10/18/2011 CIVIL SERVICE BOARD CITY OF CLEAR WATER October 18, 2011 Present: Colbert Henley Chair be Bower Board Member Gina McPherson Board Member Joseph Roseto Human Resources Director Deborah Ford Human Resources Analyst Chair Henley called the meeting to order at 5:10 p.m. at the Municipal Services Building.. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM#2–Aormintment of Fifth Member Ebe Bower moved to reappoint Cathy Adams as the fifth Board member. The motion was duly seconded and carried unanimously. ITEM#3 –Approval of Minutes The ininules of March 9, 2011, were approved as submitted. ITEM#4– Director's Reports—Public lesion Civil Service Rule Cbjes Joseph Roseto, Human Resources Director, advised the Board that the purpose of the meeting was to hold the public hearing on the proposed changes to the rules that were reviewed by the Board at two previous meetings. Notice of the hearing and copies of the proposed changes were forwarded to the unions and employees affording everyone an oppnrtunity to provide Input and/or attend the hearing. Allen Del Prete, Human Resources Manager, explained to the Board three additional changes that were not covered during the previous discussions: a. If an employee is involuntarily demoted to a lower class position, his/her pay would be reduced by 5%. If this puts the employee over the range maximum, the employee would receive "red circle" pay for the additional amount. b. The procedures for hiring emergencies and temporaries were changed to allow more flexibility in rehiring former employees. c. If an employee withdraws his/her resignation and returns to a lower classification from the one he/,,;he resigned from, his/her pay would be set at a rate 5% lower than what he/she was making at the time of the resignation or the maximum of the range since this is a voluntary situation. Ebe Bower moved to adopt the changes as proposed. The motion was duly seconded and carried unanimously. ITEM#5–Old Business. Mr. Roseto advised the Board that there are still three grievances pending. ITEM#6 –Other items for Board Discussion—.None.
