12/20/2012 - Topic Transportation WORK SESSION MINUTES TOPIC TRANSPORTATION CITY OF CLEARWATER December 20, 2012 Present: Bill Jonson Councilmember Doreen Hock-DiPolito Councilmember Also present: Paul Bertels Traffic Operations Manager Patricia O. Sullivan Board Reporter The work session was called to order at 10:00 a.m. at City Hall. Discussion ensued regarding difficulties to finalize transportation plans in time for a 2014 referendum and the need for a timeline. Concern was expressed that a monthly committee should receive reports from a Project Manager, rather than attempt to serve in that position. It was felt that the City’s Transit Resolution should have identified problems rather than solutions. It was stated the ACPT (Advisory Committee for Pinellas Transportation) needs to meet several more times before considering Charter revisions. Concern was expressed that the ACPT is tasked with providing the scope of activities necessary to support a 2014 referendum and will not meet again until February. It was felt the 2014 referendum should be delayed unless ACPT adopts a revised Charter by January 2013. Feedback was requested of PSTA (Pinellas Suncoast Transit Authority) Executive Director Brad Miller’s review of Councilmember Jonson’s draft ACPT Charter revisions. Discussion ensued regarding plans to advance the HART/ PSTA merger, despite HART objections. TBARTA (Tampa Bay Area Regional Transportation Authority) will be active in these efforts; the organization does not have HART representation. Concern was expressed the AA (Alternative Analysis) document’s purpose statement did not include the One Bay effort. Discussion ensued regarding US 19N pedestrian traffic, underpass proposals, and underpass designs that prevent criminal activity. Concern was expressed that proposed distances between underpass accesses are too far apart. It was recommended that medians be added to Gulf-to-Bay Boulevard west of McMullen-Booth Road to provide refuge for pedestrians crossing the busy road and improve the road’s appearance. Traffic Operations Manager Paul Bertels will provide a link to information on the Gulf-to- Bay Boulevard/US 19 SPUI (Single Point Urban Interchange).
