03/14/2013 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER March 14, 2013 Present: Chair Nathan Hightower, Vice-Chair Tom Jensen, Committee Member/Councilmember Paul Gibson, Committee Member Brian De Witt, and Committee Member/Councilmember Bill Jonson Absent: Committee Member Daniel Slaughter and Committee Member/Councilmember Doreen Hock-DiPolito Also present: Joe Roseto – Human Resources Director, Patricia O. Sullivan - Board Reporter 1. Call to Order The Chair called the meeting to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve minutes of February 14, 2013 Member Jensen moved to approve Item 2.1. The motion was duly seconded and carried unanimously. 3. Employees to be Heard: None. 4. Review and Action on Employee Requests for Regular Pension 4.1 Recommend approval of the request of employee John Cavaliere, Police Department for a regular pension as provided by Sections 2.416 and 2.424 of the Employees Pension Plan. John Cavaliere, Police Officer, Police Department, was employed by the City on September 24, 1990 and his pension service credit is effective on that date. His pension will be effective April 1, 2013. Based on an average salary of approximately $80,653.64 per year over the past five years, the formula for computing regular pensions, and Mr. Cavaliere’s selection of the 100% Joint and Survivor Annuity, this pension will approximate $48,859.44 annually. Section 2.416 provides for normal retirement eligibility when a participant has completed twenty years of credited service or has reached age 55 and Pension Advisory 3/14/20131 completed ten years of credited service in a type of employment described as “hazardous duty.” Mr. Cavaliere qualifies under the hazardous duty criteria. Member DeWitt moved to approve Item 4.1. The motion was duly seconded and carried unanimously. 5. The motion was duly seconded and carried unanimously. 6. Director's Reports Human Resources Director Joe Roseto said staff will distribute revised PAC (Pension Advisory Committee) Rules of Procedure for member review. Adoption of revised Rules of Procedure will be on April’s agenda. Election of officers will be on April’s agenda. 7. Committee Members to be Heard In response to a question, Mr. Roseto reviewed State bills re pensions introduced for consideration during the current legislative session. He will report if Klausner and Kaufman provides online legislative updates that committee members can access. Pension Advisory 3/14/20132 Members can request staff to forward weekly legislative updates. It was stated the Division of Retirement website lists legislative bills introduced for consideration. Member DeWitt said he had attended the Klausner and Kaufman Annual Client Conference in Ft. Lauderdale. He said it was informative and recommended members attend. In response to a question, Finance Director Jay Ravins said the Actuary Report will be received by April 8, 2013 and presented to the Pension Trustees on April 15, 2013. 8.
