Reference is made to a pre - application meeting held with Steve Davis, Cliff Still,
Richard Takach and myself on Thursday, September 21, 1995 concerning a proposed modular
building for preschool use with one ('1) handicapped space (paved) and a widening of the
existing drive (approx. 810 sq. feet of new paving) and nine (9) grass parking stalls.
Enclosed are three (3) copies of a schematic site plan.
We, respectfully request a stormwater permit exemption based on the fact that the
proposed improvements will not result in a substantial increase in impervious areas or
a degradation of stormwater runoff or pollution increase. It should also be noted that
the impact area is in a vast lawn area.
Consequently, it is my opinion, that the proposed development will have.no adverse
effect with regard to water quality or stormwater runoff.

,Quality filed as an attachment to its application a photocopy of
the letter from Alex J. Panik, P.E., to Albert Navaroli, Pinellas
County Zoning Department, dated September 25, 1995, and the origi-
nal response from Steve Davis, P.E., Pinellas County Development
Review Services, to Alex Panik dated October 3, 1995, both of which
I understand you have received and reviewed. Quality requests at
this time the waiver of any retention area the City of Clearwater
might otherwise require because the area would be so minimal and
because the area will be made up and included in the retention area
to be provided upon the future expansion of Faith United Church of
Christ on whose property Quality's modular building child care
center will be located.
I would ask the City's favorable consideration of the above -

Administrative Code, a Surface Water Management Permit will not be required_ for the proposed
