02/06/2013 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER February 6, 2013 Present: Dennis G. Roper Chair Denise L. Rosenberger Vice-Chair Thomas D. Sullivan Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall and welcomed CAP (Civil Air Patrol) cadets and officers. 2 – Approval of Minutes – November 7, 2012 Member Rosenberger moved to approve the minutes of the regular Airpark Advisory Board meeting of November 7, 2012, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - Tenant & Lease Report from FBO FBO (Fixed-Base Operator) representative Barbara Cooper reported on tenant levels and visitors. A group from Venice in five planes recently visited and ate lunch nearby. It was requested that the board be advised of similar future visits to provide members an opportunity to welcome visitors. 4 – Old Business 4.1. Update - Helicopter Operations Ms. Cooper discussed with the flight school operator the need to be mindful of neighbors, the established helicopter landing pattern, and limits to hovering and repetitive landings. Concern was expressed regarding flight school radio use. 4.2. Presentation - Configureation of CAP/Veterans Alliance Buildings CAP (Civil Air Patrol) Captain Yvonne Rodriguez reviewed the history of the CAP at Clearwater Airpark and discussed its program, activities, and plans to increase membership. She said the CAP joined with the Tampa Bay Veterans Alliance to replace the damaged CAP trailer with new facilities for both organizations. She reviewed donations valued at almost $40,000 and requested that the City partner with the CAP and donate the additional $10,000 needed for concrete foundations and drill pad, wind straps, plumbing, electrical, and landscaping supplies, parking barriers, and a flagpole. In response to questions, Captain Rodriguez estimated removing the current building will cost approximately $2,000. Landscaping is designed to be attractive to airpark visitors. Airpark Advisory 2013-02-06 1 Discussion ensued with support expressed for the City to fund the remainder of the project. Members will request that the City Council expedite this request. Member Black moved to recommend that the City Council provide funding requested by the Civil Air Patrol and Veterans Alliance to complete work necessary to replace the CAP building at Clearwater Airpark. The motion was duly seconded and carried unanimously. 4.3. Update -Airpark Open House Operations Manager Gordie Wills said the runway extension project should be completed by August. He recommended the Open House be scheduled during cooler months. The board will discuss Open House dates at a future meeting. 4.4. Update -Airpark Proiects Mr. Wills reported the contract for the runway extension project was issued. Costs were $250,000 more than anticipated; the project was value engineered. He will order the AWOS (Automated Weather Observation System) once he can determine if the budget is sufficient to fund it. Documentation for the system has been filed with the FAA (Federal Aviation Authority). Discussion ensued regarding AWOS benefits. Mr. Wills was thanked for his work to acquire a system. 5— New Business 5.1. Board Member Appointments Chair Roper reported that today is his last meeting. He hoped the board will continue its efforts to promote the Airpark, stating he will be available for consultation. 6 —Agenda for Next Meeting - May 1, 2013 1) Project Update 2) CAP Project Update. Items not on the Agenda Bob Gibson discussed his interest in promoting general aviation and said the EAA (Experimental Aircraft Association) can arrange a welcoming committee and tour of the EAA hangar for visiting groups, such as the one from Venice. He thanked the Chair for his service.
