01/22/2013 PARKS & RECREATION BOARD MEETING MINUTES CITY OF CLEARWATER January 22, 2013 Present: Ray Shaw Chair Jonathan R. Marlow Board Member Also Present: Kevin Dunbar Parks & Recreation Director Patricia O. Sullivan Board Reporter The Chair called the meeting to order at 6:30 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – October 23, 2012 Member Marlow moved to approve the minutes of the regular Parks & Recreation Board meeting of October 23, 2012, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Election of Officers Member Weatherilt moved to reappoint Ray Shaw as Chair. The motion was duly seconded and carried unanimously. Member Thompson moved to appoint Candace Gardner as Vice-Chair. The motion was duly seconded and carried unanimously. 4 – Unfinished Business 4.1 - Walter C. Campbell Sr. Park Parks & Recreation Director Kevin Dunbar said on November 15, 2012, the City Council had approved the Parks & Recreation Board’s recommendation to name the former Jack Russell Stadium parking lot, south of Jack Russell Stadium, the Walter C. Campbell Sr. Park. 4.2 - Capital Project Update Mr. Dunbar reviewed projects at Rockaway and Pier 60 parks and Carpenter Complex, replacement of plant materials on Gulf-to-Bay Boulevard medians and at the Main Library, construction of the Jack Russell athletic fields, and work at Joe DiMaggio Field. Staff is discussing with Pinellas County a $2.5 million County contribution toward Joe DiMaggio Field upgrades in return for Clearwater charging the resident rate for unincorporated area children who participate in soccer, baseball, football, and lacrosse. Reforestation is underway at Lake Chautauqua Park; installation of the equestrian trail will occur later this year. New pavers are being installed in the Long Center plaza, interior space is being renovated, and some air-conditioning units still require replacement. Work is underway at Phillip Jones Field and Sid Lickton Park. Mr. Dunbar reviewed efforts to design a standard section of the East Shore boardwalk, including materials and fixtures. The City is responsible for maintenance of the boardwalk and construction of the north and south entries and the center right-of-way owned by the City. A north beach parking garage in the Pelican Walk parking lot is under discussion. Mr. Dunbar discussed CFY (Clearwater for Youth), its scholarship program and fundraising efforts. Discussion ensued regarding the popularity of the Enterprise Dog Park. Mr. Dunbar reviewed staff efforts to create a Friends Group for supplemental volunteer work at the park and reviewed progress on the City's trail system. 5 — New Business 5.1- Board Attendance (Ordinance 8220-10, Sec. 2.066) The Code section related to board meeting attendance was reviewed. Absences are considered excessive if they occur more than once during a consecutive 12-month period. Items not on the Agenda It was stated that restrooms are needed at Morningside Park as it has four tennis courts and no bathroom facilities when the pool is closed. It was requested that at least portalets be installed as it is a health hazard when patrons relieve themselves in the open. Mr. Dunbar reviewed City policy which does not provide restroom facilities at neighborhood parks. It was recommended that the request be presented to the City Council during "Citizens to be Heard." It was requested that the April 23, 2013, board meeting be scheduled at Clearwater Gas System's suite at BrightHouse Field. Jonathon Wade said it was a pleasure to serve on the Parks & Recreation Board.
