After reviewing plans from Architect, it is still unclear as to grades, elevations, outfalls, swales, retention volumes, etc. Another issue appears to be the use of existing shell parking /driveway, which you may have already addressed with Rich. I have relayed these comments to Vic and also discussed at BPRC this morning with members, as well as, Sandy and Steve. I believe the consensus was to approve the Park in phases to allow for the immediate construction of the monument. This approval should not include the compactor as I will need to further discuss this item with the Solid Waste Department. Thanks.... Vic mentioned to Steve D. and me this morning about a few projects which have gone through the planning stages for months with the understanding from Eng. that everything is ok as planned and then when these folks come in for permits /co's, Eng. has put a hold on the plans and requires something different. This is not good - maybe it is a communication problem between a few staff members in Eng. Two sites in particular right now are: Fred Thomas' parking lot behind the train station and Marcus Vernon's Oakbrook Subdivision on Landmark Dr. Steve D. has just checked with Bob Maran on these two. Apparently Mike Gust put a hold on the Thomas parking lot, now Bob M. says it was discussed at their staff meeting this morning and it has been approved. Regarding the Oakbrook Sub., Bob Maran is working with the contractor., Marshal of Ryland Homes, to straighten out a current drainage problem because Ryland Homes brought in a lot of soil and it exceeded their capability to control runoff of sediments. The CM's office may get a call from neighbors complaining about Ryland Homes. I have asked Bob M. to call Denise to alert them about this. Another item: Pools in easements. Steve D. will be sending you an e-mail on this issue. Some years back, Eng. said they wanted Zoning to look closely at these and if the pools were close to easements to check with Eng. for signoffs. And if they were in existence prior to 1985 (enactment of the LDC) , then they would go forward for vacation of that portion of the easement. This is something to consider in discussing getting Eng. staff in our dept. Kevin, please also pass along my concern that the parking aisle north of unpaved parking lot is not aligned with aisle serving unpaved spaces. Northerly most parking space in unpaved lot interferes with traffic flow and does not have 24 ft. aisle required. Suggest elimination of this parking space and that landscaping be provided instead to more properly direct traffic. Carl agreed and also said that this might be a good area to provide for improved public pedestrian accessway to trail. They state that although zoning may not require the parking, installation of parking spaces without paving must have the City Engineer's approval. 'Ile City Engineer has not given that approval. PROJECT DESCRIPTION Based on our review of the site plan you provided, the proposed project consists of the design of the infrastructure for a public park including access drives and retention areas. One (1} retention area is planned as part of the development. Soil stratigraphy at the boring locations and the development of the approximate soil profile within the depths of the auger borings conducted. 2. General location and description of potentially deleterious materials which may interfere with construction progress, including buried or surf icial existing fills, organics, construction debris, etc. 3. Identification of some critical design or construction details, including present groundwater levels, estimated wet season levels, and seasonal fluctuations in the walkway pavement and retention areas. PROJECT SCOPE The objective of our geotechnical study was to.obtain shallow subsurface data over the site in general, in order to provide geotechnical engineering evaluations and recommendations for the project. The following summarizes the scope of our work: 1. Performed a series of shallow hand auger borings to depths of 5 feet each along the proposed walkway. Soil samples were classified using the Unified Soil Classification Systems.. 2. Measured the shallow groundwater levels at the auger boring locations. Normal wet season high groundwater levels over the site and the potential groundwater impacts were estimated considering available soils data. Evaluated the presence of potentially deleterious materials which may interfere with construction progress, including surficial or buried fills, organics, etc. 4. Developed geotechnical engineering evaluations and recommendations; including normal wet season high groundwater level estimates. Existing Site Conditions The site is currently undeveloped. The site consists of grass lands with scattered oak trees. The site grade is relatively level. The site is bounded on the south by Chestnut Street. The USGS topographic survey was reviewed for the site. The site is found on the map entitled "Clearwater, Florida." From this review, the natural ground surface elevation for the site is approximately +25 feet National Geodetic Vertical Datum of 1929. The USGS Map is included on Plate No. 1. Subsurface Soil Conditions Based upon a review of the "Soil Survey of Pinellas County Area, Florida ", published by the USDA SCS, Urban land is the dominant soil type for this site. The USDA soil map for this site is shown in Plate No. 2. Due to the site specific nature of Urban Type land, no information is given in the survey. Foundation Soils Study Proposed Freedom Park Development Clearwater, Florida Page 4 FIELD EXPLORATION PROGRAM For our geotechnical study, four (4) shallow hand auger borings were conducted along the proposed walkway. The boring locations are indicated on Plate 3. The borings were conducted to depths of between 5 and 5.5 feet each. The results of our auger borings are included on Plate 4. Soil samples from each auger boring were collected and visually classified in the laboratory using the Unified Soil Classification Systems. SUBSURFACE CONDITIONS Generalized Soil Stratigraphy The results of our field work, including the stratification profiles and pertinent exploration information, are summarized on Plate 4. A legend describing the different soil types encountered is included on Plate 5. Soil stratification was based on the review of recovered soil samples and interpretation of field boring logs by a geotechnical engineer. The stratification lines represent the approximate boundaries between soil types as the actual transition may be gradual. Small variations not considered important to our engineering analysis may have been abbreviated or omitted for clarity. In general, all of the shallow auger borings encountered gray and brown fine sands to slightly silty fine sands (Strata 1, 2 and 3) to depths of 5.5 feet. The shallow groundwater levels were measured.in all of our borings performed for this study after a brief stabilization period. In general, the groundwater level was measured at about 3.0 to 3.5 Foundation Soils Study Proposed Freedom Park Development Clearwater, Florida Page 5 feet deep at the time of our field work. Based on this and our review of the SCS soil survey, we estimate that the seasonal high groundwater level at this site would be about 3.0 feet below existing grade. The shallow groundwater level should be expected to vary during wet seasons and heavy rainfall events. etention Area Testin As part of our geotechnical study, a single boring was conducted in the proposed retention area. This boring was found to contain fine sands to slightly silty fine sands (Strata 1 through 3) to .a depth of 5.5 feet below the existing surface. For our retention area testing, we also conducted borehole falling head permeability test in a shallow piezometer installed in the proposed retention area. The piezometer was installed by first drilling a hole to the desired depth using augers with a 3 -inch diameter. The piezometer was constructed of 2 -inch dia. SCH 40 PVC pipe and .010 -inch slotted screen. The piezometer was surcharged for a period of 5 minutes prior to testing to saturate the surrounding soils. Then a falling head test was conducted which consisted of filling the piezometer up to the top of the pipe and then measuring the rate of fall for several 0.25 -foot intervals. This procedure was repeated several times to ensure consistent results. Consultants will submit civil engineering data to satisfy this comment. This drawing will indicate adjacent zoning and area tabulation of impervious surfaces. It should be noted that the subject 06 was forn'marly occupied by two residential structures which occupied a greater impervious area than the proposed Freedom Park development. C. Clearing and Grubbing Permit: The proposed site was cleared under a demolition permit issued by the City of Clearwater which is a matter of record. Since this site is contiguous to the Pinch -A -Penny store and Clearwater Train Station, it is possible that the demolition permit was issued under this file. 3) Zoning Department Below is a response to five comments issued by the Zoning Department a. Free Standing Signs: The proposed gateway feature' will display the words "Freedom Park" to identify the entrance. As such, the text of the gateway feature is not considered a commercial sign. Rather it shall be considered a public use element not subject to sign ordinance. This matter was discussed with Sandy Glatthom and Steve Doherty during a meeting in Central Permitting on February 24, 1998. b Maximum Height for Fences or Walls: The proposed structure for display for public documents is proposed at 9' -0" in height. In a preliminary discussion with Mr. Doherty and Ms. Glatthom, the Freedom panels are proposed as a public monument, not subject to height requirements of a fence or wall. If the City has changed its interpretation of this structure, please so advise. However, material has been ordered at height of 9 feet to be carved with Declaration of Independence, U.S. Constitution and the Ten Commandments for public viewing. Parking Spaces and Property Line: It is our understanding that the City has proposed to abandon the southbound vehicle lane on East Avenue, thereby allowing for greater pedestrian access and more generous landscaping adjacent to the Pinellas County Trail. Fred Thomas, the property owner, has expressed a willingness to share the expense of landscaping the abandoned right-of-way which should provide adequate buffer between the Pinellas Trail and the eastern boundary of the parking area. This item was a matter of discussion during a conference with Central Permitting officials on February 24, 1998. If the City has withdrawn from a proposal to abandon subject right -of- -way, please advise and the plan will be modified to reflect the three foot limitation. d. Landscape Buffer: See item c. above e. Flagpoles: Flagpoles are proposed flanking each side of the entrance to Freedom Park. Since the entrance feature is considered a public use element, the flagpole proposal should also be considered a public use element, not intended to enhance a commercial oriented retail business. For this reason, flagpoles should be permitted for the benefit of the public. Please advise whether this condition is acceptable subject to public use purpose. The owner has requested that the City issue a construction permit for this Freedom Park development, we request this permit be issued listing the above items as contingencies. The owner intends to make the Park available in time for the July 41" holiday celebration.
