TOPIC TRANSPORTATION
CITY OF CLEARWATER

The Work Session was called to order at 11:03 a.m. at City Hall.
1 — PSTA— "Greenlight Pinellas" Resolution
and
2 — Framework for Presentations to Council
a) PSTA— "Greenlight Pinellas"
b) No Tax for Tracks
Resolutions supporting "Greenlight Pinellas" from TBRPC (Tampa Bay Regional Planning
Council), BIG C (Barrier Islands Governmental Council), City of St. Petersburg, ACPT (Advisory
Committee for Pinellas Transportation), MPO (Metropolitan Planning Organization), and Tampa
Bay Partnership were distributed. Recommendations were to base the City's resolution on
resolutions adopted by the BIG C and City of St. Petersburg.
Consensus was for staff to produce a resolution supporting Greenlight Pinellas and submit
it to the City Council in February or March and for presentations by a proponent and an opponent
group be scheduled for that meeting to precede Council discussion and vote. It was noted PSTA
(Pinellas Suncoast Transit Authority) is expert on the Greenlight Pinellas plan but is not a
proponent of the plan. The private group supporting Greenlight Pinellas will be contacted.
Assistant City Manager Jill Silverboard said other Councilmember concerns will be
addressed before the resolution is presented.
3 —Coordination of Transportation Information for Subcommittee Councilmembers
The City Manager requested either Councilmember Hock-DiPolito or Johnson assume
responsibility for developing the agenda for Topic Transportation meetings. It was recommended
that Assistant City Manager Silverboard continue to develop agendas.
Consensus was to schedule Council —Topic Transportation meetings 30 minutes prior to
each Council Work Session.

Councilmember Jonson said he will report to the City Council re Council —Topic
Transportation meetings.
4—Other Business
Concern was expressed that a management process for Greenlight Pinellas needs to be
developed prior to the referendum as the project will have cost implications for the cities and
County. It was noted a staff person had not been identified to serve as the project's "trail boss." It
was stated these issues are important to many voters.
