PUBLIC ART & DESIGN BOARD MEETING MINUTES
CITY OF CLEARWATER
October 11, 2012

The Vice-Chair called the meeting to order at 2:00 p.m. at the Long Center.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 – Approval of Minutes
– July 12, 2012
Member Powers moved to approve the minutes of the regular Public Art & Design Board
meeting of July 12, 2012, as recorded and submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.
3 – Old Business
3.1. Cliff Garten’s Proposed Artwork “Middens”
Cultural Affairs Specialist Christopher Hubbard said contract negotiations for proposed
artwork, “Middens,” continue due to artist Cliff Garten’s concerns about indemnity language.
Staff will start a new competition if the contract is not finalized within a month. Mr. Hubbard will
contact board members regarding that decision.
3.2. Main Library Fence
Mr. Hubbard said construction of the Main Library fence will begin once the project is bid
and permitted. He recommended the board visit the site with staff after the fence is installed to
determine an appropriate courtyard location for public art.
4 - New Business
4.1. Private Development update
Mr. Hubbard said the Bay Care Corporate Offices project, valued at more than $20-
million, is exploring a joint project with UPARC client artists and a local artist/fabricator.
Location sites have not been determined; visibility and sculpture safety are key concerns.

4.2. Public Development update
Mr. Hubbard said adding public artwork to the Reverse Osmosis Plant #2, likely will be
infeasible due to restricted access and limited space where public art could be viewed. The
minimal public art budget of $12,000 or less greatly reduces the impact of onsite public art.
Staff recommends transferring this money to the discretionary fund.
Mr. Hubbard said the City Council directed staff to value engineer the new Fire Station
#45 to reduce costs. Staff is working with the project team to ensure that public art is included.
Mr. Hubbard said FDOT (Florida Department of Transportation) is building a pedestrian/
bicycle trail across Courtney Campbell Causeway. Amenities are not included; groups will lobby
for enhancement funds. He is working with Tampa staff on what could be a unique public art
project. It was recommended that the trail feature mile markers.
4.3. Sculpture360: Season V selection panel
Mr. Hubbard distributed photographs of the selection panel’s recommended sculptures
by artists Claudia Jane Klein, Gus and Lina Ocamposilva, and Bilhenry Walker for
Sculpture360: Season V.
Member Powers moved to recommend approval of the selection committee’s
recommended art pieces for Sculpture360: Season V. The motion was duly seconded and
carried unanimously.
Concern was expressed that the online selection process did not provide opportunity for
discussion. Mr. Hubbard said next year’s process will begin with an online review of proposals
followed by a committee member meeting to discuss top rated pieces and determine finalists.
Mr. Hubbard said the DDB (Downtown Development Board) had requested that Season
VI feature a marine theme to coincide with the “Winter” exhibition at the Harborview Center.
Consensus was to not support the request.
4.4. Chalk Art at Clearwater Beach
Mr. Hubbard said the Clearwater Beach Chamber of Commerce is spearheading a test
event, “Chalk Art at Clearwater Beach,” on October 26 – 28, 2012 on BeachWalk, south from
the Aqualea Hotel. The event will feature entertainment and a children’s chalk area. Seventeen
artists have signed up for the event; 20 are planned.
4.5. Clearwater’s Dolphins Update

Mr. Hubbard said 33 of the original dolphins were moved from Pier 60 Park to locations
throughout Pinellas County. The Clearwater Regional Chamber of Commerce's website maps
the dolphins' new homes. The Chamber has distributed 30 additional blank dolphins. Staff is
working with merchants on appropriate Cleveland Street locations for the decorated artwork.
Staff did not think it was appropriate to display the dolphins on the Sculpture360 art pedestals.
Concern was expressed that the dolphins were displayed too closely together at the Pier
60 Park event and were poorly lit; it was recommended that future art displays line BeachWalk.
4.6. FDOT US 19N/SR 60 Update
Mr. Hubbard said MSE wall panels, being installed on the US 19N/SR 60 overpass, look
very good. Staff worked with the artist to select government issued colors for the bridge deck
and MSE wall stain; FDOT will maintain unused materials. When needed, the City will be able
to purchase additional materials in the same colors.
4.7. Meeting Dates - 2013
Public Art & Design Advisory Board meetings for 2013 are scheduled on Thursdays at
2:00 p.m. at the Long Center: January 10, April 11, July 11, and October 10. Special meetings
may be called.

Carpenter Field Batting Cages
A viewable location for public art needs to be determined.
Sculpture360 on Clearwater Beach
In response to a question, Mr. Hubbard said in the next few months, staff will speak with
merchants regarding a Sculpture360 project on Clearwater Beach. To avoid conflicts with the
downtown event, he recommended annual sculpture replacement be scheduled for Spring. As
proposed, sculptures will be 6 to 8-feet tall, resistant to harsh beach conditions, and installed on
3-foot by 3-foot by 3-inch pedestals.
