Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 —Approval of Minutes — June 11, 2013 Member Hughes moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of June 11, 2013, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4—Citizens to be Heard re Items Not the Agenda: None. 5— FY 2013/14 Consolidated Planning Action Plan Update Housing Manager Michael Holmes reported the City Council had approved the FY (Fiscal Year) 2013/14 Consolidated Planning Action Plan and recommended funding. The Plan was submitted to HUD (Housing & Urban Development) Department. Once approved by HUD, staff will begin the process of distributing funds to listed agencies. 6 — NAHAB Rules & Regulations Member Potts moved to adopt the Neighborhood & Affordable Housing Advisory Board Rules & Regulations. The motion was duly seconded and carried unanimously. 7 —Community Housing Development Organization Request for Proposals See Exhibit: Request for Proposals 2013-08-13 Mr. Holmes said a RFP (Request for Proposals) was released for a CHDO (Community Housing Development Organization) or organization that could obtain CHDO designation within three months to provide affordable rental housing units for persons with disabilities, with a Neighborhood & Affordable Housing 2013-08-13 1 preference for veterans. Funds will be available for acquisition and /or rehabilitation of existing rental dwelling units, not for development costs. Eligible projects must be within City limits, preferably in targeted areas. Applications are due by August 26, 2013. In response to questions, Mr. Holmes reviewed applicant qualification requirements. Funds must be committed to shovel ready projects by the end of October. Staff will review and rate applications and present them to NAHAB for recommendation to the City Council for approval. 8 — Low Income Housing Tax Credit Program Mr. Holmes reviewed a proposed State Low Income Housing Tax Credit Program. The City previously committed a $100,000 match to a developer approved by the State to receive the allocation for a project in Clearwater. More information on the program will be presented as it becomes available. 9 — OId /New Business Mr. Holmes requested members to encourage residents to apply for appointment to NAHAB. Representation is needed: 1) citizen actively engaged as not - for - profit provider of affordable housing; 2) citizen residing in the City; and 3) citizen representing employers within the City. 10 — Next Meeting — September 10, 2013 11 - Adjourn The meeting adjourned at 9:25 a.m. Attest: ✓;l Board Report Neighborhood & Affordable Housing 2013 -08 -13 Chair orhood & Affordable g Advisory Board 2 REQUEST FOR PROPOSALS CITY OF CLEARWATER, FLORIDA HOME INVESTMENT PARTNERSHIP PROGRAM COMMUNITY HOUSING DEVELOPMENT ORGANIZATION Among the purposes of the Cranston-Gonzalez National Affordable Housing Act of 1990 (NAHA), as amended, are: (1)to promote partnerships between States, units of general local government and nonprofit organizations, and (2)to expand nonprofit organizations' capacity to develop and manage decent and affordable housing. To assist in achieving these purposes, participating jurisdictions (PJs) under the HOME Investment Partnership (HOME) Program must reserve not less than 15 percent of their HOME allocations for investment in housing to be developed, sponsored, or owned by Community Housing Development Organizations (CHDOs). Each participating jurisdiction must identify CHDOs that are capable, or can reasonably be expected to become capable, of carrying out elements of the jurisdiction's approved housing strategy. A CHDO is a specific type of nonprofit organization as defined in Sect. 92.2 of the HOME final rule, 24 CFR part 92, published in the Federal Register on September 16, 1996. To meet these objectives, the City of Clearwater is seeking proposals from an existing CHDO or an organization that could be designated a CHDO within three months to provide affordable rental housing units for persons with disabilities with a preference for veterans. Funds will be made available for the acquisition and/or rehabilitation of existing rental dwelling units. Funds will not be provided for development costs. The City will make HOME funding from the FY 2011-2012 CHDO allocation in the amount of$75,049, the FY 2012-13 allocation in the amount of$45,302 and the proposed FY 2013-14 allocation in the amount of$43,514 for a total allotment of$163,865. Additional funds may be provided through the State Housing Initiatives Partnership Program and the Neighborhood Stabilization Program 3. Eligible projects must be located within the limits of the City of Clearwater, Florida. All interested parties are encouraged to complete and forward an application to the City of Clearwater Economic Development and Housing Department by 4:30 p.m. on Monday, August 26, 2013. Applications are available on the City's Housing Division website at www.myclearwater.com/housing or at the department's office located at 112 South Osceola Avenue, Clearwater, Florida.
