial and
office areas. Mr. Zurita was the project planner for the

Riverside Marketplace project being developed by the
City of Riverside, Riverside Redevelopment Agency and
Birtcher, a development company. This project
included a historic core of train depots and packing
houses being adaptively reused for restaurants and
specialty retail, major office and business park
complexes, a neighborhood/ethnic retail center and a
residential rehabilitation and enhancement program.
Mr. Zurita has conducted and participated in
conferences and planning workshops in Venezuela,
where he has served as a facilitator in SpanishlEnglish
community events. He is also serving as a member of
the City of Boca Raton Beatification Committee and is
actively involved with revitalization of the City's older
neighborhoods. Mr. Zurita is a member of the American
Planning Association and helped to organize the AP A
1992 California Conference.

COOPER CARRY has established a reputation for thoughtful
design encompassing a wide range of project types including
mixed-use centers, town centers, hotels, retail malls and
specialty centers, health care facilities, educational, corporate
and investment office buildings, and housing.
Since our founding in 1960, COOPER CARRY has been
developed into a design firm that is comprised of three design
professions: architecture, interior architecture/facility
programming, and landscape architecture/planning. This
internal structure has enabled us to provide our clients with a
more thoughtful approach to the design of their projects,
which integrates the design of a building to its site conditions
and to its interior functionality.
Through our Atlanta and Alexandria, Virginia offices, we have
been privileged to provide this quality of holistic design
services to many of the nation's most prestigious corporations,
developers, public-sector agencies and public / private joint
venture clients.
No project is too small or too large. Our corporate culture is to
assist our clients in achieving their goals. Our project
experience in recent years has included single buildings with
construction costs ranging from several hundred thousand
dollars to over one hundred and sixty million dollars.
Similarly, our background in multiple building projects
includes corporate campuses, office park developments,
phased office buildings, large scale urban developments and
planned unit developments exceeding several thousand acres
in size.

A native of Colorado, Mr. Heapes grew up in the western
United States and received his formal education at the
University of Colorado in Boulder and the University of
California at Berkeley, where he received a Masters of
Architecture and Masters of Visual Design.
The formative years of his practice were at Skidmore, Owings
and Merrill's offices in Denver, Chicago and Washington, DC.
During his tenure at SOM, he lead the design and planning
efforts on projects which included a new educational village
for the Hopi Indian Tribe in New Mexico; a Training Village
in Colorado Springs for the United States Olympic Committee;
a new 10,000 student Agricultural University in Peshawar,
Pakistan and a ten-million square-foot World Trade Center in
Istanbul, Turkey.
As Principal-In-Charge of the Washington DC office of
Cooper Carry, Inc., Mr. Heapes has been responsible for
directing the planning and design efforts for many public-
private, joint-venture, redevelopment efforts, including:
Mizner Park, the 150-acre redevelopment of downtown Boca
Raton, Florida; and Garrison Seaport Center, the 175-acre
waterfront entertainment and cruise ship district in Tampa,
Florida.
Under Mr. Heapes' direction, the Washington DC office of
Cooper Carry has specialized in the planning and design of
more than thirty "Main Streets" across the country. He is
currently leading work in several cities, including San Juan,
Puerto Rico; San Jose, California; Bethesda, Maryland; and
Pittsburgh, Pennsylvania. He is the Partner-In-Charge of
Urban Design and Architecture for the Washington Global
Center in Alexandria, Virginia, a 2.7 billion-dollar, fifteen-
million square-foot international new town and entertainment
district just south of Washington, DC.

JOHN H. RICHMAN
John Richman is a principal of the newly formed Starwood Urban Investments, a real estate
company which owns, develops and operates urban retail properties. Mr. Richman holds the title
of Principal Development and is responsible for the acquisition, development and redevelopment
of real estate in developed communities. Mr. Richman is a experienced development professional
who was associated with Federal Realty Investment Trust for 20 years prior to the formation of
Starwood Urban. During his years with Federal Realty, Mr. Richman was responsible for
development and redevelopment of commercial retail properties throughout the United States.
Federal Realty Investment trust is an equity real estate investment trust (REIT) that
specializes in the ownership and management of community shopping centers and prime main street
properties. The trust's real estate portfolio consists of more than 50 properties with over 12.5 million
square-feet of retail space. Federal Realty is a public company traded on the New York Stock
Exchange (symbol: FRn. Federal Realty has paid quarterly dividends to its shareholders
continuously since its founding in 1962 and has increased the dividend rate for 28 consecutive years.
The Trust's debt carries an investment-grade rating. More than two-thirds of the real estate in the
portfolio is unencumbered. Over the past five years, the portfolio has experience occupancy rates
averaging 95%. During this period, Federal Realty has annually leased an average of 900,000
square-feet of space, at an average increase of23% over the prior rent. Federal Realty Investment
Trust is a fully integrated real estate company staffed to acquire, finance, manage, lease, develop,
and redevelop properties in its portfolio.
Mr. Richman was responsible for the development of Federal Realty's main street
redevelopment program which has been recognized on Wall Street and by such publications as the
Wall Street Journal as the leading program in main street retail development. During the last three
years, Mr. Richman was actively involved in significant main street or other redevelopment
properties in Bethesda, Maryland; Arlington, Virginia; Westport and Greenwich, Connecticut;
Providence, Rhode Island; and Westfield, New Jersey, San Jose, California and Miami Beach,
Florida.

Over 20 years of engineering experience in traffic
planning for new private development, planning ,
public street systems and devel~ing public transit.
He has focused on the cballenges of restoring
livability to our streets, improving not only their
performance for vehicular traffic but also their
livability and appeal for non-motorized travel, as
good environments for business, and as focal points
of civic pride and enthusiasm. These efforts, now
included in the "new urbanism" approach to city
design, have included the design of new
communities and, the "retro-fitting" of existing
damaged areas, such as strip commercial and early-
generation shopping malls, and the addition of
"missing" transportation elements, such as Light
Rail Transit and self-propelled modes of travel, into
existing streets. Mr. Kulash's approach to
transportation planning is based on "lateral
thinking" problem solving, an approach similar to
the "holistic" approach advocated in other fields,
such as education, health care and environmental
protection. He works frequently with design teams
involved in "new urbanism," . a broad field of
activity dealing with restoration of quality to new
and existing urban areas.

Principals
Steven A. Wolff, based in the Connecticut headquarters, is the founding principal of
AMS. A graduate of the Yale School of Drama with a Master's degree in theater
administration, Wolff has been involved in more than 150 consulting assignments
since 1979. Projects range from a long-term study of theater audience for The Lila
Wallace-Reader's Digest Fund to the development of more than $750 million in
cultural and civic center projects throughout the U.S. and Canada Actively involved
in consumer and industry research, he leads a number of on-going national research
projects involving new applications of information technology for the arts and
entertainment industry. Prior to forming AMS, Wol:ffwas a manager in the New York
Office of London-based Theatre Projects Consultants. A Certified Management
Consultant (CMC), Wolffhas been a guest lecturer on many occasions and has written
extensively on issues pertaining to management consulting and project development.
Listed in Who's Who in America, he received his bachelor's degree in economics from
the State University of New York. .
Robert B. Bailey, principal in AMS's west coast office, has twenty years of
consulting experience specializing in arts planning, management, adaptive re-use and
research projects. Bailey received an MBA in arts administration from York
University in Toronto, and subsequently served as assistant director of the program.
Formerly president of Bailey Consulting Associates, his clients have included
museums, theaters, arts councils, heritage preservation organizations, and government
agencies. Bailey has served as President of Sonoma State University Friends of the
Performing Arts Center, 'President of the Board of Directors of the California
Confederation of the Arts and was a member of the Steering Committee of the
California Economic Impact of the Arts Study. His recent projects include market
research studies in San Jose, California and feasibility studies for performing arts
centers in Phoenix, Arizona, Bellevue, Washington and for the University of
California at Davis. As author of Encore: Recycling Public Buildings for the Arts,
Bailey has tremendous insight into the opportunities provided by older and historic
buildings.
Victoria Hardy is an Associate Principal of AMS and is located in Michigan. She
also holds an appointment as a professor of facility management at Ferris State
University, Michigan's only applied polytechnic university. Her fifteen year career as
a professional arts manager included six years at Director of Events and Services at
Stanford University, as well as appointments in the Meadowlands (NJ) and in Detroit.
Hardy also served on the Board of Directors of the League of Historic American
Theaters for 8 years, including two years as President. She has extensive experience
in arts programming and marketing, facility renovation, restoration, and operations
and management. Her writings have been featured in National Park Service
Publications, Dance USA, and Principal magazine (for elementary educators). Hardy
is very active in Michigan in the arts community. A Certified Facility Manager, she
serves on the Board of Directors of the International Facilities Management
Association, a 14,000 member professional organization of executives and managers
in all industries. A graduate of the Management Development Program at Stanford
University, Hardy holds a BS from the University of Missouri. She was included in
the first edition of Who's Who in Entertainment and is listed in Who's Who in
American Women.
