10/23/2012 PARKS & RECREATION BOARD MEETING MINUTES CITY OF CLEARWATER October 23, 2012 Present: Ray Shaw Chair Jonathan R. Sullivan Board Reporter The Chair called the meeting to order at 6:30 p.m. at the North Greenwood Recreation & Aquatic Complex. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – July 24, 2012 Member Wade moved to approve the minutes of the regular Parks & Recreation Board meeting of July 24, 2012, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Public Hearing Two names were submitted for consideration to name the new North Greenwood park. One name was withdrawn. One person spoke in favor of naming the park after Rev. Walter C. Campbell. Discussion ensued. It was noted the Tampa Bay Buccaneers had contributed to the project and plans are to name the multi-purpose sports field after the Bucs. Member Wade moved to recommend that the new park be named Walter C. Campbell Sr. Park. The motion was duly seconded and carried unanimously. 3 – Unfinished Business 4.1. Capital Project Update Parks & Recreation Director Kevin Dunbar reviewed updates on capital projects at Philip Jones Field, the Long Center, Sid Lickton and Joe DiMaggio sports complexes, Pier 60, Rockaway, and Coachman parks, East Shore boardwalk design, Carpenter Complex, Capital Theater expansion, the Lakeview Trail connection, and FDOT’s (Florida Department of Transportation) grant to upgrade Gulf-to-Bay Boulevard medians. He reported the Phillies have Parks & Recreation 2012-10-23 1 invested more than $15 million in City baseball facilities during the past 9 years. Annually, the Phillies spend approximately $10 million here and its annual economic impact on the local economy is approximately $100 million. In response to a suggestion that more fishing piers be constructed, Mr. Dunbar reviewed fishing pier locations, which are maintained by the Marine and Aviation Department. 5— New Business 5.1. 2013 Meeting Date/Locations Parks & Recreation Board meetings for 2013 are scheduled on Tuesdays at 6:30 p.m. at the Long Center: January 22, April 23, July 23, and October 22, 2013. Items not on the Agenda Enterprise Dog Park Administrative Support Manager Felicia Leonard reviewed efforts to develop an Ambassador Program to oversee and raise funds for Enterprise Dog Park. Concern was expressed that the bridge appears to be settling. Discussion ensued regarding park attributes. Mr. Dunbar said expanding the park would require a 6-figure donation. North Greenwood It was recommended that the North Greenwood football program add tutoring to help players prepare for college. Mr. Dunbar said reauthorization of the JWB (Juvenile Welfare Board), which funds academic assistance programs, will be presented to voters via referendum in 2014. Parks & Recreation Department Staff Parks & Recreation Department staff was complimented for their politeness. Mr. Dunbar said staff members are highly skilled and take great pride in their work. He also complimented park volunteer efforts.
