After reviewing the preliminary site plan for the aforementioned pro-
posed project, and after a trip to the site, we have concluded that
the Project, as currently designed, is not appropriate for the property
involved.
The major reasons for this conclusion center around the loss of 50 trees
(primarily Dive Oaks) ranging in size from 9" to 37" in diameter. The
conservative estimate of the worth of the trees involved is $106,800. -
In addition, we feel that the creek/ravine system will be adversely
impacted due to the extreme close proximity of the proposed building,
impacts occurring both during construction and afterwards.
We feel that if the facility is moved east a mi.nimm of 80 feet, the
major specimen trees and the ravine system will be protected.

COMMENTS: 1. The applicant has agreed to provide a tree survey with
representative drip lines overlaid on the site plan which will include
building, parking and underground utilities (including energy tunnel)
and existing and proposed grading and drainage.
2. These plans can be used as an aid to the applicant in develop-
ing construction specifications for tree protection on the site.
3. Discussions with the applicant since this item appeared before
.the Commission has involved compromises on the building location in
order to lessen impact on the ravine and approximately $100,000 worth
of tree canopy associated with it. Theis proposal was approximately
35 feet east of the originally designed location. This plan met with
some favor in this office due to its impact on the ravine which would
be very little.
However with this resubmittal of the current site plan for final
review the applicant has once again placed the building upon its orig-
inal location. The reasons for doing so will undoubtedly be addressed
at the R.D.C. meeting and seem to center on traffic flow problems and
noise /air pollution problems with its proximity to the nursing home
facility to the east.
The applicant has proposed some 60 native shade trees for replant--
ing purposes on the site. While not making up for immediate loss,
long range tree canopy will be produced. This still does not lessen
the concern for impact on the ravine with its proximity, and potential
problems of construction on the edge of this terrain feature. We
recommend final approval for this project come from the Commission.

submitted and are consolidated for your convenience.
in addition, information on traffic, noise and air pollution has.been
compiled and enclosed for your review.
In summary, the traffic count done on Wednesday, April 18, 1984, indi-
cates that an additional left turn lane is required on Pinellas Street
at Ft. Harrison and should be provided at the east entrance to the Park -
ing Garage. The review of the possible noise generated by the east en-
trance to the Parking Garage suggests that the level of noise generated
by the traffic would be a negative impact on the Nursing Home. For this
reason, a sound baffle wall and a landscape buffer is needed between the
Nursing Home and the Parking Garage. The Parking Garage east entrance
would be separate from the Nursing Home entrance.
The Hospital has made a decision not to construct the Energy Center, Tunnel
and Cooling Tower as part of this project.
This completes the additional information that you have requested. Your
approval of the site plan and Impact Statement as revised is requested.
