The City of Clearwater has initiated a landscape reinspection program which will affect all sites with
approved landscape plans filed with the City of Clearwater. This courtesy letter is to serve as
notification that you or your organization owns property which is included in this program.
The Public Works Administration, Urban Forestry Division will be conducting site inspections to
determine compliance with city's Land Development Code, Sections 42.27and/oi 42.33. If the initial
inspection finds the site in compliance, no further action will be taken. However, if the site is found to be
in non - compliance, you will be given an opportunity to bring the site into compliance. Failure to do so will
result in a notice of violation being issued to the present owner or owners. The violation will explain the
code(s) violated, nature of the violations and required correction date. Failure to correct the listed
violations by the date indicated will result in legal action by the Municipal Code Enforcement Board of the
City of Clearwater. (sec. 162.06 (2) F.S).
This program is intended to improve the appearance of off - street parking lots and other vehicular use

If this is the intent and spirit of the Land Development Code, I strongly suggest we revise the Code to require an
opaque fence at grade. The situation we have created at Walgreens runs against the grain of the purpose of the
landscaping and screening section of the Code my Director had the foresight to compose. The new Walgreens
store is a highly visible redevelopment project that should yield a community benefit of the improved urban
planning skills, methodolgy /technology, not the creation of unsightly potential nuisance sites. Fundamental land
planning and engineering concepts missed the mark on this project. The intent of the landscapping buffer and
screening between the residential and non - residential land uses was clearly overlooked by staff.

All landscaping in the south buffer is installed as per plan & City code. It is still young & consequently not
providing much screening yet. We will monitor to assure the plants survive & grow as expected. There is a chain
link fence, as shown on the retention area cross - section, but it is not used to reduce the buffer to 7'. Let me know
