The following report is submitted by Alan 'Mayberry, Consulting Arborist, and includes
findings that I believe are accurate based on my education, experience and knowledge in
the field of Arboriculture. I have no interest personally or financially in this property and
my report is factual and unbiased.
Site Overview
The following tree inventory provides an overall condition rating for all trees located on
the subject property protected by the provisions of the City of Clearwater Code of
Ordinances. It also includes trees located on adjacent properties that are within 25' of the
property lines as required by Clearwater code. The overall condition rating reflects a
tree's health and structural integrity and to a lesser degree its aesthetic contribution.
The tree canopy at the subject property is comprised primarily of trees planted to meet
landscape requirements such as trees located in existing perimeter landscape buffers and
interior landscape islands. In addition, there are trees planted around the existing building
that were not planted to meet code requirements but rather planted to enhance the
aesthetics of the building. The site does have a small quantity of mature. trees that pre-
existed the site development including the City of Clearwater's signature tree, a 115"
trunk diameter camphor tree (Cinnamomum camphora). This nationally recognized tree
is discussed in the tree inventory. The site's tree canopy is dominated by native shade tree
species such as the laurel oak (Quercus laurifolia) and live oak (Quercus virginiana) as
well as the native sabal palm (Sabal palmetto).
The general health of the site trees was below average as the majority of the trees are
growing in landscape islands or buffers that are too small to accommodate shade tree
species. In addition, the irrigation system is not functioning and several trees are
displaying signs of drought stress. Numerous trees have branches growing very low over
the pavement indicating neglect in' recent years. A major tree related concern at this site
involves four large laurel oak trees growing just off the north property line. The trees are
only a few feet from a long storage building whose foundation footer acts as a root barrier
causing instability in the trees. All four trees are in poor condition and are recommended
for removal. Two of the trees, numbers 523 and 526, are dead or hazardous to the extent
that immediate removal is recommended. These trees pose an immediate hazard to
property and people utilizing the abutting parking lot. I recommend contacting the

adjacent property owner and requesting the removal. of the trees on their property that are
identified in this tree inventory as recommended for removal. Additionally, I recommend
contacting the City of Clearwater for assistance as the city has a hazardous tree ordinance
and at least two of the trees should qualify.
Several trees on this site are identified in the inventory as having the structural defect of
codominant stems with included bark. When the trunk of the tree has two or more
scaffold branches (large branches that support the crown) that emanate from the same
area and the bark in the crotch turns inward and becomes embedded in the crotch of the
branches (included bark), the tree has the condition of codominant stems with included
bark. This condition is a defect commonly found in urban trees with broad - spreading
forms, but is not typical Of true forest trees. This defect can lead to dramatic failure as the
tree matures. A true forest tree typically develops a strong straight trunk (central leader)
with proportionately smaller lateral branches spaced apart on the trunk. The codominant
stem/included bark condition can usually be corrected through structural pruning on trees
with a trunk diameter of 10" or less. For larger trees this condition can usually be
mitigated through the procedure of cabling and bracing.
The tree inventory references recommendations for a few larger site trees to be cabled
and/or braced. Cabling and/or bracing a tree require the installation of metal rods and/or
steel cables. The procedure "holds" the tree together as long as the hardware is installed
and maintained properly. This procedure should only be performed by an International
Society of Arboriculture (ISA) Certified Arborist with experience in installing this
hardware per the American National Standards Institute (ANSI) Standards for Tree
Support Systems and the companion publication Best Management Practices, Tree
Support Systems: Cabling, Bracing and Guying published by the ISA. The tree inventory
has recommended structural pruning for many of the younger trees growing on this site.
Structural pruning is a relatively new procedure pioneered by Dr. Ed Gilman at the
University of Florida (Google Ed Gilman to find out more) and is somewhat esoteric.
However, there is a growing number of local International Society of Arboriculture (ISA)
Certified Arborists familiar with this simple process that takes only about 15 minutes per
tree per year.
In general, all tree pruning conducted on this site should be performed by ISA Certified
Arborists pruning to applicable standards as defined in ANSI A300 and the Best
Management Practices for tree pruning. In addition, any present of future diagnosis
recommended for trees on this site should only be conducted by an ISA Certified Arborist
with verifiable skill in assessing tree structure and health. The following tree inventory
rates each tree and has a comments section for recommended maintenance or other
matters pertinent to the individual tree. Following the tree inventory, the Tree Inventory
Data section provides an explanation of the rating system and how trees are scored.
NOTE: A tree inventory is typically valid for 3 -5 years. However, events such as
drought, lightning, mechanical root damage, freeze, improper maintenance and severe
storms can downgrade the rating value of a tree. Conversely, remedial maintenance can

upgrade the value. If you suspect that a tree has been adversely affected, have the tree
inspected by a qualified Intemational Society of Arboriculture (ISA) Certified Arborist.
NOTE: Whenever possible it is advised to adhere to inventory recommendations when
selecting trees to be preserved. For example, trees or palms rated 4.0 and higher should
be preserved if at all possible, while trees or palms rated 2.0 and lower should be
removed unless otherwise noted in the inventory. Trees or palms rated 2.5 are generally
recommended for removal unless remedial work is performed to upgrade them. Trees or
palms rated 3.0 and 3.5 are average trees that have good potential and are worthy of
preservation.
NOTE: The tree numbers below correlate to the tag placed on the tree in the field
(aluminum tags placed on the trunk approximately 5' above grade) and also on the site
plan which identifies the tree's location on the site. Tree size references trunk diameter in
inches for trees (measured at 4.5' above grade unless the tree forks below that point -
then the diameter is measured at the narrowest area between grade and the fork. Multi -
stem trees such as the crape myrtle are listed as multi -stem and not by size. Palms are
measured by clear feet (C.T.) of trunk (clear feet from grade to the bud).

Comments: This palm has two trunk restrictions at 8' and 9' above grade which can
predispose a tree to break in high winds at the restriction. The tree is growing near
overhead utility wires but can be pruned to accommodate the wires. Recommend
preservation.
NOTE: Trunk restrictions are typically caused by over - pruning or by nutrient
deficiencies. Pruning of palms should be limited to the removal of dead or dying fronds
as palms recycle the nutrients in the foliage back to the bud and the palm is dependent on
this food for growth and maintenance. Green fronds should not be removed unless they
are interfering with structures or sight vistas.

Comments: This palm has a trunk restriction 9' above grade. A serious downgrading
factor is the presence of a deep gash on the north side of the basal area of the trunk. This
palm will eventually grow into an overhead billboard. Recommend removal.
NOTE: Several of the ensuing trees are growing too low over the vehicular use area and
should be pruned to a minimum height of 8' over sidewalks and 14' over the parking lot.

Comments: This tree has an asymmetrical trunk at the base and girdling roots on the west
side, There are small wounds on some of the surface roots. This tree appears to have been
previously topped. The tree is growing beneath a billboard and there are overhead wires
to the west. This tree has no future if the billboard is to remain. Recommend removal.

Comments: This tree is located 2' from the sidewalk and will eventually uplift the
sidewalk creating a pedestrian hazard. The tree has very poor structure as the trunk forms
codominant scaffold branches 7' above grade. The west side of the tree has been pruned

hard with stubs left on the tree. The stubs are decaying into the included branches. There

Comments: This tree is growing in an 8' wide interior landscape island. The tree has
decay on a large root on the west side that has caused a cavity beneath the root.. A 6"
diameter branch has broke from the tree 6' above grade. The crown is thinning. This tree
should improve with adequate irrigation. If preserved the decay in the root should be
monitored annually by an ISA Certified Arborist until such time that the tree is judged to
be structurally sound.

Comments: This tree has poor structure and may have been previously topped. Eight
codominant branches emanate from the trunk at 6' above grade. The tree has very good
health and would improve with structural pruning. Recommend preservation if
structurally pruned.
NOTE: There is a large quantity of the invasive exotic Brazilian pepper tree (Schinus
terebinihifolius) growing in the interior landscape island that tree # 518 is growing in.
Recommend removing the noxious invasive exotic pepper trees.

Clearwater code requires trees located within 20' of a property line to be included in the
tree inventory. According to the site plan survey the following trees with asterisks are on
adjacent property.

Comments: (off - site). This tree appears to be off -site and growing on the abutting
property to the north. The tree is located 1' from a 10' high building and has diminished
stability due to the building's footer which prevents root development to the north.
Essentially all of the branches have been removed from the north side of the tree leaving
large decaying stubs. The south side of the tree's crown is healthy but the structure is
poor as the trunk forms a deeply included crotch 6' above grade. There is also a 10"
branch that has been removed and is decaying into the included area. Recommend
contacting the property owner and recommend the removal of this tree as it poses a
hazard to the subject property.

Comments: (off - site). This tree is located within a cutout of the wall with the trunk 4.5'
from the building footers on two sides. The entire north side of the crown has been
removed via improper cuts that left stubs that are now decaying. The tree has a cavity
approximately 11" long 6' above grade on the south side. The trunk has cankers present
from flush cuts. The tree has poor overall structure. Recommend removal.

The tree has a very large cavity 10' above grade which could cause the entire upper tree
to fail. Part of the crown is still healthy which exerts pressure on the decayed area. This

property owner and requesting removal.

stubs. The trunk is in a recessed area of the building and has lost stability due to adjacent

footers. The crown on the south side is healthy. Overall the tree is in a poor location and
will suffer decay from the large stubs that have been left. Recommend removal.

Comments: This tree is located in an interior landscape island with turf block on either
side. The tree is in average health. A large branch is pushing against a security light
which is into the crown of the tree about 20' above grade. If the tree stays the branch
should be removed. The concrete base of the light pole is cracked which is most likely
due to.the tree branch pushing the pole. A flush cut 6' above grade has caused minor
decay. This tree would improve with proper pruning and could be preserved.

Comments: (off- site).This tree has a large scaffold branch growing to the south that has a
very large wound with deep decay that is a threat to fall at any time. A second scaffold
branch has an 8" long cavity close to where it is attached to the trunk. The trunk forms
three codominant scaffold branches 7' above grade with a very deep inclusion on the
north side. This tree also has root barriers due to the building which is located about 4'
from the trunk. Recommend removal of this tree. At a minimal the decayed branch is in
imminent danger of failing and should be removed immediately. Recommend contacting
the adjacent property owner and requesting removal.

Comments: This tree has major dieback throughout the crown and is chlorotic probably
due to its location in an island within the parking lot which has a very alkaline sub -base
material. The laurel oak is an acid - loving tree and will suffer from chlorosis (iron
deficiency) once the limestone based material affects the soil's pH The trunk of this tree
is situated 9" from the curb. This tree is dying and has no future and needs to be removed.

NOTE: Several of the trees on this site are growing in interior islands with relatively
narrow widths (4' -5') and consequently they will outgrow the islands and will eventually
damage curbs and uplift pavement. The healthy trees will however be compatible for 5-
10 years and could be preserved. A second option is to replace them now with new accent
trees or palms that will be compatible for the long run. Recommend discussing this
option with the City of Clearwater if new trees are desired.

NOTE: Trees (palms) #538, 539, 540, 541, 542, 543, 546 & 547 were recently over -
pruned but are healthy and are recommended for preservation. The removal of palm
fronds should be limited to removing dead and dying fronds or fronds that are interfering
with structures or causing sight vistas problems. In addition, the inflorescence and fruit
can be removed at any time. Palm fronds should never be cut more severe that a 9 -3 cut.
A 9 -3 cut describes what the form of the crown would look like if it resembled a clock
face when the minute hand is on the 9 mark and the hour hand on the 3.

is healthy. However, if it is preserved I recommend cabling and bracing the two included

pruned hard and has little foliage left and should be removed. The removal of this branch
will leave a large wound which will in turn cause considerable decay. There is an 8' long
dead stub that needs to be removed for safety. This tree could remain but will periodically
be pruned due to the wires. If preserved it should be inspected periodically by an ISA
Certified Arborist trained in tree assessment.

codominant 7' above grade this is included. The tree is healthy and actually cantilevers
over the street providing needed canopy along the Gulf — To — Bay corridor. This tree is

construction and the codominant is braced. As this large scaffold branch is growing over
the street it should be braced to avoid and accidents to pedestrians or vehicles due to
codominant failure. The condition rating of this tree will be increased if it is braced.

This tree provides aesthetic qualities to the area but is in a bad location. As this tree is
relatively young for a live oak and will grow large, and as this tree has surface root
characteristic, I recommend replacing this tree with a medium sized tree that will not
cause damage.

Comments: This tree is very healthy but it has large branches that are growing extremely
low over the pavement on three sides. The branches do not appear to have ideal lateral
branches to prune back to and consequently, the tree may lose considerable aesthetic
appeal when it is pruned to raise the canopy in order to accommodate vehicular traffic.
The trunk of this tree and the associated buttress roots are against the curb and they have
cracked the curb and uplifted the pavement. The tree has codominant trunk with a very
unusual formation as one trunk is slightly lying on the other trunk. I do not think that this
formation has a high probability of failure, but bracing it with a rod would secure the
attachment. This tree is healthy and worthy of preservation. If possible the curbing could
be "bulbed" out to accommodate the trunk and roots. Recommend contacting Rick Albee
of the City of Clearwater to see what options can be worked out to help preserve this tree.

healthy with very good structure.

Comments: Tree #567 is a renowned tree that has been recognized by the then National
Arborist Association (the National Arborist Association changed their name to Tree Care
Industry Association) by a plaque that is situated in front of the tree. This tree is the
signature tree of the City of Clearwater. This tree and the Kapok tree on McMullen -
Booth Road are the only trees to have been recognized in the city and therefore have a
historical link to Clearwater. The tree has a massive trunk that supports an almost
perfectly symmetrical and wide - spreading crown that simply inspires awe in the
beholder. It is recorded that the camphor tree which is a native of Japan and China was
introduced to the Orlando area in 1888. Consequently, an educated guess puts this trees
age at about 110 years old. The camphor tree is farmed for the camphor extract which is
used in medicines and food flavorings. The crushed leaves give off a scent that is quickly
recognized and associated with medicines such as Campho - phenique. The tree is very
healthy as the live crown ratio and crown density are very high. In addition, it has almost
perfect structure with exceptionally wide u- shaped crotches. The tree however has minor
dieback occurring sporadically in the crown and a minor deficiency in some places. The
tree is afforded a generous rooting area for an urban tree but has probably experienced
soil compaction from constant foot traffic. I recommend improving soil structure by
aeration and adding organic matter to the soil. A soil sample and foliar analysis should be
conducted to determine what nutrients are being absorbed and what the nutrient level is in
the soil. Additionally, the tests will determine the soil pH and salt content. If the tests
reveal soil related problems corrective measures will be recommended. This tree should
be maintained as a mature tree with pruning being limited to the removal of dead wood
and defective branches.
The camphor tree is listed as a category one invasive exotic tree by the Florida Exotic
Pest Plant Council (FEPPC). According to the FEPPC, a category one invasive plant is a
species that is "altering native plant communities by displacing native plants ".
Accordingly, some municipalities exempt this. tree from tree protection ordinance
regulation and even recommend or require their removal during new development.
Municipalities are divided on this issue as many cities such as Clearwater, Dunedin and
Tampa continue to protect the camphor tree against unwarranted removal. The camphor
tree typically can establish in mesic flatwoods plant communities. Essentially, there are
no natural mesic flatwoods communities left in Clearwater left to invade; consequently
the invasive factor is not as consequential. However, the argument that an invasive exotic
left will contribute to the overall problem is also valid. The subject camphor tree however
has been revered by thousands if not tens of thousands of people who do not understand
the intricacies of ecology. For them it is a matter of aesthetics and this tree engenders in
them a greater appreciation for trees and likely for the natural world as well. Imagine the
thoughts of a child beholding this tree. This tree is a magnificent specimen and should be
afforded protection for preservation and the best tree care available.
Tree Inventory Data
A tree inventory is a written record of a tree's condition at the time of inspection. It is a
valuable tool to prioritize tree maintenance and remove trees with problems that could

lead to failure and cause personal injury or property damage. The tree inventory lists four
codes and also has a comment section. The following is an explanation of the data used in
the inventory:
Tree# - location - Each tree is assigned a number for reference in the inventory that
corresponds with a number on the site plan that identifies the location of the tree in the
field.
Size — Tree size is a measure of the tree's trunk diameter measured at 4.5' above grade. If ® L i
there is a fork in the trunk at that point the diameter is measured at the narrowest area ev
below the fork. Palm species are measured in feet of clear trunk (C.T.). o c

Species — Each tree is listed by its common and botanical name the first time it is listed in

the inventory. For simplicity the tree is listed by its common name thereafter.
Condition Rating — The condition rating is an assessment of the tree's overall structural
strength and systemic health. Elements of structure include: 1) the presence of cavities,
decayed wood, split, cracked, rubbing branches etc., 2) branch arrangements and
attachments, i.e., well spaced vs. several branches emanating from the same area on the
trunk, codominant stems vs. single leader trunk, presence of branch collars vs. included
bark.
Elements of systemic health relate to the tree's overall energy system measured by net
photosynthesis (food made) vs. respiration (food used). A tree with good systemic health
will have a vascular system that moves water, nutrients and photosynthate around the tree
as needed. Indicators of a healthy systemic system used in the overall condition rating
include: 1) live crown ratio (the amount of live crown a tree has relative to its mass), 2)
crown density (density of the foliage), 3) tip growth (shoot elongation is a sign that the
tree is making and storing energy.
The overall condition rating also takes into consideration the species, appearance and any
unique features. The rating scale is 0 -6 with 0 being a dead tree and 6 a specimen.
Increments of 0.5 are used to increase accuracy. Examples of the tree rating system are as
follows:
0- A dead tree
1- A tree that is dying, severely declining, hazardous, harboring a communicable disease
or a tree designated by the State of Florida's Exotic Pest Plant Council as a category #1
ecological pest i.e., Brazilian pepper tree (Schinus terebinthifolius). A tree with a rating
of 1 should be removed as it is beyond treatment and is a threat to cause personal injury
or property damage.
2 — A tree exhibiting serious structural defects such as codominant stems with included
bark at or near the base, large cavities, large areas of decayed wood, crown dieback,
cracked /split scaffold branches etc. In addition, a tree with health issues such as low

energy, low live crown ratio, serious disease or insect problems, nutritional deficiencies
or soil pH problems. A tree with a rating of #2 should be removed unless the problem(s)
can be treated. A tree with a #2 condition rating will typically require a considerable
amount of maintenance to qualify for an upgrade of the condition rating.
3- A tree with average structure and systemic health and with problems that can be
corrected with moderate maintenance. A tree with a codominant stem not in the basal
area that will be subordinated or cabled and braced or a codominant stem that will soon
have included bark can be included as a #3. A tree with a rating of 0 has average
appearance, crown density and live crown ratio and should be preserved if possible.
4- A tree with a rating of 4 has good structure and systemic health with minor problems
that can be easily corrected with minor maintenance. The tree should have an attractive
appearance and be essentially free of any debilitating disease or insect problem. The tree C 3
should also have above average crown density and live crown ratio. Mature trees R
exhibiting scars, old wounds, small cavities or other problems that are not debilitating can o o
be included in this group particularly if they possess unique form or other aesthetic °
amenities relating to their age. A tree with a rating of 4 is valuable to the property and
should be preserved.
5 — A tree with very high live crown ratio and exceptional structure and systemic health
and virtually free of insect or disease problems or nutritional deficiencies. A tree in this
category should have a balanced crown with exceptional aesthetic amenities. A tree in
this category should be of a species that possesses characteristics inherent to longevity
and withstanding construction impacts. A tree with a #5 rating lends considerable value
to the site and should be incorporated into the site design. A tree with a #5 rating is
worthy of significant site plan modification to ensure its preservation.
6 — A specimen tree. A specimen tree is a tree that possesses a combination of superior
qualities in regards to systemic health, structural strength, crown density, live crown
ratio, form (balanced crown), overall aesthetic appeal, size, species, age and uniqueness.
A great effort should be made to preserve a specimen tree including shifting structures
that would adversely impact the tree. In addition, a specimen tree should have an
undisturbed area equal to its dripline (equal to the branch spread) to grow in. Only an
experienced and competent International Society of Arboriculture (I.S.A.) Certified
Arborist should be allowed work on a specimen tree.
Comments: The comment section serves to note observations relative to the tree but not
covered in the inventory data or expands on information in the inventory data. It may
include maintenance recommendations to improve the tree's overall condition rating. It
may also have recommendations on whether to remove or preserve a tree.

The City of Clearwater has been contacted by a representative from the National Arborist
Association (NAA) regarding the large specimen camphor tree located on your property at 2630
Gulf to Bay Boulevard. The NAA was responsible for erecting the plaque that now stands in
front of the tree recognizing it's beautiful appearance and the people who had the vision to
preserve it. The NAA would like to replace the old plaque with a new one and provide the
maintenance necessary to keep this tree in a healthy growing condition. The tree is thinning out
at the top and the foliage is indicating a nutritional deficiency.
Mr. Duane Buell an International Society of Arboriculture (ISA) Certified Arborist and a
member of the N.A.A. and Mr. Loren Westenberger, owner of Westenberger's Tree Service and
also an ISA Certified Arborist have volunteered their time and materials to provide the
aforementioned services free of charge. In addition, I will assist them by taking soil samples and
participating in the site analysis. The City is very concerned with the health of.this tree as it is a
well known landmark in Clearwater and provides aesthetic qualities and ecological benefits
along a very visible commercial corridor through Clearwater. The developer of this property
kindly preserved this tree and provided a generous space for it to grow in. This is a good
opportunity to have needed maintenance performed on this tree by true professionals in the

I think that I shall never see / A camphor more,massive than this
tree.
Okay, okay, so that's a slight variation of Joyce Kilmer's poem, but
it's true. This tree is gigantic. The circumference of the trunk is
26.5 feet. The tree's branches and leaves extend a whopping 101.5 feet
from branch tip to branch tip.
It is poised serenely amid the bustle of Gulf -to -Bay Boulevard,
right between Bennigan's and Perkins Family Restaurant and across from
Clearwater Mall. A plaque in front of the tree reads: " "Camphor Tree
Cinnamomum. Camphora. Feb. 1975. The National Arborist Association
recognizes this tree and commends those who had the vision and
foresight to preserve it.''
Just who' are these farsighted individuals commended on the plaque?
They are Bill and Wally Blackburn, two Clearwater developers who saw to
it that the tree was not cut down in the early 1970s.
The Blackburn brothers developed Clearwater Mall and several north
Pinellas residential projects in the 160s and '70s. A characteristic of
their projects is the quantity of trees they managed to preserve. They
made a practice of it even before the city's tree ordinance went into
effect in 1980.
One notable example of their work is Seville Garden Apartments, off
U.S. 19 just south of Clearwater Mall.
" "Seville Boulevard was curved and purposely planned to save those
oaks that are still there today,'' said Wally Blackburn, 65. " "We were
saving trees before it was required. The tendency used to be to go in
and level the ground, but we never took that approach.''
In 1971, while developing the land for Clearwater Mall, the
Blackburns bought the property where the camphor tree stands from
Clearwater Federal Savings and Loan.
" "The big thing at the time was to get banks or savings and loans
into the malls," said Bill Blackburn, 63. ""I got the property from
Clearwater Federal and promised them a good spot in the mall. Later,
when I sold that piece of property to an investment 'group from Chicago
I believe it was in 1973 . . . the condition was that they could
not do anything to that tree. I had a deed restriction put on it."
Because of the tree's magnificence and the Blackburns' efforts, the
National Arborist Association erected the plaque in 1975. Bob Felix,
executive vice president of the association in Amherst, N.H., attended
the ceremony.
" "We had our annual convention that year at the Don CeSar, " Felix
said. " "We always recognize a tree somewhere near the site of our
annual convention. . . . Another year we recognized one at the Kapok
Tree.''
The property with the camphor tree on it has been bought and sold
several times throughout the years. From 1980 to 1989, it was home to

Chi -Chi's Mexican Restaurante.
The restaurant closed Jan. 31, 1989, and the property ha* been for
sale since. Chi -Chi's still holds the lease on the property.
" "People have been interested in it, but nothing serious has
happened yet,'' said Sharon Dresser, a Realtor with the Florida
Shopping Center Group in Tampa. " "Restaurant owners who have seen the
property have talked about putting a deck around the tree and having
outdoor seating. . . . we'll just wait and see what happens.''
'Anyone who buys the property will face. a flight in order to out down
the tree. Alan Mayberry, urban forester for the city of CIAarwater,
said the camphor tree is a protected species and the onA in r.learwater
is viewed as a " "specimen tree" because of its size, age, quality and
unique history.
