B. Residential infill projects
1. Single-family detached dwellings are the only permitted use eligible for residential infill
project application.
a. The proposed development is minor in scale to existing square footage of the home.
The development will align and be built off the west side of the existing structure
and will maintain the approved zero setback of the concrete pad. The planned
development is of aluminum and screening material,which matches the existing
character of the home and adjacent lanai. The development is similar in nature to
other homes in the neighborhood.
2. The development or redevelopment of the parcel proposed for development is otherwise
impractical without deviations from one or more of the following:intensity,other
development standards.
a. The proposed development will not deviate from any other developmental projects
in the Del Oro Groves neighborhood. The west side set back is already at zero with a
concrete pad. The zero side set back was approved and inputted into the system by
Ellen Crandle. This input was in 2010 with the approved application of FLS 2010-
08001. The proposed development is consistent with the neighborhood and
already approved zero side set back of concrete pad.
3. The development of the parcel prosed for development,as residential infill project with not
materially reduce the fair market value of abutting properties.
a. The proposed development will definitely not reduce the fair market value. The
proposed development will only increase the fair market value of the Del Oro
Groves neighborhood and the surrounding areas. The proposed development will
be of quality materials and construction. The proposed development will also not
be able to be seen from the road due to 6ft high vinyl fence.
4. The uses within the residential infill project are otherwise permitted in the district
a. The proposed residential infill project is permitted and consistent with other
properties in the Del Oro neighborhood. There are multiple properties with less
than 5ft side set back in the neighborhood with existing structures within 0-5ft side
set backs.
5. The uses within the residential infill project are compatible with adjacent land uses.
a. The proposed project is on the west side of the property located behind a 6ft vinyl
fence. The proposed project will be consistent with already constructed lanai,
located in the northern portion of the property. The project will use the same
materials,color,and screening material of existing structure.
6. The development of the parcel proposed for development,as residential infill project will
upgrade the immediate vicinity of the parcel proposed for development
a. The proposed development will immediately upgrade the Del Oro neighborhood
and existing surrounding properties. The proposed development will use similar
materials of existing lanai and will not be seen from the road.
7. The design of the proposed residential infill project creates a form and function,which
enhances the community character of the immediate vicinity of the parcel,proposed for
development and the City of Clearwater as a whole.
a. The proposed project will be of the highest quality,and enhance the overall
appearance of the neighborhood. The proposed development has no impact on
traffic patterns or congesrion. The area is small,not noticed from the road and will
blend in with adjacent properties and neighborhood characteristics.
8. Flexibility in regard to lot width,required setbacks,height,off-street parking access or other
development standards are justified by the benefits to community character and the
immediate vicinity of the parcel prosed for development and the City of Clearwater as a
whole.
a. The overall proposed development meets an already approved zero side set on the
west side of the properties location of a concrete pad. There are multiple properties
in the Del Oro neighborhood with a side set back from 0-5ft with existing structures
on or up to the existing property line. (See attached pictures) The height of the
proposed project will be consistent with already existing roofline of the dwelling.
There is no impact to off street parking access or traffic patterns. The proposed
project is consistent with the Del Oro neighborhood setback requirements and
consistent with other properties in the city of Clearwater.
