12/03/2012 COMMUNITY REDEVELOPMENT AGENCY MEETING MINUTES CITY OF CLEARWATER December 3, 2012 Present: Chair/Trustee George N. Cretekos, Trustee Paul Gibson, Trustee Doreen Hock-DiPolito, Trustee Bill Jonson, and Trustee Jay Polglaze. Also Present: William B. Horne II - City Manager, Jill S. Silverboard - Assistant City Manager, Rod Irwin - Assistant City Manager, Pamela K. Akin - City Attorney, Rosemarie Call - City Clerk, and Nicole Sprague - Official Records and Legislative Services Coordinator To provide continuity for research, items are listed in agenda order although not necessarily discussed in that order. 1. Call to Order— Chair George N. Cretekos The meeting was called to order at 1:00 p.m. at City Hall. 2. Approval of Minutes 2.1 Approve the minutes of the October 29, 2012 CRA meeting as submitted in written summation by the City Clerk. Trustee Bill Jonson moved to approve the minutes of the October 29, 2012 CRA meeting as submitted in written summation by the City Clerk. The motion was duly seconded and carried unanimously. 3. CRA Items 3.1 Approve request from the Clearwater Downtown Partnership for CRA funding in the amount of$3,750.00 to underwrite a portion of the Downtown Partnership Community Workshop: For the Love of Clearwater, subject to provision of equivalent funding by the Downtown Development Board. Staff recommends approval, contingent on an equivalent grant amount from the Downtown Development Board. The purpose of the community-building effort is facilitative of the mission and purpose of the CRA in fostering downtown redevelopment. In response to questions, CRA Executive Director Rod Irwin said the total cost for the event is $7,500. The Downtown Partnership will be providing in-kind services; assisting CRA 2012-12-03 1 with organizing and supporting the event. The event will target a broad base group, to include downtown property owners. One individual spoke in support; workshop participants will include downtown merchants, downtown employees, and other stakeholders. Discussion ensued regarding the positive impact the event will have in the community. A concern was expressed that the Downtown Partnership is not contributing financially to the event. Trustee Doreen Hock-DiPolito moved to approve request from the Clearwater Downtown Partnership for CRA funding in the amount of$3,750.00 to underwrite a portion of the Downtown Partnership Community Workshop: For the Love of Clearwater, subject to provision of equivalent funding by the Downtown Development Board. The motion was duly seconded. Trustees Paul Gibson, Doreen Hock-DiPolito, Bill Jonson, and Jay Polglaze voted "Aye"; Chair George N. Cretekos voted "Nay". Motion carried. 4. Other Business — None. 5.
