The Chair called the meeting to order at 6:05 p.m. at the Greenwood Community
Health Resource Center, followed by an invocation and the Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
ITEM #5 – Action Items
a) Approval of the Minutes
Member Gray moved to approve the minutes of the regular meeting of October
motion
23, 2000, as submitted in written summation to each board member. The was
carried
duly seconded and unanimously.
b) Approval of Future Meeting Dates
Member Fenton moved to approve future meeting dates of April 30, July 23, and
motion carried
October 22, 2001, and January 21, 2002. The was duly seconded and
unanimously.
Note: the Board Reporter later determined that January 21, 2002 is a holiday.
ITEM #6 – Staff Reports
a) Environmental Justice Strategy – Review and Status Report (ICMA Funding, EJ Small
Grant)
Brownfields Coordinator Miles Ballogg reviewed the strategy to implement the
Environmental Justice Action Agenda: 1) reengage community; 2) determine community
interest; and 3) revisit priorities. At the February 19, 2001 community at the Martin
Luther King Center staff will present information on community grant availability,

including ICMA’s (International City/County Managers Association) EJ (Environmental
Justice) Small Grant Funding.
ICMA is seeking subcontractors for its EJ/Brownfields Phase III project to
perform a research study on the implementation of Clearwater’s strategic plan for
environmental justice. Subcontractors will interview local government staff and
community stakeholders, and document local activities with the government, community
groups, and local businesses via interviews, community meetings, surveys, or other
mechanisms agreed upon by ICMA and the subcontractor. Subcontractors will be
expected to provide notes, write-ups, documentation, and a final report. Subcontractors
also will facilitate community meetings and assist in involving stakeholders in the
meetings
Goals of the EJ Small Grant include improved communication, increased
community capacity, and enhanced community understanding of Brownfields issues
such as Public Health and pollution. Applicants must be certified as 501(c)3.
b) State Brownfields Redevelopment Act 2000 Annual Report
Mr. Ballogg distributed copies of the FDEP (Florida Department of Environmental
Protection) report for board review. The document reviews the history of the Brownfields
act, program status, Brownfields areas, rehabilitation agreements, status of financial
incentives, cleanup criteria, public outreach and education, the Federal Brownfields
Economic Redevelopment Initiative, and compares Clearwater with the rest of Florida.
c) North Greenwood Economic Redevelopment Strategy – Economic Development
Administration/CDBG Funding
The City has applied for a market reconnaissance grant from the US Department
of Commerce to study the area bounded by Drew Street, North Fort Harrison, and Betty
Lane, and determine what types of businesses can survive. The study will review local
economic development issues and take the information to business owners. Also ideas
will be gathered from similar communities. The $35,000 grant will require a match from
Community Development Block Grant Funding.
In response to a question, Mr. Ballogg stated an Economic Development
Department façade improvement grant for North Greenwood will provide up to $5,000,
with the business owner providing a match. Discussion ensued regarding local grant
writing training programs, such as St. Petersburg Junior College, and the Pinellas Grants
Consortium.
d) Status of Current Projects: 1) Mediterranean Village Townhouse Project and 2) South
Clearwater Housing Project
Mr. Ballogg reviewed the December 2000 Summary Report of Environmental
Activities related to the property at 901-927 Cleveland Street prepared by Dames &
Moore. Soil and groundwater quality has been extensively investigated from April 1999
to the present. Twelve hydraulic lifts and one UST have been removed. Soil and
groundwater in the vicinity of the two former UST areas, one at northwest corner and
one in southern portion, have not been impacted with petroleum constituents above
applicable criteria. Soil surrounding ten of the 12 hydraulic lifts does not appear to have

been impacted with petroleum constituents. The presence of chlorinated aliphatic
organics in groundwater appears to originate from an off-site dry cleaners source.
On-going environmental activities include continuation of groundwater monitoring
for chlorinated aliphatic organics. FDEP has requested the preparation and
implementation of a Monitor Only plan and requested the installation of an additional
downgradient monitor. This well will be installed on the adjacent property to the west.
FDEP has concluded that the relatively minor concentrations of chlorinated aliphatic
organics do not warrant active remediation. The other activity consists of limited soil
remediation in the areas surrounding hydraulic lifts HL-1 and HL-5. In September 2000,
approximately 460 tons, or 300 cubic yards, of soils were removed from two areas.
Excavated soils were transported off site for thermal treatment. Soils samples collected
from the bottom of the two excavation areas did not contain concentrations of
polynuclear aromatic hydrocarbons and TRPH above residential or leachability soil
cleanup target levels. Confirmation soil samples collected from the excavation sidewalls
indicated that additional soil would require removal to meet residential soil cleanup target
levels. The lateral extent of impacted soil at excavation area HL-5 has been adequately
delineated. Upon completion of soil delineation activities, impacted soil from both areas
will be excavated and transported to a thermal treatment facility.
Bruce Balk, of Sarasota, plans a 100-townhouse project on the site after the
completion of environmental remediation efforts. Mr. Ballogg estimated project
construction will begin this summer. The project will encourage the development of
other Brownfield sites. Discussion ensued regarding the apartments on the site of the
former Sunshine Mall.
Mr. Ballogg reviewed a project proposed at the corner of Woodlawn and South
Greenwood Avenue. The Largo Redevelopment Agency has proposed to raze the
mostly abandoned apartment building and replace it with 8 to 10 affordable houses on
this and adjacent City-owned property. The City can provide Phase 1 and 2 assistance
related to an underground storage tank.
Concern was expressed more efforts seem to be directed to South Greenwood
than North Greenwood. It was stated people wish to buy nice housing in the North
Greenwood neighborhood and be a part of the community. It was suggested a
townhouse development would be well received. It was suggested the Jack Russell
Stadium site may be a good location for a housing development after the new Phillies
training facility is constructed. It was noted lots have gotten too expensive to develop
with affordable housing. It was recommended the City fund remodeling efforts of the
privately owned Greenwood Apartments. The floor plans, with the bathroom upstairs,
are unattractive to renters. It was noted many properties with absentee landlords need
improvements. Mr. Ballogg recommended the board express their concerns to NAHAB
(Neighborhood & Affordable Housing Advisory Board), the Housing Department, and
Planning Director Ralph Stone.
ITEM #7 – Public Comment
Mr. Ballogg referenced Lois Cormier’s November 11, 2000 letter complimenting
the Brownfields Advisory Board. It was stated Mr. Ballogg is doing a great job.
