I am going to do my best to attend the meeting but wanted the board to be aware of our'concerns: My husband and I own and occupy our home in Old Clearwater Bay and are members of the Neighborhood Association. First of,all; it is my understanding that Religious Community Services Inc is requesting to put a shelter or facility of some sort at 1403 N. Ft. Harrison, ! t looked at the community development plan for North Bay area and believe that`this ty ntrary to the plan thaf the city set up in 2004.' Specifically the Plan calls for bringing the area into a ; coh'esive mixofr e�idential and LIMITED commercial and office uses. (page 63). On page 64 of the Plan for Old Bay, `. prohi6ited uses ofland include ."industrial and problematic uses (examples`includ�, but are not'limited to, day labor, � pawn shops, check cashing and blood plasma centers...)". It�seems to me that if RGS is�proposing either'a homeless ' ' shelter; a food bank, an�abusetl woman facility or thrift'store, which they currently maintain, that these types of facilities are exactly what is prohibitecf by our plan.' The board should agree that these types of facilities certainly meet the definition of. "problemati�" since'the city itself has been diligent in trying to eliminate.these exact types of facilities in � ` the Clearwater core area, Cleveland street; etc. A shelter is not'residentiat property".in'the normaf sense.of the`word, -: nor is it commercial `.itdoes'hot belong irra neighborhood th�t,is strugglingalre,ady'ta�become the safe,vibrant, mixed ` '' � � neighborliood tha� the city aspires for it,to be. �Although the RGS has noble goals; the OId�Bay neighborhood will suffer if. ,� , we allow these types of facilities to operate in our neighborhood. We need to reward people for renovating residential properties and F keeping the old houses going; not just fill `any old Vacant prope.rty with any old business orproject just to have it � occupied. This neighborhood sitsby one of the most beautiful views of Clearwater beach and the inner coastaf water ry way in the city. Ideally Old Bay could be a Hyde Park or Harbor 0aks or Belleair if yoeu just put some incentives in place to do that. If you would concentrate on projects which will improve the residential aspects of Old Bay, those _. improvements would naturally spill over into downtown Clearwater improving the downtown core, making the area �k more attractive to investors and increasing our tax base. I have grave concerns about our City granting case # FLD 2013-04016. This would be a determent to our area for the following reasons: 1. This proposed shelter is three doors from a Youth Center that caters to our local children's education and guidance. This proposed plan is negligent to the safety of our children. I will not expound Upon the many sad ramifications about this one area. Could we live with even one incident. 2. I have been approached by female prostitutes (I am a female) and drug pushers while driving home (day or night). This shelter will oniy enhance the "trades". This has increased in aggressiveness as it now includes walking out into the street and almost into the front of my`car while I am driving; walking up to my car when at a stop sign. A shelter gives the signal loud and clear we want this type of neighborhood. We do not. 3. This corridor runs parallel to some of the most expensive tax base in Clearwater. We want to attract upscale businesses, traffic `and neighbors that enhance and protect our watertront xesources and tax base. ' Please da not approve FLD 2013-04016.
