Standards for Annexation In determining whether to annex a particular parcel of property, the City shall consider the extent to which: • The proposed annexation will impact City services. There will be very little impact on City services. The property in question is adjacent to Unity Church of Clearwater. Most of the surrounding residential area is currently using City services. • The proposed annexation is consistent with the Comprehensive Plan. The purpose of implementing the Comprehensive Plan of the City is to promote the health, safety, general welfare and quality of life in the city; to enhance the character of the City and preservation of neighborhoods; and to enhance the quality of life of all residents and property owners of the city (sic). This request is consistent with adjacent zoning. The property in question will enhance the value of surrounding properties because it is owned and well - maintained by the Church instead of remaining vacant or being leased. The aesthetically designed landscaping will be native Florida plants requiring little or no extra watering. • The proposed annexation requires a change in the land use classification and zoning category assigned to the property and the justification for such a change.
