As Steve Doherty requested, I inspected the Lokey site and measured
a 5' landscape buffer along S. Ft. Harrison Ave. and Lakeview Rd.
The Pace Tech Garden Ave. parking lot has never received a final
inspection because the contractor has not called for one. The
Building Department does not require a C.O. for parking lot
permits, therefore, the contractor is not required to request an
inspection. Even though the contractor is not required a C.O., it
has been my policy to conduct final inspections for parking lots to
ensure that all of the Environmental Departments requirements are
met. I have been in contact with the contractor for Pace Tech since
the beginning of construction. The contractor is well aware of the
landscape requirements and requested that the landscaping be
installed at the same time the landscaping for the building
addition across the street was being installed. I allowed the
contractor to do.this as long as I did not receive a formal
complaint. Upon receiving the complaint from Brenda Nixon, I
contacted the contractor and required the landscaping to be
installed at this time. The contractor had no problem with doing
so, but needed some time to make arrangements with his landscaper.
Also, the Environmental Department has been conducting
reinspections of commercial parking lots for compliance with our
landscape codes. Since Feb. 1992 I have conducted over 600 site
inspections and have brought sites with defincies back into
compliance.

This location has three storage tanksounderground located under the mansard root
The grounds have found to be contaminated. A tank tightness test as been
performed on the piping and tanks by Imperial Testing Laboratories and all
three tanks passed. The site is registered with the State of Florida, Depart-
ment of Environmental Regulations and is in the Early Discovery Incentive
Program, or EDI. 'In the past, the state had very little funds to clean up the
many locations in Florida, but recently with increased gasoline taxe3, funds
will soon be. available. Since 1345 Sot For t Harrison Ave is a contaminated
site, but all the tests prove that this location is not causing its own
contamination, so it is ranked with a high number. This means that it could be
years before the tanks are removed. However with the legislature meeting.in
extra session now, the subject of contaminated sites are being discussed.
With the additional funds available and new programs being established,:it is
very possible that this sit e could be cleaned in aandwislandswillmbeeremoved,

Gasket in overfill on Premium tank is'wasted. Any product spilled in overfill
will easily travel down alongside filler pipe,and into soil. Gasket must be
replaced.
All testing procedures in strict accord with NFPA 329.4 and adhere to

Underground storage tank tests are based on the NFPA 329 criteria of
