BACKGROUND The proposed project consists of the development of a courtyard that will include a stage with associated lawn seating area,a gazebo,koi pond,a children's playground and a restroom/concession facility with associated seating and dining area.The development is located at 300 South Fort Harrison Avenue,Clearwater,Florida adjacent to the south side of the Fort Harrison Hotel in Section 16,Township 295,Range 15E.The courtyard is intended to serve as an ancillary use to the Fort Harrison Hotel site to the north. II. EXISTING CONDTTIONS The property owned by the applicant consists of three(3)parcels that amount to a total site area of 0.88 Acres. These parcels currently consist of two(2)residential structures along Osceola Avenue and a vacant commercial building with associated covered parking areas fronting South Fort Harrison Avenue.The existing topography of the site results in stormwater runoff sheet flowing into South Fort Harrison Avenue and Osceola Avenue which abut the site on the eastern and western sides.There is no existing stormwater management system that conveys the discharge to these right-of-ways.Calculations of the pre-development peak runoff rate are included in Appendix A. III. PROPOSED CONDITIONS The proposed project will consist of the demolition of the existing onsite facilities,and the construction of the proposed 0.88 Acre Fort Harrison Courlyard.This courtyard will include all the proposed facilities and amenities previously mentioned,as well as all related infrastructure.A stormwater management system will convey and manage stormwater runoff from the site in accordance with State and City of Clearwater design criteria.The system will utilize a dry detention stormwater management pond located at the easternmost portion of the site. Water Quantity The proposed stormwater management system will discharge into South Fort Harrison Avenue.The proposed development has been designed such that the post-development discharge rate for the 25-year storm event is less than the allowable to the pre-development discharge rate.As previously mentioned,the existing site is discharging into both South Fort Harrison Avenue and Osceola Avenue.Approximately 57% of the existing site drains into South Fort Harrison Avenue.This restricts the design to an allowable discharge of 1.49 cfs (0.57 x 2.63 cfs)into South Fort Harrison Avenue. Stage-storage and stage-discharge computations have been calculated using the rational method and the results of this analysis can be found in Appendix A of this report. 1 , � Water Qualitv The stormwater management system was designed according to State and City of Clearwater criteria.The treatment will be achieved through the utilization of an"On-Line"dry pond retention system that includes an interconnected series of yard drains and inlets.Total treatment volume shall again be available within 24 hours.The hydrological parameters for the recovery time analysis are based on the Geotechnical investigation report prepared by Universal Engineering Services.The software MODRET vERSION 6.0 was utilized to perform the mounding analysis.Treatment calculations and input/output reports of the mounding analysis are provided in Appendix B of this report. SWALE MAINTENANCE A. Maintenance of Grassed Areas Once sodded and established, all grassed areas shall be mowed regularly and maintained free from bare earth conditions to prevent the potential for erosion. Grass clippings shall be collected and disposed properly. Clippings shall not be disposed in lakes or preserve areas. II. OPERATION INSPECTIONS Operation inspections shall be conducted annually to assure that the stormwater management system functions as designed. Spot inspections during rainstorm events may also be periodically warranted. The following features of the stormwater management system should be inspected during each visitation. An inspection report form is provided in the back of this manual. A. Vegetation The need for vegetation removal or spraying should be determined. Grassed areas such as lawn areas, swales and pond bottom should also be inspected to determine the need for mowing,reseeding or fertilization. B. Dischar�e Structures System discharge control structures should be inspected ensuring no obstructions to flow (i.e.,debris)exist that would reduce the release rate of the system. The structural condition of the control boxes or weirs should also be inspected for evidence of seepage, settlement, or concrete deterioration. Sediment deposits located in the vicinity of control structures as well as scouring conditions at discharge locations should be routinely noted. C. Swale Detention Areas Swale detention areas designed to temporarily detain stormwater during a rainfall event should be inspected to assure that they are kept mowed and free from stagnant water conditions. D. Convevance Svstem The conveyance system which includes storm sewer piping, inlets, and junction boxes should be inspected for structural and functional integrity. Evidence of seepage,restricted flow, or turbid discharges should be noted. Structures with sediment sumps should be cleaned annually with proper disposal of collected sediments. E.
