Akin City Attorney Cynthia Goudeau City Clerk Brenda Moses Board Reporter The Chair called the meeting to order at 9:42 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. Approval of Minutes - 12-12-2005 Trustee Hamilton moved to approve the minutes of the regular meeting of December 12, 2005, as submitted in written summation by the City Clerk to each motioncarried Trustee. The was duly seconded and unanimously. 1. Accept the employees listed below into membership in the City of Clearwater's Employees' Pension Plan. Human Resources Director Joe Roseto presented the recommendation of the Pension Advisory Committee that the following employees be accepted into membership: Mark Parisi, Police Communications Operator Trainee/Police, James Perz, Police Cadet/Police, Christopher Trauner, Field Service Rep./Customer Service, Terri Rowland, Staff Assistant/Parks & Recreation, Michael Minutolo, Tradesworker/General Services, Randall Bingham, Firefighter/Fire, Banks Colton, Firefighter/Fire, Philip Gordon, Firefighter/Fire, Christopher Hannigan, Firefighter/Fire, Robert Hansen, Firefighter/Fire, Bradley Keating, Firefighter/Fire, Thomas Knobl, Firefighter/Fire, Steven Lannon, Firefighter/Fire, Shawn Lawrentz, Firefighter/Fire, Christopher Van Opdorp, Firefighter/Fire, Mauricio Perdigon, Firefighter/Fire, Timothy Smith, Firefighter/Fire, Vincent Supernor, Firefighter/Fire, Jason Thibault, Firefighter/Fire, and Robert Gundrum, Container Maintenance Worker/Solid Waste. Trustee Jonson moved to accept the recommendation of the Pension Advisory motioncarried Committee. The was duly seconded and unanimously. Pension Trustees 2006-01-17 1 2. Eric Fetrow, Fire Department; Edward Bossom, Fire Department; Freddie Dixon, Parks & Recreation Department; Terry Finch, Engineering Department; Paul Cheney, Engineering Department; and Offie Cobb, Solid Waste Department, be granted regular pensions under Section(s) 2.393 and 2.397 of the Employees’ Pension Plan as approved by the Pension Advisory Committee. Mr. Roseto presented the recommendation of the Pension Advisory Committee that Eric Fetrow, Edward Bossom, Freddie Dixon, Terry Finch, Paul Cheney, and Offie Cobb be granted regular pensions under Section(s) 2.393 and 2.397 of the Employees’ Pension Plan. Teresa Finch, Environmental Manager, Engineering Department, was employed by the City on November 19, 1984, and her pension service credit is effective on that date. Her pension will be effective December 1, 2005. Based on an average salary of approximately $65,658 per year over the past five years, the formula for computing regular pensions, and Ms. Finch’s selection of the Joint & Survivor Annuity, this pension will approximate $37,962 annually. Paul Cheney, Survey Party Chief, Engineering Department, was employed by the City on September 5, 1978, and his pension service credit is effective on that date. His pension will be effective December 1, 2005. Based on an average salary of approximately $43,586 per year over the past five years, the formula for computing regular pensions, and Mr. Cheney’s selection of the Joint & Survivor Annuity, this pension will approximate $32,579 annually. Freddie Dixon, Recreation Programmer, Parks & Recreation Department, was employed by the City on February 25, 1970, and his pension service credit is effective on June 3, 1978. His pension will be effective December 1, 2005. Based on an average salary of approximately $38,815 per year over the past five years, the formula for computing regular pensions, and Mr. Dixon’s selection of the 10-year Certain and Life Annuity, this pension will approximate $31,625 annually. Offie Cobb, Solid Waste Equipment Operator, Solid Waste Department, was employed by the City on January 2, 1979, and his pension service credit is effective on that date. His pension will be effective January 2, 2006. Trustee Petersen moved to grant regular pensions for Eric Fetrow, Edward Bossom, Freddie Dixon, Terry Finch, Paul Cheney, and Offie Cobb under Sections 2.393 and 2.397 of the Employees’ Pension Plan, as approved by the Pension motioncarried Advisory Committee. The was duly seconded and unanimously. 3. Carolyn Brink, City Manager’s Department, be allowed to vest her pension under Section(s) 2.397 and 2.398 of the Employees’ Pension Plan as approved by the Pension Advisory Committee. Carolyn Brink, Executive Assistant, City Manager Department, was employed by the City on February 7, 1994, and began participating in the Pension Plan on that date. Ms. Brink terminated from City employment on November 18, 2005. Pension Trustees 2006-01-17 2 . The Employees' Pension Plan provides that should an employee cease to be an employee of the City of Clearwater after completing ten or more years of creditable service (pension participation), such employee shall acquire a vested interest in the retirement benefits. Vested pension payments commence on the first of the month following the month in which the employee normally would have been eligible for retirement. Section 2.393 (p) provides for normal retirement eligibility when a participant has reached age 55 and completed twenty years of credited service, has completed 30 years of credited service, or has reached age 65 and completed ten years of credited service. Ms. Brink would have completed at least 10 years of service and reached age 65 on October 27, 2006. Her pension will be effective November 1, 2006. This pension was approved by the Pension Advisory Committee on December 8, 2005. Trustee Doran moved that Carolyn Brink be allowed to vest her pension under Sections 2.397 and 2.398 of the Employees Pension Plan as approved by the Pension Advisory Committee.
