The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
3 – Approval of Minutes
– December 11, 2012
Member Braswell moved to approve the minutes of the regular Neighborhood and Affordable
Housing Advisory Board meeting of December 11, 2012, as recorded and submitted in written
summation to each board member. The motion was duly seconded and carried unanimously.
4 – Operation Finally Home
Economic Development & Housing Director Geri Campos Lopez said the cities of Tampa and
St. Petersburg provided lots for home construction to Operation Finally Home. As Clearwater does
not have an appropriate lot available, staff is reaching out to City partners for opportunities.
Dawn Daugherty and Brian Lamb, of Operation Finally Home, discussed the non-profit
organization and its mission to provide mortgage-free, custom homes to wounded and disabled
veterans and widows of the fallen to help them reclaim their lives. The program is designed to provide
homes for veterans, create energy awareness, and help revitalize communities. The organization
pays the house’s first year of property taxes and insurance. Recipients have no obligation to the
organization. Twenty-eight homes have been completed. Ms. Daugherty and Mr. Lamb discussed
the family who will move into the home in Clearwater and reviewed the process used to design the
1,800 square-foot house through the American Institute of Building Design. Construction of the zero
energy house is estimated to cost between $180,000 to $190,000 and take up to five months. The
program will accept properties with structures that need to be demolished or will move ahead with the
project even if a lot must be purchased.

Housing Manager Michael Holmes reviewed the 2013 Consolidated Action Plan schedule,
application instructions, and ranking criteria. In addition to advertising program goals and objectives
in the newspaper, staff will contact previous applicants. HUD (Housing & Urban Development)
Department objectives in the City's 5-year plan are part of the application. The amount of available
funding should be known by the end of March; once again, funds for public services are limited. The
City will host a mandatory meeting to review the application process. The TRC (Technical Review
Committee)will rank the applications.
6 —Old/New Business— Project Updates
- Norton Apartments
- Pinellas County Habitat for Humanity CHDO
- Prospect Towers
- Boley Sunset Point Apartments
Mr. Holmes said inspections at the Norton Apartment project indicate work is of high quality.
The project has attracted many applications, which will be closely reviewed. Work at Prospect
Towers should be completed in April. The Boley project loan should close this week and the
construction process will be able to begin.
Ron Spoor, Chief Operating Officer for Pinellas County Habitat for Humanity, Inc. said
construction of one Pinellas County Habitat for Humanity CHDO (Community Housing Development
Organization) house is underway at Stevens Creek and the second build should begin in a few weeks.
All were invited to Sunday's dedication of both houses constructed during the recent Blitz Build. The
quality of workmanship and enthusiasm of the staff and volunteers were complimented.
6.1. December Meeting —Approval of Consolidated Annual Performance & Evaluation Report
Mr. Holmes said NAHAB (Neighborhood &Affordable Housing Advisory Board) had
recommended approval of the Consolidated Annual Performance & Evaluation Report in December.
Erin Shanahan discussed her concerns regarding the community and interest in the
development of the downtown.

CITY OF CLEARWATER, FLORIDA
FY 2013-2014 - CONSOLIDATED ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
AND
HOME INVESTMENT PARTNERSHIP PROGRAM
The City of Clearwater is estimated to receive $719,995 in grant allocation funds under the
Community Development Block Grant (CDBG) Program and $301,560 in grant allocation funds
under the HOME Investment Partnership Program for the FY 2013-2014 Program Year beginning
October 1, 2013. Funds can only be used in the incorporated limits of the City of Clearwater.
However, an agency that is located outside the city may receive funding if they provide documented
services for city residents. The amounts listed above are only a projection of the grants funds to be
received and the actual amounts may vary depending on final appropriations and program income
revenue.
Federal funding authorization for the Community Development Block Grant (CDBG) Program and
the HOME Investment Partnership (HOME) Program is through the U. S. Department of Housing
and Urban Development.
These funds will primarily be used for housing, community and economic development activities.
A portion of the funds listed above may be used for City conducted and/or sponsored projects and
may not be available for allocation to applicants. Federal regulations applicable to these programs
dictate funding availability for certain projects. Proposals for new projects will be accepted
beginning on March 1, 2013, but no later than April 5, 2013. Suggestions for new projects/activities
for FY 2013-2014 may be presented and should address the following strategies:
Promote better livable opportunities in the Neighborhood Revitalization Strategy Areas
Promote affordable housing for renters and/or, homebuyers
Promote efforts/activities to end chronic homelessness
Provide outreach and housing opportunities for homeless individuals and families
Provide assistance to victims of domestic violence
Promote economic opportunities for very-low to moderate income individuals
Provide assistance to the elderly, persons with disabilities, and persons with HIV/AIDS.
Develop public facility projects in the neighborhood strategy areas
Promote efforts to reduce lead poisoning in children
Promote opportunities to end poverty (job training, employability skills, educational
attainment, and other related activities)
Promote opportunities to assist public housing residents to become self-sufficient
Promote opportunities for individuals to reduce their dependency on alcohol and drugs
Promote fair housing opportunities

Eligible activities may include and not be limited to the rehabilitation and preservation of buildings
and improvements; acquisition and disposition of real property; acquisition, construction,
reconstruction, rehabilitation or installation of public facilities and improvements; economic

Applications for organizations desiring to participate in the City of Clearwater Housing Pool for
activities involving downpayment assistance/gap financing, new construction and rehabilitation of
single and multifamily housing will be accepted from eligible participants on a year-round basis
while funds remain available.
Applications can be obtained beginning March 1, 2013 through April 5, 2013, at the City of
Clearwater – Economic Development and Housing Department - Housing Division located at 112
South Osceola Avenue, Clearwater, between the hours of 8:00 a.m. through 5:00 p.m. Applications

senior centers; neighborhood facilities, roads; public community services; special economic
activities; and special activities by subrecipients to carry out neighborhood revitalization,
code enforcement, or energy conservation projects and related projects.
Ineligible activities include funds spent on buildings for the general conduct of government,
except to remove architectural barriers, general government expenses; political activities;
the purchase of equipment; furnishings and personal property; maintenance and operating
expenses without providing a service; and funding impact fees with the exception of HOME
and SHIP program funds.
Applications for organizations desiring to participate in the City of Clearwater’s Housing

PUBLIC SERVICE - PUBLIC SERVICE
The maximum award per application will be $30,000.
Previous request(s) will be compared to the current application. Any large increase to the
amount requested must be justified. Eligible activities will be limited to salaries and benefits to
implement the service or activity. Assistance will be based on the number of eligible clients
that the agency serves.
PUBLIC FACILITY -
Assistance for public facilities and improvements will not cover costs
for operating and maintenance, new construction of public housing, or the purchase of
equipment, furnishings, and personal items. Projects must be in a position to expend City
funds by October 30 of current year, and are encouraged to complete the project by
September 30 of next year. Public Facility applications are accepted year-round while funds
remain available.
HOUSING POOL -
Applications for Housing Pool Activities – Down payment Closing
Costs/Gap Financing Assistance, New Construction/Infill and Rehabilitation of single family
and multifamily will be accepted on a year-round basis while funds remain available.
