11/06/2001 ADMINISTRATIVE HEARING Water Appeal – Douglas Morrison November 6, 2001 - 11:00 a.m. Present: Garry Brumback, Assistant City Manager Jeff Kronschnabl, Development Services Director Rick Debord, Code Enforcement Inspector II Eric Wilson, Code Enforcement Inspector II Patricia Sullivan, Board Reporter Also Present: Douglas Morrison, Appellant Appellant Exhibits: None. Map of area near 2936 Mayfair Court Assistant City Manager Garry Brumback opened the meeting at 10:00 a.m. and explained the rules governing the procedures. Mr. Morrison said he had planted new sod and watered it more than once a week. He said he had disposed of the receipt for the sod days before he received a letter from Development Services Director Jeff Kronschnabl, charging him with water violations. Code Enforcement Inspector Eric Wilson stated City staff had left eight door hangers on the resident’s front door at 2936 Mayfair Court since 1999, warning of infractions to watering restrictions and requesting compliance with the ordinance. Mr. Morrison said the first letter he received was related to watering his new sod, which covered the front quadrant of his yard. Mr. Wilson indicated additional watering is permitted only if 50% of the entire yard is replaced with sod. Mr. Kronschnabl said Mr. Morrison has been cooperative with staff. Mr. Brumback concluded the City would waive Mr. Morrison’s fine but would appreciate his future support of City laws and conservation of water resources. Mr. Kronschnabl suggested Mr. Morrison reset his lawn sprinklers to manual. Mr. Brumback concluded the proceedings at 11:17 a.m. mah1101 1 11/06/01
