11/06/2013 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER November 6, 2013 Present: Denise L. Rosenberger Chair Thomas D. Sullivan Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. 2 —Citizens to be Heard re Items Not on the Agenda: In response to questions from Ellen Hess, it was stated that installation of GPS has been tabled and the Bylaws and Procedures now state that the board's purpose is to make recommendations on airpark matters brought forward by the City Council or staff liaison and members of the public. 3 —Approval of Minutes —August 7, 2013 Member O'Brien moved to approve the minutes of the regular Airpark Advisory Board meeting of August 7, 2013, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 -Tenant & Lease Report from FBO FBO (Fixed-Base Operator) David King reported on tenant levels, visitors, and Airpark events. 5—Old Business 5.1. AAB (Airpark Advisory Board) Bylaws and Procedures Update Staff reviewed the amendment. Member O'Brien moved to adopt the Airpark Advisory Board Bylaws and Procedures as amended: Procedures Rule IV - Public Comment new (a) to read ""Before action is taken on a motion, the Chair shall open the floor for the board to accept input from the audience." The motion was duly seconded and carried unanimously. 5.2. AWOS (Automated Weather Observation System) —Approved and Ordered Marine & Aviation Director Bill Morris said the AWOS (Automated Weather Observation System) for the Airpark is funded, approved by the State, and ordered. The system will cost approximately $2,500 annually to maintain and should be operational within 120 days. Airpark Advisory 2013-11-06 1 5.3. VASI /PAPI Mr. Morris said the FAA (Federal Aviation Administration) would not approve a 4 VASI (Visual Approach Slope Indicator) for the Airpark, only a 2. Even if a 2 can be located, its maintenance costs would be significant. Staff recommends no changes until the VASI can be replaced with a PAPI (Precision Approach Path Indicator). 5.4. Next Year Grant Projects Mr. Morris reported plans to refurbish a shade hangar and convert a shade hangar to a t- hangar. JACIP (Joint Automated Capital Improvement Program) projects will be presented in February. 6 – New Business 6.1. Discussion on inclusion of building and "proposed site visits" Mr. Morris will meet this week with Building staff to close out final items on the punch list for the Veterans Alliance trailer. In response to interest from neighbor groups re recent Airpark projects, staff was considering site visits. Airpark Open House Mr. Morris reported Astronaut Nicole Stott will be available to attend the Airpark Open House in March; the next Open House is scheduled for March 15, 2014. Neighbors will be invited. He suggested the Open House could be scheduled in place of site visits for residents. CAP It was reported the Board had presented the Mayor with the plaque they received from the CAP (Civil Air Patrol), thanking the board for help with the building project. Mr. Morris distributed interior photographs of the new CAP trailer.
