This memorandum is to address Planning and Zoning Board members
concerns with regard to landscape trees. We have inspected the
specific sites mentioned, with the following results:
1. Barnett Bank at Belleair and Belcher:
Subsequent to a previous complaint regarding this site,
Environmental staff met with the maintenance supervisor for all of
the Barnett Banks in Pinellas County. We explained that the tree
topping which they had been doing on various'sites was in violation
of city code and that any further topping would result in issuance
of a Notice of Violation. He indicated that he had not been aware
that the topping was not allowed, and promised to.discontinue the
practice. A recent inspection of the various Barnett Bank sites
revealed no evidence of recent topping.• In fact, at the
Belleair /Belcher site the new growth on the trees is obvious and
confirms that these trees have not been topped since before last
summer's growth. We believe that the Barnett Bank situation is now
under control..
2. Young's Bar -B -Q:
An inspection revealed that three landscape trees were recently
removed from this site without a permit. A Notice of Violation is
being prjepared and, at a minimum, replacements will be required.
We had not yet discovered this violation, so please thank the Board
for the information. This violation provides an excellent
opportunity for us to address the current tree pruning practices at
this site.
3. O'Keefe's Restaurant:
An inspection revealed no evidence of any recent tree removal. We
do know that over a year ago one small, poor condition oak tree was
removed from the Fort Harrison Avenue right -of -way, however this is
a Florida Department of Transportation right -of -way which is not
within our jurisdiction. We are attempting to locate an approved
landscape plan for this site, and if one is found we will conduct
a reinspection to assure that the site is in compliance with the
approved plan.
