Four teams, with four members, from 16 states, came together to take on one assignment:
design a home that would best meet the needs of a wounded hero.
The National Association of Home Builders (NAHB) Design Committee announced the winning team
of its first-ever live design competition held during the International Builders' Show (IBS) during than
February show in Las Vegas. The competition focused on designing a home for Laura Sellinger, a
U.S. Air Force veteran who sustained a traumatic brain injury while serving in Iraq.
The NAHB Design Committee partnered with the American Institute of Building Design (AIBD) and
Operation Finally Home to create the competition, which was administered through NAHB's Best in
American Living Awards (BALA), the leading residential design award program
The competition brought together four teams that had to design a three-bedroom, single-family home
to be built within the city limits of Clearwater, Fla. The home had to include universal design features
such as wide hallways and a large shower so that if needed in the future, a wheelchair could be
maneuvered easily. In addition to the programmatic requirements, the design needed to take into
consideration life-cycle costs, and low maintenance requirements.
Working with set parameters, such as lot size, square footage, energy efficiency, accessibility and
style, the four design teams had nine hours to complete a design and then submit their design to the
BALA judges. The four entries were then judged by design professionals and IBS attendees, who
viewed the entries and voted via text.
With your assistance we are about to begin construction.
The home for this wounded veteran is fully funded. The contractors and suppliers are ready.
We just need your assistance in adjusting the side/front setback from 25 feet to 11'9".
Upon our view of the neighborhood multiple homes are constructed well inside the 25' setback.
Some seem to be as close as 5-7 feet from the estimated front/side property line.
We kindly request your consideration and quick approval so we may place Laura Sellinger, the
wounded war veteran, in her award winning home.

A. Level One applications, in order to be approved by the community development coordinator, and
Level Two applications, in order to be approved by the community development board, shall meet
each and every one of the following criteria:

Residential infill projects:
1. Single-family detached dwellings are the only permitted use eligible for residential infill project application.
This is a single family detached dwelling and is therefore eligible as a residential infill project
2. The development or redevelopment of the parcel proposed for development is otherwise impractical without
deviations from one or more of the following: intensity; other development standards.
The development of this parcel is impractical without relief from the standard set back requirements.
Many if not all of the area lots are around 52' wide, as is this parcel. Using the current standard of 5
and 25 foot setbacks then 30 feet or 58% of the 52 foot width are unusable. Leaving only 22 feet of
width for the home. An interior lot would have the ability to build a home 42 feet wide because of the
two 5 foot side setbacks.
3. The development of the parcel proposed for development as a residential infill project will not materially
reduce the fair market value of abutting properties;

Neighborhood pictures were taken and sent to the NAHB before the beginning of the contest. Part of
the contest was to keep and enhance the character of the matured neighborhood.
8. Flexibility in regard to lot width, required setbacks, height, off-street parking access or other development
sfandards are justified by the benefits to community character and the immediate vicinity of the parcel
proposed for development and the City of Clearwater as a whole.
The change in front/side setback from 25' to the requested 11'9" meets with the use and character of
the surrounding neighborhood and will be bene�t the community.
