The proposed development of the land will be in harmony with the scale, bulk, coverage, density and character of adjacent properties in which it is located. The proposed aesthetic and safety/security fence will be in harmony with the existing architectural and aesthetic features of the Main Library and will not detract from the character of adjacent properties. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. The addition of an aesthetic and safetylsecurity fence around the Main Library property will not detract nor discourage future development or growth in the Downtown Business District. This fence will be of appropriate construction and design in harmony with the architectural features of the Library. 3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed use. The proposed aesthetic and safety/security fence will not adversely affect the health or safety of persons in the area immediately surrounding the Library. The fence will be an improvement to existing conditions and will aid in properly delineating the boundaries of the Library courtyard and will secure the courtyard during closed hours. 4. The proposed development is designed to minimize traffic congestion. The proposed aesthetic and safety/security fence will have no impact on traffic congestion. 5. The proposed development is consistent with the community character of the immediate vicinity of the parcel proposed for development. The aesthetic and safety/security fence has been designed with the existing architectural features of the Main Library and is similar in scope and design to existing fencing at Station Square Park, also located within the Downtown Business District. 6. The design of the proposed development minimizes adverse effects, including visual, acoustic and olfactory and hours of operation impacts,on adjacent properties. The design of the proposed aesthetic and safety/security fence has been designed specifically to compliment the visual features of the Main Library courtyard and the building's architecture. It will not have any impact on adjacent properties' acoustic andlor olfactory conditions, nor will it impact these properties hours of operation.
