': .... ... . . .. . . •fir N SCALE 1 : 353,364 5 0 5 10 15 MILES • • • • • • OVERVIEW • The Economic Development &Housing Department identified the attraction of a future • downtown movie theatre mixed land use project, as one of its primary objectives for FY 2003/2004. • Prior to contacting major movie companies, ED decided to better understand the spatial • regional setting of existing theatres, to define the physical characteristics of these • theatres, and to relate certain demographic features to each location. The attached is our preliminary efforts at better understanding this industry within • Pinellas. We would like to extend our appreciation for the help we received from IT on • the G.I.S graphics. • The accompanying maps and text provides data on 8 Pinellas County Theatres and the theatre located within the West Shore Shopping Center in Hillsborough County. This • latter theatre was included due to its time-distance relationship with Pinellas County. ED will be adding to this analysis over the balance of this month. CONCLUSION • There is a definite "gap" within the marketplace for one or more theatres. • • However, this market gap needs to be assessed in relationship to certain findings that we • perceive from our preliminary assessment. • • Based on the demographic data assembled, we are of the opinion that a downtown • Clearwater theatre would have a competitive draw regionally,particularly because • the demographics noted in this assessment do not include the huge influx of tourists and seasonal residents. • • While a physical gap exists for a Movie Theatre within Clearwater,particularly • along the Gulf to Bay corridor from U.S. Highway 19 west through downtown, • we note a perception that a downtown location is premature, due to its • underdeveloped environment and lack of ancillary support retail and housing, which would make a project a"festive destination." Such as Baywalk in St. • Petersburg. • • However, this perception changes when one ties the development of a future • movie theatre to the concurrent development of the Bluff and Am South parcels, • with mixed land uses and hundreds of urban housing units. • The market would recognizes the added value of the beach tourists,but still would • require the concurrent development of a mix of retail and restaurants. • • • 1 • • • • • • The market would be concerned that the "best" sites entail problematic • referendum issues ("best" in terms of a theatre being the cornerstone of a festive • bay front entertainment complex with restaurants, a park, marina etc) • • In turn, an alternative sites such as Myrtle and Cleveland Street, would in our • opinion, require an aggressive assemblage of land that could require condemnation action. Also, a theatre at this location would still face the same • problem as any within downtown—a lack of ancillary support"entertainment" • venues such as restaurants, shops, etc. • • Finally, it should be noted that a modern theatre does not in itself require large • acreage, if its requirement for parking can be solved through the use of a structured parking facility. • • RECOMMENDED STRATEGY • ED strategy as it relates to attracting a movie theatre, is to tie its eventual development to • a larger urban redevelopment project, such as the redevelopment of the Calvary Baptist • parcel or the AmSouth parcel. • ED is compiling an internal list of the active movie theatre companies, and more • importantly, those development entities that actively build modern theatres. It would • then be our intention to then approach them with data defining the strength of our market. • We would propose that a small internal team from the manager's office, ED and the • f\ t t er/Commissioner participate in these meetings, and that they be face-to-face meetings • O with the appropriate executives. • Prior to moving forward with this strategy, we would strongly recommend that ED • commission a survey of its residents and tourists, to ascertain if they would patronize a • downtown theatre, and if they perceive any constraints which would make them hesitant • to come downtown to a theatre. • INCENTIVES • • Similar to "big boxes" a movie theatre is typically viewed as the "lost leader tenant"and • requires substantial rent reductions.
