Kat Cole, representing David &Aile�rr�air, said the applicants requested relief from
the requirem t that accessory struc�r.es`be built at least 18 feet from the seawall. She said
the swimming po � f fror�n�the seawall. She said the applicant intends to construct,
within 10 feet of the seawall, a covered outdoor living space on two concrete pads. She said
interlocking pavers will be installed, retaining access to the deadmen.
In response to questions, Building Official Kevin Garriott said the City cannot locate
information related to approval of installing the swimming pool in its location. The outdoor
space will be similar to a covered patio. The City has no objections.

Member Richter moved that the Building/Ftood Board of Adjustment and Appeals
approved the request to grant a variance to construct a covered patio living space within 18 feet
of the seawall at 1 Windward Island, based on the design, as long as access to the deadmen is
not restricted. The motion was du�y seconded and carried unanimously.

Re: Detached accessory structure at 1 Windward Island, Clearwater, Fl.
Gentiemen:
I have inspected the above seawall and reviewed the plans for the detached light wood
structure which is to have 2 of the 4 footers approximately 10' from the seawall.
The load from this light framed structure will have no affect on the seawall as the bottom
of the 2 footers closest to the seawall will be above the existing deadmen and 10' long
original tierods(no conflict) and they are below the failure plane of the seawall in that
area. The detached structure can be built per the location shown on the plans.
It is possible the issue of the"setback for deadmen" so the deadmen can be checked, etc.
will come up. I have expressed to different Boazds and officials that there is absolutely
no need for any of the deadmen to ever be uncovered, checked or worked on unless they
conflict with a new pool in which case a modified anchor system is designed and built. If
seawail repairs are made on the existing seawall the new anchor system would be a Manta
Ray system if the new tieback rods need to be of a particular length that would put the
anchors under a structure, patio, etc. where new poured-in-place deadmen would not be
feasible. This is what Manta Ray anchors are designed to do.
