The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 —Approval of Minutes —April 23, 2013
Member Braswell moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of April 23, 2013, as recorded and submitted in
written summation to each board member. The motion was duly seconded and carried
unanimously.
4— Discussion of FY 2013/14 Consolidated Action Plan Application
See Exhibit 2013-05-20
Housing Manager Michael Holmes discussed caps and reviewed the TRC (Technical
Review Committee) scores and their recommendations for funding FY (Fiscal Year) 2013/14
Consolidated Action Plan applications. Available, anticipated, and rolled over funds total $1.55
million. Once the board recommends approval, staff will finalize the action plan and submit it to
the board.
In response to a question, Mr. Holmes said although it earned a low score, Uno
Federation Community Services will receive funding due to a technicality. Concerns were
expressed that homebuyer counseling, post purchase education, and foreclosure education had
not been funded. Discussion ensued regarding the importance of homebuyer training as a
precaution against foreclosure as it provides home purchasers education re closing paperwork
and homeownership costs. Mr. Holmes said the Consolidation Action Plan budget does not
include funding for homebuyer education
Jerry Spilatro, of the Community Service Foundation, expressed concern that the
Consolidated Action Plan did not fund home demolition and homebuyer education.

Member Kemp declared a conflict of interest re the Tampa Bay CDC (Community
Development Code), Largo Area Housing, and the Community Service Foundation.
Member Kemp moved to recommend approval of the TRC recommendations for funding
FY 2014 Consolidated Action Plan applications, less the Tampa Bay CDC (Community
Development Code), Largo Area Housing, and the Community Service Foundation. The motion
was duly seconded and carried unanimously.
Member Braswell moved to recommend approval of the TRC recommendations for
funding FY 2014 Consolidated Action Plan applications for Tampa Bay CDC, Largo Area
Housing, and the Community Service Foundation. The motion was duly seconded. Members
Braswell and Potts and Chair Cutkomp voted "Aye "; Member Kemp abstained. Motion carried.
Member Kemp moved to recommend that future Consolidated Action Plans and
applications budget funds for homebuyers counseling, post purchase education, and foreclosure
education. The motion was duly seconded and carried unanimously.
5 — New /Old Business
5.1. Proiect Updates
Mr. Holmes said the Country Club Townhomes project is moving forward. Pinellas
County Habitat for Humanity, Inc. CHDO (Community Housing Development Organization)
homes, built with City funds, have been sold. The Boley Centers, Inc. hopes to start
construction of Sunset Point Apartments in June. Budgeted work on the Prospect Tower, Inc. is
complete except for elevator upgrades.
In response to a question, Mr. Holmes said the City received six applications in response
to the RFP (Request for Proposals) to develop the Prospect Lake property. The future use of
property near the intersection of Myrtle Avenue and Drew Street was questioned.

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies equally to members of advisory and non - advisory bodies who are presented with a voting
conflict of interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing the reverse side and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his or her special private gain or loss. Each elected or appointed local officer also is prohibited from knowingly voting on a mea-
sure which inures to the special gain or loss of a principal (other than a government agency) by whom he or she is retained (including the
parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or
to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or
163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited from voting in that
capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you
