TRUSTEES OF THE EMPLOYEES' PENSION FUND MEETING MINUTES

The Chair called the meeting to order at 1:37 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
Approval of Minutes:

Trustee Jonson moved to approve the minutes of the regular meeting of
November 14, 2005, as submitted in written summation by the City Clerk to each
motioncarried
Trustee. The was duly seconded and unanimously.
1. Accept the employees listed into membership in the City of Clearwater's Employees'
Pension Plan.
Human Resources Director Joe Roseto presented the recommendation of the
Pension Advisory Committee that the following employees be accepted into
membership: Julia Babcock, Planner I/Planning, Perteio Arizala DeGuzman, Solid
Waste Worker/Solid Waste, Timothy McVey, Solid Waste Worker/Solid Waste, Sean
Flynn, Fire Medic/Fire James Boise, Tradesworker/Parks & Recreation, Christopher
Malone, Survey Assistant I/Engineering, John Warner, Customer Service
Representative/Development & Neighborhood Service Lisa Kothe, Librarian I/Library,
David Ruch, Parks Service Technician I/Parks & Recreation, and Joseph Bolle, Parks
Service Technician I/Parks & Recreation.
Trustee Petersen moved to accept the recommendation of the Pension Advisory
motioncarried

2. Edgar McAffee, Public Services; Leroy Robinson, Jr., Public Utilities Department;
and Simon Reina, Police Department, be granted regular pensions under Section(s)
2.393 and 2.397 of the Employees’ Pension Plan as approved by the Pension Advisory
Committee.
Mr. Roseto presented the recommendation of the Pension Advisory Committee
that Edward McAffee, Leroy D. Robinson, Jr., and Simon Reina be granted regular
pensions under Sections 2.393 and 2.397 of the Employees' Pension Plan.
Edgar McAffee, Public Services Technician II, Public Services Department, was
employed by the City on June 16, 1975, and his pension service credit is effective on
December 19, 1975. His pension will be effective January 1, 2006. Based on an
average salary of approximately $35,683 per year over the past five years, the formula
for computing regular pensions, and Mr. McAffee’s selection of the Joint & Survivor
Annuity, this pension will approximate $29,438 annually.
Leroy D. Robinson, Jr., Public Utilities Technician II, Public Utilities Department,
was employed by the City on December 9, 1985, and his pension service credit is
effective on that date. His pension will be effective January 1, 2006. Based on an
average salary of approximately $37,689 per year over the past five years, the formula
for computing regular pensions, and Mr. Robinson’s selection of the Joint & Survivor
Annuity, this pension will approximate $20,790 annually.
Simon Reina, Police Officer, Police Department, was employed by the City on
October 24, 1983, and his pension service credit is effective on that date. His pension
will be effective January 1, 2006. Based on an average salary of approximately
$58,696 per year over the past five years, the formula for computing regular pensions,
and Mr. Reina’s selection of the 100% Joint & Survivor Annuity, this pension will
approximate $35,123 annually.
These pensions were approved by the Pension Advisory Committee on
November 10, 2005. Section 2.393 (p) provides for normal retirement eligibility when a
participant has reached age 55 and completed twenty years of credited service, has
completed thirty years of credited service, or has reached age 65 and completed ten
years of credited service. Section 2.393(p) also provides for normal retirement eligibility
when a participant has completed twenty years of credited service in a type of
employment described as “hazardous duty” and further specifically defines service as a
Police Sergeant as meeting the hazardous duty criteria.
Trustee Doran moved to grant regular pensions for Edward McAffee, Leroy D.
Robinson, Jr., and Simon Reina under Sections 2.393 and 2.397 of the Employees’
motion
Pension Plan, as approved by the Pension Advisory Committee. The was duly
carried
seconded and unanimously.
