INTRODUCTION ~ Clearwater Aircraft, Inc. has been the Fixed Base Operator of Clearwater Airpark for the past fourteen years. During the majority of this time, our contract has been by verbal agreement with the City of Clearwater. It has been our goal to operate the facility under safe conditions with as little disturbance to the surrounding community as possible. In an effort not to disturb the residents of the community, certain restrictions were necessary, such as: the restriction of night flying, electing not to supply jet fuel, the discouragement of turboprop aircraft and helicopters from using Clearwater Airpark, and aircraft arrival and departure routes to keep noise disturbance to a minimum. Many of these restrictions have resulted in lower use of the airfield by business aircraft, pilot training aircraft, and pleasure or recreational aircraft. This translates into reduced income for the Fixed Based Operator, and, in turn, for the city of Clearwater. These restrictions are deemed necessary in order to attain a reasonable level of agreement among all concerned. Our primary interests have been to conduct a very safe operation while supplying a full service organization to the General Aviation community which encompasses aircraft owners based at Clearwater Airpark, tourists and pilots living in the Tampa Bay Area. If we are awarded the Fixed Base Operator contract, the same level of cooperation and increased dedication to improving this facility is guaranteed. 3 t ~ r PROPOSAL FOR CLEARWATER AIRPARK FIXED BASE OPERATOR TO: Mr. George McKibben Purchasing Manager City of Clearwater P.O. Year One: 17 new enclosed T-hangers Medium Intensity Runway Lights and Low Intensity Taxi-way Lights 8 new executive enclosed hangers Runway Overruns for safety and noise abatement New Airport Terminal Building Vehicle Parking Lot Expansion Year Two: Tear Three: Year Four: Year Five: The Proposer agrees to enter into an agreement with the City of Clearwater to perform and furnish the services as stated in this Proposal Document and for the proposed price in accordance with the terms and conditions of the City of Clearwater Lease Agreement. The Proposer has reviewed APPENDIX B of the RFP, Standard requirements for Request for Proposals, and confirms that this Proposer is in full compliance with the terms and conditions as stated. 4 R.EVENUE TO THE CITY OF CLEARWATER Clearwater Aircraft, Inc. agrees to enter into an agreement with the City of Clearwater for the Lease of the Fixed Base operation at Clearwater Airpark under the following terms and with the following revenue sources available to the City of Clearwater: 1. Six cents ($0.06) per gallon pumped of fuel sales. Past sales of 108,000 gal/year equals $6,480/year. with the new hangars and lighted runway, this should increase approximately 10% after completion. 2. Clearwater Aircraft, Inc. agrees to maintain and mow all grass on property utilized by the airport. Since this service was previous performed by the City of Clearwater, the City of Clearwater will be saving approximately $20,000.00 per year. 3. A rental fee of $4,050.00 per month for the Clearwater Airpark. (12 X $4,050 = $48,600/year) 4. A five year lease with two five year options to renew. 5 5. Revenue from the new T-hangars will be divided in the following manner: 75% of the net to the City of Clearwater and 25% of the net to Clearwater Aircraft, Inc. The City's estimated net is $200 per hangar per month X 12 months equals $2,400 per hangar per year X 17 hangars = $40,800.00 per year. 6. MAINTAIN LEASE STRUCTURES Clearwater Aircraft, Inc. agrees to maintain the leased structures in their present condition. Appearance will be improved with the replacement of the carpet. 2. COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT Clearwater Aircraft, Inc. agrees to comply with the Americans with Disabilities Act as required by the City of Clearwater in Appendix E. 3. LEASE OF HANGARS AND TIE-DOWN SPACE Clearwater Aircraft, Inc. presently leases 50 hangars with standard lease forms supplied by the City of Clearwater. All hangars leased in the future shall be leased with the standard lease forms supplied by the City of Clearwater. 4. AVIATION PETROLEUM PRODUCTS Clearwater Aircraft, Inc. shall continue to supply aviation petroleum products at Clearwater Airpark. 7 5. AIRCRAFT RENTAL There are presently three (3) companies which rent aircraft at Clearwater Airpark. It is our intent to continue in this manner, subject to the approval of the City of Clearwater. There are approximately 20 to 30 aircraft available for rental, including single engine aircraft, mUlti-engine aircraft, instrument aircraft, and complex aircraft. The aircraft are scheduled through the individual companies which own the subject aircraft. All aircraft are maintained in accordance with Federal Aviation Administration regulations. 6. REPAIR AND MAINTENANCE OF AIRCRAFT There are presently two (2) companies performing maintenance at Clearwater Airpark. These companies have been approved by the City of Clearwater. We expect this procedure to remain the same subject to approval. The maintenance facilities lease space in accordance with the size of the hangars which they rent from Clearwater Aircraft, Inc. without regard for the income generated by the individual businesses. The companies (one or both) perform the following services: a. major and minor airframe repair b. major and minor engine repair c. annual inspections d. one hundred hour inspections e. sale of aircraft parts and supplies f. pre-buy inspections 8 7. ENFORCEMENT OF AIRPARK RULES AND REGULATIONS For the past fourteen (14) years, Clearwater Aircraft, Inc. has never had an accident or an incident as a result of the operations at Clearwater Airpark. Clearwater Aircraft, Inc. has enforced the Rules and Regulations included in Appendix F and will continue to enforce these Rules and Regulations. 8. MOWING OF ALL GRASS AREAS Clearwater Aircraft, Inc. personnel performed the mowing services at Clearwater Airpark for the first eight (8) years of their lease. When the City of Clearwater separated the airport from the golf course, the City of Clearwater assumed the responsibility for the mowing of all grass areas. Clearwater Aircraft, Inc. has the experience to perform this service. They are familiar with the requirements for moving the aircraft during mowing operations and intend to abide by these procedures. All personnel will be trained and qualified to perform this service. 9. UTILITY BILLS Clearwater Aircraft, Inc. currently pays the following average monthly invoices for utilities: a. electricity $ 800.00 b. telephone $ 500.00 c. cable $ 35.00 d. water $ 60.00 9 e. storm water sanitation and refuse $ 320.00 $ 300.00 f. Clearwater Aircraft, Inc. has always paid these bills for the utilities and will continue to provide for them in the future. 10. EQUIPMENT, MERCHANDISE AND SUPPLIES FOR MAIN TERMINAL Clearwater Aircraft, Inc. has provided and will continue to provide the following equipment, merchandise and supplies at Clearwater Airpark: a. free coffee and supplies b. exterminating c. television, VCR with various tapes d. electronic filing and weather machine connected with the Flight Service Station at an initial cost of $12,000.00 e. telephone access for Flight Service Station to file flight plans and get a weather briefing f. sale of pilot supplies g. toilet supplies h. furniture and fixtures i. cleaning contract j. assistance to visitors for car rentals and hotels 11. SALES AND PROPERTY TAXES Any and all sales and property taxes at Clearwater Airpark 10 have been paid by Clearwater Aircraft, Inc. (or previously by Suncoast Aviation, Inc.) for the past thirteen (13) years. Upon the signing of a new lease for Clearwater Airpark between Clearwater Aircraft, Inc. and the City of Clearwater, Clearwater Aircraft, Inc. shall resume this responsibility. 12. INSURANCE Clearwater Aircraft, Inc. will continue to maintain all applicable insurance as required by the City of Clearwater. The policies shall be subject to the approval of the City of Clearwater. The City of Clearwater shall remain as a named insured. 13. EMPLOYEES All line employees are pilots. They are properly trained and qualified in fueling operations and ramp safety procedures including the proper grounding of aircraft and the considerations associated with the varying weather conditions. They are familiar with working around aircraft. The fuel pump area remains secure so as to minimize any risk to persons and/or aircraft. Clearwater Aircraft, Inc. will continue to hold meetings to assess the performance of personnel and provide recommendations. Employees salaries and insurance is approximately $50,000.00 per year. This salary does not include any salary for the airport Manager, Rick Emshoff. 11 14. AIRPARK MANAGER Rick Emshoff has been the Manager at Clearwater Airpark for the past fourteen (14) years and will continue as Manager in the future. He is available at the Clearwater Airpark during normal business hours. Mr. Emshoff is available by telephone 24 hours per day. The Manager shall be responsible for recording and supplying the following information to the City of Clearwater: a. Monthly reports of aviation fuel purchases b. record daily airport operations c. record daily readings from fuel farm and leak detection sensors d. Attend monthly Clearwater Airport Authority meetings at the City Commission Chambers e. Provide monthly reports of airport activities, fuel sales, tie-down fees and other revenues to the Clearwater Airport Authority f. Provide an annual financial report g. Participate in professional organizations and meetings relating to airport management h. The Manager or his employee will inspect the runway, taxiways and parking area each morning to ensure that no hazards to ground operation of aircraft exist. Evening visual inspection will determine that the windsock, runway and other lighting is functioning properly and that the electrically operated gates are closed. 12 i. All vehicular traffic areas will be visually checked daily and repairs to the surface will be scheduled. Surfaces will be swept to remove loose gravel and other contaminants. J. Arrangements will be made to ensure any disabled aircraft will be removed from the operational areas to ensure it does not create a hazard to other aircraft. 13 REVENUE SOURCES AVAILABLE TO FIXED BASED OPERATOR A. Exclusive use of Clearwater Airpark fuel farm with $0.06 per gallon pumped paid to the City of Clearwater. B. Clearwater Aircraft, Inc. shall retain 100% of income from existing T-hangars, shade hangars, and tie-downs. The revenue from the new T-hangars will be divided in the following manner: 75% of the net to the City of Clearwater and 25% of the net to Clearwater Aircraft, Inc. The rental fees shall be approved by the City Commission with the consent of Clearwater Airport Authority C. Clearwater Aircraft, Inc. recognizes the nonexclusive right to engage in the following activities: 1. Car rental 2. Flight instruction 3. Charter flights 4. Aircraft rental 5. Air Taxi operations 6. Aircraft Sales 7. Aircraft engine and airframe overhaul and repair 8. Air Freight operations 9. Sale of oil and pilot Supplies 10. Aerial Surveying 11. Sightseeing 12. Clearwater Aircraft, Inc. has not discouraged other qualified companies from engaging in the above activities. D. The right to lease airport land for the construction of additional G.A. facilities subject to the Clearwater Airpark Masterplan and F.B.G. Lease negotiations. E. The potential right of development of the out parcel located on Hercules Avenue F. The right to sub-lease for any of the above listed activities, subject to the approval of the City of Clearwater. 15 OUALIFICATIONS AND EXPERIENCE TO OPERATE A GENERAL AVIATION AIRPORT Mr. Rick Emshoff has operated the Clearwater Airpark for the past fourteen (14) years. During this time, the animosity between the airport and the neighbors subsided and the airport has been running smoothly and without any complications. In addition, there was a petitions started by the people based at the airport and nearly 100% supported Mr. Emshoff to continue to operate tre airport. As you will see in the following resume of Mr. Emshoff, he has been operating airports for approximately 35 years. During this time, he has been an active charter pilot and flight instructor. He has taught ground school and supervised the maintenance and fueling operations. Mr. Anthony lives in Clearwater and remalns active in aviation as a charter pilot and an FAA aircraft mechanic. 18 SHELTON J. Seventy crews check airman for B707 and B747 under ICAO rules. 19 SAFETY Safety has always been the number one concern for Clearwater Aircraft, Inc. Clearwater Aircraft, Inc. will provide the following services at Clearwater Airpark in an effort to enforce safety concerns: I. MAINTENANCE OF GROUNDS a. Mowing the grass will be performed by qualified personnel to insure against accidental damage to persons and/or aircraft. b. Upon the installation of airport lighting, Clearwater Aircraft, Inc. shall perform any required maintenance. Clearwater Aircraft, Inc. shall monitor the performance of the windsocks and electronically operated gates. c. Clearwater Aircraft, Inc. shall maintain the landscape in and around the terminal area. d. The terminal building shall be kept clean at all times. e. Clearwater Aircraft, Inc. shall monitor the status of the paved areas. All necessary repairs and maintenance shall be performed to ensure for safety of persons and/or aircraft. f. Clearwater Aircraft, Inc. shall keep the gravel and debris for any and all paved areas. g. Clearwater Aircraft, Inc. shall arrange for the removal of any disabled aircraft from the operational areas of the airport. 20 II. ENFORCEMENT OF AIRPARK RULES AND REGULATIONS Clearwater Aircraft, Inc. will enforce the Rules and Regulations included in Appendix F. The Rules and Regulations shall be available to all interested persons in the airport terminal area. These Rules and Regulations are necessary to provide for the safe and efficient operation of Clearwater Airpark. Clearwater Aircraft, Inc. will inspect the property at the Clearwater Airpark as often as reasonably feasible and not less than twice a year. Since all the line personnel maintain a pilot license, they understand the importance of following proper procedures. They are all qualified and willing to help the other pilots comply with these regulations. We intend to continue to hire only qualified pilots to perform the line service since this has worked so well in the past. III. FUELING OF AIRCRAFT All fueling personnel hold a valid pilot license. They have been trained in the fueling and de-fueling of aircraft. The following regulations have been taught to all fueling personnel: a. Smoking shall not be permitted near fueling operations. b. The aircraft shall be grounded during fueling and de-fueling operations. c. Aircraft shall not be fueled inside a hangar. d. Aircraft engines shall be off during fueling. 21 All fueling sources are equipped with an automatic shutoff to prevent any accidental spills. All equipment contains both overfill and overflow protection to insure against any spill on the ramp. 22 CONCLUSION Clearwater Airpark has been operated safely and efficiently by the current Fixed Base Operator for the past fourteen years. There has not been one accident attributable to the operation of the F.B.O. Cooperation with the Clearwater City Commission, the Clearwater Airport Authority, and the City staff has been continuous and without complaint. The current Fixed Base Operator has demonstrated the ability to cooperate with Airport management goals and to comply with applicable Airport regulations and Federal Aviation Regulations.
