07/10/2012 NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER July 10, 2012 Present: Peggy M. Sullivan Board Reporter The Chair called the meeting to order at 9:05 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 4– Approval of Minutes – May 8, 2012 Member Kemp moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of May 8, 2012, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 5– Approval of Proposed FY 2012/13 Consolidated Action Plan Application Housing Manager Michael Holmes reviewed the proposed FY (Fiscal Year) Consolidated Action Plan application, budget, funding, and steps remaining in the process. Funds to the City have been reduced significantly. Member Hughes moved to recommend approval of the FY 2012/13 Consolidate Action Plan application. The motion was duly seconded and carried unanimously. 6 – National Stabilization Program 3 – Proposed Action Plan Modifications – Technical Assistance from Cloudburst Mr. Holmes said the City received technical assistance from Cloudburst via HUD (Housing & Urban Development) to be certain the City meets compliance with National Stabilization Program 3 requirements. Staff has reviewed Cloudburst’s program comments and is amending the action plan to reflect its recommendation to reallocate all funds to redevelopment, allowing construction of six units at Stevens Creek and six units at Country Club Townhomes. Once units are sold and the money is returned to the City’s revolving loan program, the funds can be used for down payment assistance to help people acquire foreclosed property. Economic Development & Housing Director Geri Campos Lopez said this is the third Neighborhood & Affordable Housing 2012-07-10 1 round of stimulus dollars to stabilize neighborhoods. When the budget was established in 2010, staff was unsure how the programs would work and set aside funds to purchase foreclosed properties, had that been necessary. The proposed projects were partially funded by National Stabilization Program 2. The changes will be made available for public comment and presented to the City Council for approval in August. Member Kemp moved to recommend approval of proposed Action Plan modifications to the National Stabilization Program 3 to reallocate all funds to redevelopment. The motion was duly seconded and carried unanimously. 7 - Housing Projects Status Updates Prospect Tower, Inc. Sunset Point Apartments— Boley Centers, Inc Pinellas County Habitat for Humanity, Inc. — Stevens Creek and CHDO Project Country Club Townhomes Homeless Emergency Project, Inc. —Veterans Project Mr. Holmes provided status updates for housing projects in Clearwater. The City Council approved an $800,000, 30-year rehabilitation loan to Prospect Tower to replace the elevators, repair air-conditioning and hot water heater problems, and modify some kitchens. Upgrades to 14 units at Boley Centers' Sunset Point Apartments are completed. Twelve homes at Pinellas County Habitat for Humanity Stevens Creek project are completed and two are under construction; fifty homes are planned. The CHDO (Community Housing Development Organization) also will construct a home. The first five units and all infrastructure are completed at the Country Club Townhomes. The HEP (Homeless Emergency Project) Veterans Project is 50% complete. 8— New/Old Business In response to questions, staff provided updates regarding the building at 1100 Cleveland Street and empty property on Countryside Boulevard and at Belcher Road and Gulf- to-Bay Boulevard. Ms. Lopez did not anticipate development movement while the market is slow.
