Mahshid - I responded to a complaint from an adjacent business owner to the Clearwater Free Clinic at 707 N Ft. Harrison. The Clinic installed landscaping in 1997 to meet code requirements, but quite a bit has died. They are looking for the City to donate the lacking plant material. The only source we can think of is the "Tree Bank Fund ". My understanding is that this is used for "public" not private urban forestry enhancements? What do you think about using tree bank funds for this? thanks - - - -- Original Message - - - -- From: Dowd, Larry Sent: Friday, August 24, 2001 9:29 AM To: Kurleman, Scott Cc: Dunbar, Kevin E.; McFadden, Millie Subject: Clearwater Free Clinic - request Scott - The standard practice of the Department has been to supply technical assistance where possible, and Millie McFadden is certainly willing to provide that assistance. We do not have any viburnum in stock in the Nursery, and the amount you are referencing would amount to approximately $500.00. Do you know if there is currently an irrigation system there to support the proposed plantings, or whether modifications / expansion of the system would be required? As you can imagine, our Department gets many of these type requests throughout the year from a multitude of very worthy organizations, but the standard practice has been for either the organization or an outside contributor to bear the cost of the materials required, while our staff might provide guidance and installation assistance with a volunteer wok force. If either you or the Clinic can provide the funding for the plants and any irrigation needs, we would be happy to try to assist with coordination of the installation. Please contact me if you have any further questions. If we can hold our enforcement and issue an extension I'm sure we will be able to help them in this way. I'll be speaking with Mike Holmes as to the dates of grant recipients receiving these funds and we should be able to better plan for how we can help with this. As soon as I hear anything I'll let you all know. Thanks for your attention to this and look forward to resolving this with you. The last E -mail I sent on this subject was to Fredd Hinson. I don't know if he pursued it. The Urban Forestry Division did not initiate this effort and we have not had contact with an affiliate of the Free Clinic, we will however be glad to utilize both tree bank funds and in kind services if so directed by management. - - - -- Original Message---- - From: Kurleman, Scott Sent: Tuesday, December 11, 20013:23 PM To: Chaplinsky, Anna Paula Cc: Mayberry, Alan Subject: RE: Clearwater Free Clini I understand Public Works Forestry is trying to get funds from the Tree Bank to assist the clinic. I guess in August 2001 - an email was sent to you and several staff members from Larry Dowd (parks & rec) regarding this project. The Free clinic was asking for assistance and Millie couldn't provide them with Viburnum. Osceola Ave. Clearwater, FL. 33756 Hi Garry, • CLEARWATER, FL 33755 • (727) 447 -3041 RECEIVED AUG - 9 2001 CITY MANAGER'S OFFICE I hope this letter finds you since I wasn't quite sure where to send it. I know you are "UP TOWN" now on the bluff. It was great finally getting together with our Leadership group at Wendy's. I'm still convinced that the 2000 class is definitely the best. I am forwarding to you my little `notice of non - compliance ". I was surprised to receive it, not realizing-that we were subject to a landscaping ordinance code. As I explained to you, we had to remove some dead bushes that were lost due to the drought. The majority of the plants were located next to the sidewalk and street where temperatures are much higher. During the drought we had a hard time maintaining the operation of our sprinkler system because the neighborhood kids enjoyed playing in the water by taking off sprinkler heads when it was in operation. The system would break, we would repair, it would break again. The system is now in good repair but because of the rain, we have not had to use it. For over 9 months we have contracted with Clay Withers Landscaping Co. for lawn maintenance and feel that the Clinic property looks well maintained. The Clearwater Free Clinic operates on a very limited budget, with our support coming from private donations only. It would be a travesty to use money budgeted for medications and medical supplies to purchase new landscaping. Of course, we would be grateful for any donated plants and shrubs the city might be able to offer us that would place us in compliance with city codes. Please let me know how I am to proceed with this. I certainly want to avoid any fines. Thanks in advance for anything you may be able to do.
