Summary: The CRA approved the scope of work for the team members of Wallis Murphey Boyington Architects, Wilson Miller, and Swan Development Advisors in response to RFP # 13-05 Cleveland Street Fac;ade Design Analysis at the April 18, 2005 CRA meeting. The RFP outlined the following three goals: 1) Identify opportunities for fac;ade improvements along Cleveland Street, from Osceola Ave to Myrtle Ave in downtown Clearwater, 2) Prepare illustrative concepts of fac;ade improvements to selected buildings, and 3) Establish a "vision" for building design and character, reflective of Clearwater's unique character. The consultants have fulfilled these criteria. However, in analyzing the status, history and objectives of our facade efforts, they concluded that a "unifying concept" was necessary to further "focus" our efforts and provide the basis for allocation of resources in the program. They have included this additional element in the report. The consultants have carefully documented the existing north and south facades of Cleveland Street and presented them in a public interactive workshop on July 19, 2005 to gather input as to the "vision" and character of street. The various workshop activities concluded that the 'vision' should not only propose new facade design ideas for the street, but to create a 'vision' that promotes specific activities at the street. The consultants identified the following limitations within the street: Most of the buildings on Cleveland Street are owned by the private sector and these individual owners control the fate of the building's exterior and its activity. Building restoration and redesign is very costly. Past efforts for fac;ade improvement grant programs have been minuscule and ineffective. It also becomes a vehicle to achieve realistic goals in that it utilizes and transforms the zone between the building and the street into an economically viable space. This unifying concept for Cleveland Street is the new 'Cafe Society' which promotes a sidewalk cafe environment with its integration in the new proposed streetscape in the short term. Long term, the concept enables a fa9ade redesign effort to existing buildings and identifies parameters for new construction. The team's recommendations for implementation uses the current Downtown Design Guidelines, the Secretary ofInterior Standards for Historic Buildings, and coinciding recommendations for a new modified CRA facade improvement grant program. Specific design recommendations for the 'Cafe Society' are provided for new fa9ade building elements, historic building restoration, canopy and awning design, signage location, sidewalk utilization, modifications to proposed streetscape plan, and adherence to current design guidelines. Fa9ade Improvement Program recommendations provide for short term and long-term benefits to property owners who intend to make improvements that will contribute to the 'Cafe Society'. These include: design assistance, grants and loans, covenants that assure businesses ongoing support and participation, sidewalk furniture, and amenities. Short Term (Phase I) Improvements provide for primarily visual and/or low cost functional enhancements upon inception of the program until TIF levels enable deeper financial participation as required by Phase II improvements. Long Term (Phase II) Improvements provide storefront improvements that adhere to current design guidelines and/or standards, that are large-scale and include 2nd floor and above. These improvements are designed to create an authentic, restored environment ensuring that property values increase and that buildings are renovated and then maintained in good repair--- further enhancing the corridor and retaining businesses. This multi- facetted 'Cafe Society' program becomes the vehicle to develop a Downtown Clearwater as an attractive "destination" urban center. The proposed concept and program were later presented at a second public input session on October 12, 2005, and were positively received. Many of the public's concerns involved public parking, property owner buy-in, and extent of incentives. The public's concerns were identified and included in the report. f :~. Summary: One of the implementation strategies set forth in the Downtown Redevelopment Plan was to evaluate the potential for a National Register or local historic district in several areas of Downtown. The Planning Department hired Janus Research to conduct a historic resource survey of the Downtown Core, which resulted in the following conclusions: - The Clearwater Post Office and the Old Pinellas County Courthouse are listed on the National Register of Historic Places; - Peace Memorial Presbyterian Church is the only building in the Downtown Core currently eligible for listing on the National Register of Historic Places; - Six buildings were identified as potentially eligible for inclusion on a local historic register; - There are a significant number of historic resources in the Downtown Core that feature what appear to be reversible alterations (pending evaluation by a professional architect or structural engineer to ascertain the feasbility of their rehabilitation); and - There is not a defensible historic district within the Downtown Core at this time. Bill Horne CRA Cover Memorandum 01-20-2006 14: 16:03 City of Clearwater Planning and Eligibility Study Historic Resource Reconnaissance Survey of the Downtown Core May 2005 EXECUTIVE SUMMARY The Historic Resource Reconnaissance Survey of the Downtown Core in the City of Clearwater, Florida was undertaken at the request of the City of Clearwater by Janus Research of Tampa, Florida. This historic resource reconnaissance survey was performed as part of the City of Clearwater Planning and Eligibility Study to identify historic resources located within the Downtown Core that are potentially eligible for local designation or listing in the National Register of Historic Places (NRHP) on an individual basis or as part of a historic district. The literature review and Florida Master Site File (FMSF) search identified 91 previously recorded historic resources in the defined Downtown Core project area. Two of these previously recorded resources are currently listed in the NRHP, the Cleveland Street Post Office, 650 Cleveland Street (8PI00317), and the Old Pinellas County Courthouse, 315 Court Street (8PI01894). Although these two buildings are not currently listed by the City of Clearwater, they are considered eligible for local designation. In the Downtown Core, an additional six resources recorded during previous cultural resources assessments were detetmined by the State Historic Preservation Office (SHPO) to be eligible for listing in the NRHP. Following the current reconnaissance survey and coordination with Dr. W. Carl Shiver, Historic Sites Specialist with the Florida Division of Historical Resources (DHR), one building stIll appears eligible for inclusion in the NRHP, Peace Memorial Presbyterian Church, 110 S. Fort Harrison Avenue (8PI08024). Although this building is not currently listed by the City of Clearwater, it is also considered eligible for local designation: Four of the initial six potentially NRHP-eligible resources, the Coachman Building, 503 Cleveland Street (8PI00860), Guaranty Title and Trust Building, 411 Cleveland Street (8PI02255), Calvary Baptist Church, 331 Cleveland Street (8PI02251), and Fort Harrison Hotel, 210 S. Fort Harrison Avenue (8PI08023), have been altered to such a degree that they no longer meet the strict significance criteria and integrity aspects for the NRHP established by the National Park Service. Consequently, they are not currently considered eligible for listing in the NlUlP, but they are considered potentially eligible for designation at the local level by the City of Clearwater. One of the six potentially NRHP- eligible resources, Haven Street House, 400 Pierce Boulevard (8PI8022), is no longer extant. The Historic Resource Reconnaissance Survey of the Downtown Core was conducted in March and April 2004. This investigation identified the significant historic resources within the project area. Two historic resources, the Clearwater Masonic Lodge 127, 408 S. Garden Avenue (8PI08426) and the Bank of Clearwater Building, 500 Cleveland Street (8PI02262), are potentially eligible for local designation only. Individually eligible resources are shown on the following map. The following summarizes the recommendations. The city can utilize the information in this report to consider designating the identified locally and NRHP..,eligible individual resources. The current ordinance should be reviewed by the city staff and Clearwater City Council and updated to reflect requirements of the Florida Certified Local Governm~nt (CLG) program and the standards for designation established hy the NRHP, which advise that a historic resource must be at least 50 years old. The design guidelines and implementation strategies in the Clearwater Downtown . Redevelopment Plan should be utilized to rehabilitate and/or restore many of the historic, but altered, buildings in the Downtown Core so that they may gain contributing status within a historic district. The City of Clearwater's fal;ade grant program could be revised to encourage historic preservation projects, similar to other fa9ade grant programs implemented throughout the nation. The City of Clearwater should become a CLG. Special zoning districts or overlay districts, as allowed by the Clearwater Community Development Code, for historic districts should be created in the Downtown Core. Finally, community awareness and understanding of Clearwater's historic resources needs to be enhanced. Janus Research IV f :~. We have also discussed the streetscape with every affected property and business owner along Cleveland Street. The listings of the public meetings are attached. The decision to provide parallel park.ing on Cleveland S1. was not made without due consideration of past, current and anticipated conditions in downtown Clearwater. This decision was made in conjunction with several other design considerations which have also been included in the plans. They include: 1. The safety of pedestrians and motorists alike has been and will continue to direct decisions and policies implemented by the City on Cleveland Street and all other projects. As a rule, the City of Clearwater does not encourage back out parking because of safety considerations. 2. The addition of a center median with large shade trees will be the biggest improvement to create the atmosphere desired in a destination downtown. Given the median, there is not enough room for the angled parking. 3. Making Cleveland Street more pedestrian friendly, by adding decorative pavers, site furniture, lighting, signage, landscaping, etc., has been a major focus of this project. This creates the environment for visitors to want to shop and return to downtown. In general, parallel spaces provide for on-street parking and they provide a safety barrier between the street and the pedestrians. The city will be looking for opportunities to add more convenient public parking in the future. There is also the issue of safety; angle parking requires backing out into traffic. Recent traffic counts on Cleveland Street showed an ADT of -6000 vehicles per day even with the new bridge open to the beach. Backout parking into this volume is unsafe especially for older drivers who do not have the flexibility to look behind them as they should. There have been comparisons of angle parking on Cleveland Street to angle parking in Dunedin and this comparison is irrelevant in view of the volumes of traffic alone. The Dunedin section is heavily traffic calmed and has volumes that are a small percentage of what Cleveland is carrying.
