Oak Grove Middle School Temporary Site, 540 South Hercules Avenue
Parks and Recreation:
No P &R comment since the Pinellas County School Board is exempt from impact fees
per Florida Statutes Section 235.26(2)(a).
Stormwater:
1. SWFWMD permit or letter of exemption is required prior to CO
2. Demonstrate that collection swale along the south property boundary is
adequately sized to convey the entire upstream basin for a 25 -year design
storm. This includes the capacity of the 8" PVC under the access sidewalks.
3. Specify a floating turbidity control curtain for sedimentation control at Allen's
Creek. Include detail of installation.
4. Show limits of sump located within pond.
5. Revise pond drawdown filter so that pond recovers within 24 hours per City
of Clearwater Criteria.
6. Please provide typical cross - section from bus driveway, through swale, to
Druid Road.
7. FYI, the bank along this section of creek was recently reconstructed. For
whatever reason, the previous project had minor difficulty establishing and
maintaining sod. Engineer may wish to take this into consideration when
determining final slope treatment and method of slope stabilization.
Traffic Engineering:
• Please in stall both a no right turn (R3 -1R) and a left turn (R3 -2L) sign along
Druid Road to prohibit vehicles from turning into Arcturas Avenue. The sign
design and placement must follow the Manual on Uniform Traffic Control
Devices (MUTCD).
• On the civil site plan show sight visibility triangles at all street intersections and
driveways. Objects within the sight visibility triangles must not exceed 30" in
height from the ground.
• Move northern most 6' high fences on Arcturas about 100' to the south.
General Engineering:
Planning:
1. This site plan is being considered as neither an FLS (Flexible Standard) nor an
FLD (Flexible Development) review.
2. What is the portion of the existing "Druid building" that will house the middle
school functions?
3. What school uses will be located within the Druid building.
4. How will the vehicular and pedestrian movements to the Druid building work?
5. How will the busses queue on Druid Road?
6. Where is the parent/public parking?
7. Label typical width and length of a parking space within the faculty /staff parking
lot.

8. Label the maneuvering space for the faculty /staff parking lot.
9. Define the Druid building parking.
10. Label the curb cut width at Druid Road.
11. Where are the rest rooms?
12. Label the pond located to the west of the faculty /staff parking lot.
13. Show the Druid building with heavier lines.
14. Label the vertical lines shown, northeast of the bike area, where the vehicular
drive behind the relocatable classrooms meets the Druid building drive area.
Separately, a site plan for the permanent new Oak Grove Middle School was received by
the Planning Department on November 21, 2003. Upon review of this plan set a
determination was made that neither FLS nor FLD applications are required, as long as
the building height dose not exceed 50 feet.
Solid Waste:
How will solid waste be handled?
Land Resources:
1. Tree survey is incomplete, some trees are not located, all trees 4" DBH and greater are
required to be shown, some trees are not dimensioned, some trees are dimensioned wrong
and tree canopy's are required to be shown.
2. Once this data is shown on the plans efforts must be made to maximize existing
rooting area. Move retention pond to a minimum of 2/3 of the drip lines.
3.A tree inventory was conducted which shows tree health on a scale of 1 -5, 1 being
poor- 5 being outstanding. A copy of this inventory will be supplied, revise plans to
preserve trees rated 3 -5 and remove trees rated 1 & 2.
4. Relocate structure S -6 farther away from the 12" UN (actually an elm).
5. Relocate water tap 30' to the west to avoid the 18" (actually 28 ") oak.
6. Remove "Type B" tree barricade detail, revise "Type A" to reflect city standards of 2x2
post with 1x4 rail. .
