12/13/2012 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER December 13, 2012 Present: Chair Nathan Hightower, Vice-Chair Tom Jensen, Committee Member/ Councilmember Paul Gibson, Committee Member Brian De Witt, Committee Member Daniel Slaughter, and Committee Member/Councilmember Doreen Hock-DiPolito Absent: Committee Member/Councilmember Bill Jonson Also present: Joe Roseto – Human Resources Director, Patricia O. Sullivan - Board Reporter 1. Call to Order The Chair called the meeting to order at 9:04 a.m. 2. Approval of Minutes 2.1 Approve the minutes of the November 8, 2012 Pension Advisory Committee meeting as submitted in written summation. Member DeWitt moved to approve Item 2.1. The motion was duly seconded and carried unanimously. 3. Employees to be Heard: None. 4. Review and Action on Employee Requests for Regular Pension 4.1 Recommend approval of the requests of employees Robert Kimball of the General Services Department, James Lightfoot of the Parks and Recreation Department, Louis A. Corona II of the Police Department, Charles Williamson of the General Services Department, and Faye Wilkinson of the Police Department for a regular pension as provided by Sections 2.397 and 2.398 of the Employees Pension Plan. Robert Kimball, Fleet Mechanic, Solid Waste/General Services Department, was employed by the City on October 27, 1980, and his pension service credit is effective on that date. His pension will be effective January 1, 2013. Based on an average salary of approximately $58,229.31 per year over the past five years, the formula for computing regular pensions, and Mr. Kimball’s selection of the Joint and Survivor Annuity, this pension will approximate $51,633.24 annually. Pension Advisory 12/13/2012 1 James Lightfoot, Recreation Programmer, Parks and Recreation Department, was employed by the City on September 8, 1979, and his pension service credit is effective on that date. His pension will be effective February 1, 2013. Based on an average salary of approximately $43,569.96 per year over the past five years, the formula for computing regular pensions, and Mr. Lightfoot’s selection of the 50% Joint and Survivor Annuity, this pension will approximate $39,160.20 annually. Louis A. Corona II, Police Social Services Specialist, Police Department, was employed by the City on November 30, 1992, and his pension service credit is effective on that date. His pension will be effective January 1, 2013. Based on an average salary of approximately $ 52,787.99 per year over the past five years, the formula for computing regular pensions, and Mr. Corona’s selection of the 100% Joint and Survivor Annuity, this pension will approximate $28,720.56 annually. Charles Williamson, Licensed Electrician, General Services Department, was employed by the City on December 12, 1983, and his pension service credit is effective on that date. His pension will be effective December 1, 2012. Based on an average salary of approximately $55,287.46 per year over the past five years, the formula for computing regular pensions, and Mr. Williamson’s selection of the 100% Joint and Survivor Annuity, this pension will approximate $43,145.52 annually. Faye Wilkinson, Police Officer, Police Department, was employed by the City on November 7, 1988, and her pension service credit is effective on that date. Her pension will be effective December 1, 2012. Based on an average salary of approximately $73,873.26 per year over the past five years, the formula for computing regular pensions, and Ms. Wilkinson’s selection of the Life Annuity, this pension will approximate $49,152.48 annually. Section 2.397 provides for normal retirement eligibility when a participant has completed thirty years of credited service, has reached age 55 and completed twenty years of credited service, or has reached age 65 and completed ten years of credited service. Mr. Corona and Mr. Williamson qualify under the age 55 and twenty years of service criteria. Mr. Kimball and Mr. Lightfoot qualify under the thirty years of service criteria. Section 2.397 also provides for normal retirement eligibility when a participant has completed twenty years of credited service or has reached age 55 and completed ten years of credited service in a type of employment described as hazardous duty and further defines service as a Police Major, Police Sergeant, and Police Lieutenant as meeting the hazardous duty criteria. Ms. Wilkinson Pension Advisory 12/13/2012 2 qualifies under the hazardous duty criteria. Member Jensen moved to recommend approval of Item 4.1. The motion was duly seconded and carried unanimously. 5. Review and Action on Employee Requests to Vest Pensions 5.1 Recommend approval of the requests of employees Scott Yates of the Information Technology Department and Donna Matheson of the General Services/Solid Waste Department to vest their pension as provided by Section 2.397 of the Employees Pension Plan. Donna Matheson, Staff Assistant, Solid Waste/General Services Department, was employed by the City on November 8, 2001, and began participating in the Pension Plan on that date. Ms. Matheson terminated from City employment on October 31, 2012. Scott Yates, Senior Systems Programmer, Information Technology Department, was employed by the City on August 17, 1998, and began participating in the Pension Plan on that date. Mr. Yates terminated from City employment on November 9, 2012. The Employees’ Pension Plan provides that should an employee cease to be an employee of the City of Clearwater or change status from full-time to part-time after completing ten or more years of creditable service (pension participation), such employee shall acquire a vested interest in the retirement benefits. Vested pension payments commence on the first of the month following the month in which the employee normally would have been eligible for retirement. Section 2.397 provides for normal retirement eligibility when a participant has reached age 55 and completed twenty years of credited service, has completed 30 years of credited service, or has reached age 65 and completed ten years of credited service. Ms. Matheson would have completed at least 20 years of service and will reach age 55 on November 8, 2021. Her pension will be effective December 1, 2021. Mr. Yates would have completed at least 20 years of service and will reach age 55 on November 13, 2018. His pension will be effective December 1, 2018. Member Jensen moved to recommend approval of Item 5.1. The motion was duly seconded and carried unanimously. 6. The motion was duly seconded and carried unanimously. 7. Director's Reports Human Resources Director Joe Roseto said several disability claims are being processed. The plan actuary will present the assumption study at the December 17, 2012, Pension Trustees meeting. 8. Commitee Members to be Heard Member Jensen reported online registration is open for the Klausner and Kaufman Annual Client Conference on March 10 — 13, 2013 in Ft. Lauderdale. Mr. Roseto said travel money is budgeted for member attendance at this training event. Members wished all Happy Holidays. 9.
