Accept selection committee recommendation of Opus South Corporation as the qualified
response to RFPQ #21-05 Redevelopment of the City Hall Site, and authorize the negotiation of
a Development Agreement with selected firm,
Summary:
On March 30, 2005, the CRA released a Request for Proposals and Qualifications, RFPQ 21-05,
for the Redevelopment of the City Hall Site. The purpose for the RFPQ is to select a qualified
Development Team to successfully redevelop the current City Hall Site at 112 S. Osceola
Avenue. The CRA desires a mixed-use development on this property that will enhance the
downtown area with new residential units and associated quality retail and entertainment
opportunities.
One developer, Opus South Corporation, responded to the RFPQ.
The Selection Committee, composed of the Economic Development and Housing Director,
Finance Director, Assistant Planning Director, Public Communications Director, and the Land
Development Engineering Manager, met on May 6, 2005 to review the proposal and make a
recommendation to the CRA. The selection committee unanimously recommended to accept
Opus South as the selected Developer and authorize the negotiation of a Development
Agreement.
The Selection Committee reviewed the proposal based on the following criteria:
-Redevelopment Program (40%)
-Development Qualifications (20%)
-Financial and Legal Capability of the Development Team (10%)
-Economic Benefit to the City of Clearwater (30%)
Overall, the Selection Committee agreed that the Opus South proposal offers a potential catalyst
for Clearwater's Downtown revitalization and provides the desired mix of residential and retail
development in a pedestrian-friendly environment, along with the preservation of important
public space and waterfront views.
In summary, Opus South is proposing purchasing the Calvary Baptist Church and a portion of
the City Hall Site to develop 314 residential units and 20,000 square feet of retail, and includes
the dedication of approximately .3 acres of land to public right of way for the construction of a
public promenade. The estimated value of the completed project is $250 million. The details of
the purchase of city land and location of a new City
Hall will be part of the negotiations of the Development Agreement.
