Sullivan Board Reporter The Vice-Chair called the meeting to order at 2:05 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Approval of Minutes 2.1. Approval of minutes of the regular Public Art& Design Board meeting of January 10, 2013 and special Public Art& Design Board work session of January 22, 2013. Member Powers moved to approve the minutes of the regular Public Art& Design Board meeting of January 10, 2013 and special Public Art & Design Board work session of January 22, 2013, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - Citizens to be Heard re Items Not on the Agenda: None. 4 -Old Business 4.1. Pier House 60 Marina Hotel Cultural Affairs Specialist Christopher Hubbard said in response to member work session comments, the Pier House 60 Hotel retrofitted its rolling ball sculpture with new Plexiglas and molding. The repaired tracks can operate in tandem, although that can be too noisy. Falling balls now land on a sloped base and roll out of sight; the base also hides electrical wires and plugs. 4.2. Main Library Fence Library Director Barbara Pickell said the new fence is being installed at the Main Library. While the Library has some money for the fence project's public art element, additional funds are needed. Signature pieces of quality art would enhance the building. She suggested flat art for the courtyard's back wall and a freestanding element up front, or hanging art in the front atrium, visible by second floor patrons and Osceola Avenue pedestrian and vehicle traffic. She thanked members for their cooperation. Public Art& Design 2013-07-11 1 Mr. Hubbard said art at the Main Library, complementing its distinctive architecture, is a priority target in the Public Art Master Plan. The board determines which projects to fund with discretionary funds. He recommended the next meeting be at the Main Library to provide members an opportunity to view the space and consider public art applications. 5 - New Business 5.1. Private Development Update Mr. Hubbard said $87,000 of the $143,302.70 discretionary fund balance was allocated to the "Middens' sculpture; $56,302.70 is available. Previous expenses include the FDOT project, Sculpture360, and artist honoraria for non-CIP projects. Staff is monitoring qualifying projects and working with developers to satisfy the Public Art& Design Ordinance: 1) onsite art at$12,250,000 400 Cleveland Street project; 2) onsite art at$50,000,000 430 S. Gulfview project; 3) onsite art at$15,000,000 Brightwater Blue project; 4) onsite art at$6,650,000 Finale at Sand Key project; 5) undecided art for$14,100,000 Instrument Transformers project; 6) undecided art for$21,000,000 Island Way Tower project; 7) undecided art for $200,000,000+ Red Stone Development project; 8) undecided art for $13,500,000 Sea Captain project; and 9) BayCare project. The Red Stone Development project will contribute approximately $175,000 to the discretionary fund. It was recommended that east Clearwater and Countryside receive public art. Ms. Leonard said the 2007 Public Art Plan's long term and short term goals will be reviewed for direction. The new Countryside Library will have public art. Mark Flickinger, public art consultant for BayCare, discussed the design of BayCare's regional headquarters and the organization's wish to project its image as a non-profit. Under consideration for public art are benches, shade structure elements in the landscape, freestanding sculpture, and an art element on a large lobby wall. He reviewed efforts to interest artists in the project; a local artist is preferred. The artist should be chosen by September. Administrative Support Manager Felicia Leonard reviewed public art requirements and City success at attracting artists through CaFE. Mr. Hubbard said the board would consider BayCare's progress on choosing its public art element if a time extension is needed re artist contract deadline. A special meeting can be scheduled for mandatory board approval of BayCare's art concept before the artist is contracted. Support was expressed for BayCare decision to eliminate the paving as art concept. It was stated the art needs to be visible to the public to be appreciated. 5.2. Public Development Update Mr. Hubbard said footings will be designed for the "Middens" art piece following soil sample analysis. Construction schedule will be finalized in August with installation of the sculpture slated for April 2014. 5.3. Future Board Member Review Mr. Hubbard said some member terms of office soon will expire and requested members to encourage friends who participate in the arts to submit applications for board membership. 5.4 - Sid Lickton Call to Artists Public Art& Design 2013-07-11 2 Mr. Hubbard said a Call to Artists was issued for a youth sports theme for the reconstructed multi-field complex at Sid Lickton; he will report on funding. 5.5 - Carpenter Complex Expansion II Call to Artists Mr. Hubbard said a Call to Artists was issued for the Philadelphia Phillies new spring training indoor batting tunnels and pitching mounds. The Phillies plan to paint the team's name on the side of the batting tunnels. Current plans will use available funds for a large mural or mosaic on the rear of the upgraded Bright House Field scoreboard, facing US 19N. 5.6 - Special Initiative Projects— Dolphin Plaza, Main Library Mr. Hubbard said approximately 120 dolphins are displayed across Florida, including at the Capital in Tallahassee, interstate rest areas, and Welcome Centers. Local Chambers of Commerce and the public have expressed a desire to identify the official start of the "Dolphin Trail," which is listed on the Internet. A dolphin sculpture, donated by the Clearwater Regional Chamber of Commerce and currently displayed at Pier 60 Park, is in poor condition. He suggested a 9 to 12-foot sculpture, which could be funded with discretionary funds and created by a local artist, would identify Clearwater with one of its most notable attractions and could serve as a unique landmark for Pier 60 Park and starting point for the "Dolphin Trail." Discussion ensued with concern expressed that the sculpture's current location is less than ideal; it should be prominently positioned, perhaps on Beach Walk. Ms. Leonard said the City's dolphin exhibit has grown to represent Clearwater; placement of dolphin sculptures continues to expand. Mr. Hubbard will submit a list of appropriate locations at the next meeting. It was noted the dolphins are people magnets for photographs. It was suggested that installing the large dolphin sculpture in front of the new aquarium would be appropriate and serve as a visual landmark for the trail's starting point. At next meeting, Ms. Leonard will report on staff discussions with the aquarium regarding intentions. 5.7 - Capitol Theatre Public Art Ms. Leonard discussed the Capitol Theatre renovation project. The balcony railing, lit at night, will serve as the public art piece. A North Carolina iron artist is creating art deco panels representing different elements of theatrical production. Mr. Hubbard said the board had allowed Ruth Eckerd Hall to commission the artist without review due to the restricted renovation schedule. While the project is required to spend $58,000 on public art, the railing is anticipated to cost about$150,000. A piece of art in the lobby was suggested if space allows. Discussion ensued. While support was expressed for a balcony railing representing theatrical elements, it was felt the theater's neo classical architecture may not blend well with art deco. It was highly recommended that railing materials be treated to withstand salt air. Ms. Leonard discussed efforts to dismantle and preserve an important historical asset; a recently discovered theater wall appearing to honor residents who served in World War I. A permanent exhibit is being considered. Mr. Hubbard said the discretionary fund could support the veterans' wall of honor. It was recommended the bricks be exhibited on a massive wall, protected by a railing rather than Plexiglas. Ms. Leonard said the City does not have the ability to raise funds for an exhibit. Relocating the bricks to the climate controlled armory for storage costs $6,000. Mr. Hubbard will visit the Main Library to look for a location. Public Art& Design 2013-07-11 3 Consensus was to support an exhibit of the historical veterans' wall at the Main Library. 5.8 - Review of citizen request for Public Art — Mermaid Mr. Hubbard reviewed a request from a private foundation member to commission a mermaid sculpture to display near the harbor for approximately one year before it is auctioned to raise money for the foundation. Concerns were expressed that mermaid sculptures are not artistically unique and the City would have no control over sculpture materials. Consensus was to decline the offer. 5.9 - Report on Annual FAPAP Conference Mr. Hubbard discussed the annual FAPAP (Florida Association of Public Art Professionals) conference hosted by Clearwater in June. Sculpture360 inspired Key West, Sarasota, and Tarpon Springs to begin similar programs. Mr. Hubbard was elected president. 5.10- Election of Officers Member Powers moved to appoint Alex Plisko as Chair. The motion was duly seconded and carried unanimously. Member Powers moved to appoint Roberta Klar as Vice - Chair. The motion was duly seconded and carried unanimously. 6 - Items not on Agenda Chair Plisko volunteered to serve as Sculpture360 Season VI review panel Chair. Other panel members include City representatives Felicia Leonard and Anne Fogarty France, DDB (Downtown Development Board) representative David Allbritton, and local artist and Season V participant Gus Ocamposilva. It was suggested that new members observe a review meeting. Member Powers moved to accept and approve the Sculpture360 Season VI review panel.
