PURPOSE AND DATE OF APPRAISAL:
The purpose of this appraisal, is to estimate the Fair Market
Value of the Subject Property, "before" and "after" the granting
of an easement in perpetuity, said easement for purposes of
resurfacing and widening Woodlawn Street, and installation of
storm drainage culverts and catch basins. The difference in value
determining the price to be paid for said easement, by the Grantee
to the Grantor, as of July 8th, 1978.
VALUE OF THE EASEMENT:
The subject easement is a'i30 foot wide strip extending along the
Woodlawn Street frontage of the subject site, for a distance of
152 feet, or 4,560 square feet. The purpose of acquiring the
easement is to relieve a long standing drainage prob lem on the
West side of Woodlawn Street, and to widen and improve the
pavement on said Street.
Said easement gives the Grantee, The City of Clearwater, the
right to construct, maintain, inspect, protect, repair, replace,
change the size of, or remove culverts Or appurtenances, for
drainage relief purposes and street improvements. The easement
gives the right for the Grantee to ingress and egress to and
from the same for the purposes aforesaid, over, under, through
and across the subject land. The Grantee also agrees that such
drainage Or street improvements will be so installed that the
Grantor will continue to have full use of the land subject to the
easement rights as noted.
The proposed easement would lessen the property rights of the
ownerS of the fee, but only to a limited degree, inasmuch as the
above ground rights over the culverts, would still remain in the
fee owner, and that the subject land would stil r retain the frontage
on Woodlawn Street.
The Fee owner is responsible for the continued payment of real
estate taxes on the easement area, however the fee owner would
still enjoy the surface rights of the easement area.
The temporary work area at time of installation of any improve-
ments in the easement area, wa s considered to be only a temporary
hindrance of the rights of the fee owner and no significance was
given to this item in the final valuation of the easement.
For purposes of this valuation, typical lot depth was considered to
be 130 feet, prevailing in the general area, and the value per front
foot was deemed to be $70.00 per foot, as noted in appraisals cov-
ering that depth property. Thus the square foot value .of a depth of
1 30 feet was estimated to be 54</; .
Your appraiser was informed that 'any damage done to driveways,
landscaping, mailboxes, walks, curbing, fences, etc., would be
repaired or replaced in at least equal condition Or better condition.
There would be no damage to structural improvements or severance
damage, with a lesser easement required at the one home that is
closest to the existing right-of-way of Woodlawn Street.
Therefore, it was your appraiser's opinion, that 25% of the land
value of 54</;, or 13.5ct. for the land in the easement area, would

be a reasonable FAIR VALUE of the granting of the easement, as
Of-July 8th, 1978.
The subject property easement has 152 feet of frontage and a depth
of30 feet or4, 560 square feet. Therefore it is my opinion that
the subject property value would be diminished by $ 615.60 ,
or $18,884.40 , after the granting of the easement. An appraisal
is attached hereto, giving the valuation prior to the granting of the
Easement~ said value being $19,500 .00.

1 . The legal description furnished me is assumed to be correct.
2. I assume no responsibil ity for matters legal in character,
nor do I render any opinion as to the title, which is assumed
to be good. All existing liens and encumbrances have been
disregarded and the property is appraised as though free and
clear, and under responsible ownership. .
G. The sketches used in this report are included to assist the
reader tn vtsuaUzing the property. I have made' no survey of
the property, and assume no responsibility in connection with
such matters.

report, as be ing furn ished to me by others, but I assume no
