The Acting Chair called the meeting to order at 2:00 p.m. at the Main Library.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 —Approval of Minutes
2.1. Approval of minutes of the regular Public Art& Design Board meeting of August 26, 2013.
Member Volaitis said she was not present at the August meeting.
Member Stralow moved to approve Item 2.1, as amended. The motion was duly
seconded and carried unanimously.
3 - Citizens to be Heard re Items Not on the Agenda: None.
4 -Old Business
4.1. Sculpture360: Season VI update
Cultural Affairs Specialist Christopher Hubbard reported artist Nicole Beck withdrew from
the exhibit due to flooding in her home. Sculpture360: Season VI will exhibit Twisted Column 111
by Merle Randolph, Cube in Motion by Hanna Jubran, and Hot Tamale by John Clement. Two
of the sculptures were approved as alternates. Staff is finalizing contracts. All pieces should be
on display by early November.
4.2. Main Library Fence
Library Director Barbara Pickell said the Main Library offers many opportunities to
expand Public Art. The wall of names, uncovered during renovations of the Capitol Theater, will
be displayed on the Main Library's fourth floor. Mr. Hubbard did not know how much money
from the Public Art fund will be available.

The Public Art and Design Board recessed from 2:07 to 2:19 p.m. to view the courtyard,
gate, and atrium.
4.3. Capitol Theatre Public Art update
Mr. Hubbard said the Capitol Theatre's public art piece, the wrought iron banister, is
being crafted. Administrative Support Manager Felicia Leonard she did not think Ruth Eckerd
Hall can provide display space for local artists at the Capitol Theatre as lobby space is limited.
Staff provided an update on the contracted project, funded by the General Fund, to
create a wall of honor at the Main Library with those bricks that could be salvaged from a hidden
wall in the theater, featuring the names of local citizens who served in World War I.
4.4. Ordinance Revision
Mr. Hubbard reviewed changes to the Public Art& Design ordinance reflecting the
Supreme Court decision that incorporating public art in a private development must be
voluntary. BayCare Health Systems and Shephard's Beach Resort have elected to add public
art to their construction projects. BayCare plans a 33-foot faux bronze installation depicting
water droplets.
Staff is working with the Planning and Development Department to develop incentives
that encourage voluntary public art projects.
5 - New Business
5.1. Private Development update
Mr. Hubbard said Clearwater Arts Alliance is hosting public art workshops for architects
and developers and working with staff to approach developers encouraging public art. Staff will
provide assistance to developers who choose to include public art. Staff is considering ways to
recognize buildings that feature public art.
The public art discretionary fund has $56,302.70. The discontinuation of funds from
large developments will impact future public art requests. Ms. Leonard suggested the board
review funding priorities in the Public Art Master Plan based on new realities i.e. remaining
funds would cover the $9,000 annual cost of Sculpture360 for only six years.
It was suggested that Sculpture360 could be modified to exhibit sculptures for 2 years
instead of 1. Ms. Leonard said it may be possible to find alternative sources for those funds. .
5.2. Public Development update
Mr. Hubbard said a Call to Artists soon will be released for the Fire Station under
construction on Court Street. The proposed public art will be a suspended mobile or glass work
in the 3-story atrium that is visible at night from the street.
5.3. PADB Rules and Regulations approval
Staff reviewed proposed changes to the board's Rules and Regulations.

Member Cunningham moved to adopt the amended Public Art & Design Board Rules
and Regulations. The motion was duly seconded and carried unanimously.
5.4. Guidelines & Master Plan
Mr. Hubbard said staff will present the updated Parks & Recreation Department Master
Plan to the board in December, following City Council approval.
5.5. New meeting dates
Upcoming meetings are scheduled for December 12, 2013, March 13, June 12,
September 11, and December 11, 2014.
6 - Items not on Agenda
Member Volaitis reported she is moving out of state and will resign from the board.
Member Volaitis was thanked for her service and insights.
