Box 4748 Clearwater, FL 33785 -4748 RE: Sam's Club # 6420 Pond Restoration Plan Dear Mr. Albee: APR 2 8 2000 PLANNING & DEVELOPMENT SERVICES CITY OF CLEARWATER The following is the restoration plan Armstrong Environmental Services, Inc. (AES) has devised for the pond at the Sam's Club Store #6420 which is located at the southwest corner of US 19 and Gulf -to -Bay Boulevard (SR 60) in Clearwater, Florida. TASK 1.0 — POND DEPTH SURVEY AES has. obtained depth data from the. littoral shelves of the two (2) stormwater ponds. The base reference elevations were the discharge structure grate elevations provided on the as -built surveys. Attached is a sketch of the data which indicates the ponds were constructed as designed and permitted. TASK 2.0 — STORMWATER POND RETROFIT PLAN In order to bring the littoral shelves into compliance, AES has prepared a cleanup and replanting plan for the two (2) stormwater ponds based on the pond depth survey information obtained in Task 1.0 above. The following wetland plant material will be installed in the Western Pond (Treatment Pond W): SPECIES COMMON NAME SIZE ZONE ELEV. O.C. On this pond there is a four to five -foot wide zone above the normal water line that needs to be regraded and resodded to bring the pond into compliance. The pond will be dewatered approximately 1 foot in order to perform the requested grading and modifications to the outfall structure (see Task 3.0 below). The willow stumps will be removed from the side -slope area, the soil will be graded and approximately 3000 square feet of bahia sod will be installed from the normal water level of the pond up to the impact area. Some minor grading will be performed at the north end of this pond in order to remove a sediment island that is approximately 20 feet by 5 feet wide, created by the sediment entering the pond from the northern parking lot. TASK 3.0 — STORMWATER STRUCTURE REPAIRS The outfall structures of Treatment Ponds E and W will be repaired by installing a 900 PVC elbow on the upstream side of the draw -down orifice, and also installing a trash basket on the bottom of the elbow. The aluminum skimmer will also be removed from the outfall structure of Treatment Ponds E and W and repositioned in the correct location so that the lower edge is at or below the normal water level of the ponds (elevation 35.0' NGVD). These tasks will be performed as soon as you approve this Restoration Plan. Therefore, if you have any questions please feel free to call. Sincerely, M in S. Armstrong, Ph. Safety Harbor, FL 34695 -3902 Re: Sam's Club #6420 Dear Marty: Thank you for your restoration plan for the Sam's Club retention ponds. The City of Clearwater will approve the plan with the exception of Task 3.0 STORMWATER STRUCTURE REPAIRS. This task should be revised to eliminate the repositioning of the aluminum skimmers on both outfall control structures. These skimmers must be left at their present location to meet approved plans submitted to SWFWMD. I have spoken with Richard Alt P.E. of SWFWMD and he also agrees. The addition of the elbow will act as the skimmer for the orifice. This plan will only be successful if a maintenance program is instituted to prevent this stormwater system from reaching the present state of decline. Please notify me when restoration is to begin.
