01/10/2013 PUBLIC ART & DESIGN BOARD MEETING MINUTES CITY OF CLEARWATER January 10, 2013 Present: Howard Warshauer Chair Alex Plisko Jr. Vice-Chair John P. Timberlake Board Member Judith B. Sullivan Board Reporter The Chair called the meeting to order at 2:00 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2— Election of Officers Member Plisko moved to reappoint Howard Warshauer as Chair. The motion was duly seconded and carried unanimously. Member Klar moved to reappoint Alex Plisko as Vice-Chair. The motion was duly seconded and carried unanimously. 3 —Approval of Minutes — October 11, 2012 Member Powers moved to approve the minutes of the regular Public Art& Design Board meeting of October 11, 2012, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4—Old Business 4.1. Cliff Garten's Artwork "Middens" Cultural Affairs Specialist Christopher Hubbard said at their next meeting, the City Council will consider the contract for Cliff Garten's artwork, Middens. If approved, work will begin this month. 4.2. Main Library Fence Mr. Hubbard said the DRC (Development Review Committee) had approved the Main Library Fence, funded by the Library Department budget. The Fire Department has requested installation of a fire access box. The project is being reviewed for ADA (Americans with Disabilities Act) compliance. Public Art& Design 2013-01-10 1 Discussion ensued. Agreement was expressed with negative feedback regarding the fence. 5 - New Business 5.1 - Private Development Update BayCare Mr. Hubbard said BayCare wants public art at its Drew Street campus to reflect the company's mission to reduce costs and is considering a walkway design with paving treatments viewable by pedestrians and from aerial shots. Parking could be set aside for the public to view the art; the firm does not want the public wandering through its corporate offices. BayCare will choose the artist and present its choice to the PADB (Public Art& Design Board) for approval. It was stated that beautiful design does not need to be expensive. Opposition was expressed to a flat pavement treatment. It was recommended that the public art be easily visible and available for all to enjoy. Suggestions were made that the art be visible from the road, that it could be landscape benches, shade structures, a canopy, columns, the pond, railings, or window screens, and that it could be the focal point of the walkway between the buildings or smaller art pieces scattered throughout the campus. Discussion ensued regarding the Code requirement that public art be designed by an artist, with comments that architects can incorporate public art features into a building's design, that Public Art programs are designed to develop collaboration with artists, and that code language could be revisited to permit both artists and architects to create public art. Pier House 60 Marina Hotel Mr. Hubbard said the kinetic roller ball sculpture was installed in the Pier House 60 Marina Hotel lobby and an onsite board meeting will be scheduled to ensure that the public art was installed correctly. 5.2 - Public Development Update Mr. Hubbard provided an update regarding public development: The City's Reverse Osmosis Plant#2 has limited access; the public cannot stop by to view public art. He recommended that the project's $8,000 public art budget be set aside and rolled into another project. Staff is working with the Fire Department regarding public art at the new fire station. Public art installed in the 3-story atrium could be seen from Court Street. A member recommended that mile markers be installed along the Courtney Campbell Trail as a public art project. The MSE wall panels are being installed on the US 19 overpass at Gulf-to-Bay Boulevard for the FDOT public art project. FDOT will store the stain. Public art at Carpenter Field, such as a light installation, could be added to the large fagade on the new batting tunnel and cages, visible from US 19N; there is little public access to Public Art& Design 2013-01-10 2 the site. It was noted that the art's design would need to consider the high speeds of passing vehicles. Member Plisko moved that the Public Art & Design Board recommends that public art funds for the City's Reverse Osmosis Plant #2 be rolled into the public art project for the Carpenter Field batting tunnel and cages. The motion was duly seconded and carried unanimously. Administrative Support Manager Felicia Leonard presented the design for the Capitol Theater rehabilitation and reviewed the project. The public art budget is approximately $60,000. Discussion ensued with suggestions for a piece designed around the marquis sign, historical architectural embellishments, an artistic second floor outdoor balcony railing, and street level art on the facade, such as a mural or tile. Mr. Hubbard distributed a photograph of the artwork behind City Hall, created during a 1980s artist resident program, and in need of repair and cleaning. Consensus was to use maintenance funds for that purpose. 5.3 - Board Attendance (Ordinance 8220 -10, Sec. 2.066) The Code section related to board meeting attendance was reviewed. A portion reads, " . ., a member of any board may be removed by the city manager for excessive absences." "Excessive absences shall mean for a board which meets quarterly on a regular basis, more than one absence, excused or unexcused, in any consecutive 12 -month period." 6 — Items not on the Agenda Mr. Hubbard reported the annual meeting of the Florida Association of Public Art Professionals will be held in Clearwater in May. Visitors were invited to have lunch at the Farmers Market on Cleveland Street on Saturday. Mr. Hubbard distributed photographs of a piece of art offered as a donation to the City. Discussion ensued with concerns expressed that the piece does not meet the City's Master Plan guidelines and many artists want to donate art to the City. Consensus was that the artwork should be donated to a private business, such as the Marine Aquarium.
