The two dead /declining existing tree 2- have a total diameter of 2 -' and are required to be replaced either on an inch for inch basis or by payment into the city tree bank fund per the letter dated Jan. 27 1992. (see attached) Further more, all of the Wax Myrtle trees on site where planted to meet tree replacement requirements and must be maintained at a minimum height of 6 feet. The foll.owing addresses tree removals relating to the proposed new building and parking lot to be constructed at the vision cable site on Drew Street. Construction of this property as proposed will necessitate removal of 54 of the existing 77 protected trees on site, and will exceed the 25% removal allowed by code. Nearly.all of the trees on this site are healthy oak trees, including several notable specimens. I have met with representatives from Vision Cable to discuss the tree deficit situation and have prepared a preliminary report: regarding the quantity of trees to be replaced should this site be developed as proposed. The bulk of the green space remaining on site for replacing trees is not usable as it is within the parking areas and situated beneath Florida Power transmission lines. Florida Power has A strict policy prohibiting the planting of shade trees beneath transmission lines. Consequently, it is likely that Vision Cable will not be able to replace trees on site and will have to pay tree penalties into the City's tree bank. Rage 2 - Vision Cable I will be meeting again with representatives from Vision Cable on Monday, November 13, 19 89, to explore alternate methods of saving the existing trees. However, I see no way possible short of re- designing this site to save these trees. It should be noted that of the 23 trees proposed to remain on site, many of these may not survive construction due to proximity to structures. As construction of this site will result in major tree canopy loss, I am hoping a solution may develop that will save additional trees. I will notify you of any progress concerning this matter. The purpose of this letter is to address final tree replacement requirements for trees removed at 2530 Drew Street. On September 5, 1990, the firm of Braswell, Bollenbach Builders, Inc. acting as applicants representing Vision Cable of Pinellas, Inc. applied for a permit to remove 44 trees growing where the construction of new buildings, parking lots and retention ponds were to occur. City Code allows 25% of the protected trees existing on site to be removed with no tree replacement requirements. When tree removal exceeds 25% of the existing trees, the trees removed are required to be replaced on a diameter inch replacement per diameter inch removed basis. Tree diameter is measured at 4- 1/2 feet above grade. If tree replacements are so great that sufficient trees cannot be replaced on site to satisfy the total tree replacement requirements, a sum of money is paid into the city's tree bank. Monies paid into the tree bank are used for tree planting projects in Clearwater. To determine the total tree deficit and monies owed to the tree bank, the following formula is used. The total number of trees existing on site are converted to the total number of diameter inches at breast height (EDBH) existing on site. The EDBH is multiplied by .75 to determine the number of diameter inches that should remain on site after the 25% allowable removal is deducted. The deficit is determined by subtracting the remaining tree diameter inches on site (RDBH) from the EDBH. � —Foual Emplovmenf and Affirmative Action Employer" , Vision Cable Page 2 The deficit is then further reduced by the total diameter of tees to be planted back on the site. The final deficit is then converted to a monetary value based on the following formula: Each two inches of deficit diameter is equal to the current cost of a city street tree. (Currently $40.00). The tree deficit for Vision Cable has been determined as follows: Trees on site = 74 EDBH on site = 920" 920 x .75 = 690 (modified EDBH) DBH to remain on site = 385" (RDBH) Deficit = 690" - 385" = 305" 305" - 105" (105" equals the number of tree diameter inches to be replaced on site per the specifications shown on the approved landscape plan) = 200" Final deficit = 200" DBH Monetary value of deficit equals - (200 -2)40 or $4,000 In summary, prior to the issuance of the Final Certificate of Occupancy for the new building, the 105 diameter inches of new replacement trees will be required to be planted on site per the approved landscape plan and a check payable to the City of Clearwater in the amount of $4,000 shall be presented to the City.of Clearwater, Environmental Group. The monetary deficit may be reduced by planting additional trees. Based on our inspection, this site is judged to be in non - compliance with applicable city codes enforced by our office. Prior to final approval the following conditions must be met: (1). Landscape materials shall be installed per the design and specifications as shown on the landscape plan approved by our office for this site. In addition, raised curbs or protective timbers shall be installed around the interior landscape islands as required by the city and as noted on your approved landscape plan. (2). Tree mitigation requirements shall be met through additional tree planting, monetary payment to the city tree bank or a combination of trees and payment. To date, a total of 55 diameter inches of tree deficits remain on site. This total was determined as follows: prior to construction 74 trees existed on site with a total diameter at breast height (4.5 ft. above grade and hereafter referred to as DBH) of 920 inches. 47 trees were removed with a total DBH of 488 inches. The city tree ordinance requires inch for inch replacement when tree removal exceeds 25% of the existing DBH. Therefore 920 x 75% = 690. 690 - 432 (the actual number of tree diameter remaining) equals an overall deficit of 258 DBH. Trees planted to meet landscape code requirements equaled 203 DBH leaving a final deficit of 55 DBH.
