12-15RESOLUTION 12-15 A RESOLUTION OF THE CITY OF CLEARWATER SUPPORTING THE ESTABLISHMENT OF A COMPREHENSIVE PUBLIC TRANSIT SYSTEM COMPRISED OF THE LOCALLY PREFERRED ALTERNATIVE (LPA) SELECTION OF THE PINELLAS COUNTY ALTERNATIVE ANALYSIS (AA) WITH APPROPRIATE BUS SUPPORT SYSTEM INCLUDING BUS SERVICE ON THE LIMITED ACCESS PORTIONS OF US 19; AND PROVIDING A PREMIUM BUS ROUTE ON SR 60 CONNECTING TO HILLSBOROUGH COUNTY; THIS PINELLAS COUNTY SYSTEM WILL CONNECT TO THE GREATER REGIONAL SYSTEM; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Tampa Bay Regional Planning Council together with Tampa Estuary, SWFWMD, ULI, Tampa Bay Partnership and TBARTA began a visioning project in 2007 that became known as the One Bay. The initiative drew upon thousands of citizens to create a shared regional vision plan where future population and employment growth should occur based upon responsible land use, mobility, economic and environmental sustainability. One of the elements of the Vision called for a seamless, regionally integrated transportation system, and WHEREAS, the Tampa Bay Area Regional Transportation Authority has developed a regional master plan for transit, and WHEREAS, the Florida Department of Transportation, together with TBARTA have initiated a Feasibility Study for the replacement of the eastbound Howard Franklin Bridge that will include a cross bay exclusive transit link, and WHEREAS, the Pinellas Suncoast Transit Authority (PSTA), Metropolitan Planning Organization (MPO), Tampa Bay Area Regional Transportation Authority (TBARTA), and the Florida Department of Transportation (FDOT) have conducted an Alternatives Analysis Study (the "AA Study") to determine the Locally Preferred Alternative for Premium Transit Service, and WHEREAS, the AA Study has concluded that Light Rail Transit Service is the preferred transit option to connect Clearwater, Largo, the Greater Gateway area, Pinellas Park, and St. Petersburg in Pinellas County, with a regional rail connection across the Howard Franklin Bridge, and WHEREAS, the City of Clearwater endorses a Premium Bus Connection along SR 60 to Hillsborough County as part of the AA Study Conceptual implementation, and Resolution No. 12-15 WHEREAS, the Locally Preferred Alternative (LPA) was endorsed by the Project Advisory Committee (now ACPT) on January 30th, 2012, and WHEREAS, the City of Clearwater recognizes that regional Light Rail Transit is crucial to the sustainable growth and development of the Tampa Bay Region, and WHEREAS, the City of Clearwater recognizes that regional Light Rail Transit is consistent with the Clearwater Comprehensive Plan and the MPO's Long Range Transportation Plan (LRTP), and WHEREAS, in the Tampa Tribune on August 6, 2012, FDOT Secretary Ananth Prasad stated: "Clearly, our existing highway system will not be able to keep up with this increase in demand. The core of our approach is to get the most we can from our existing highway corridors and encouraging the use of ridesharing and transit alternatives", and WHEREAS, the FDOT in 2007 released a study "The Interstate of Transit" calling for the use of transit to solve highway congestion problems, and WHEREAS, the TBARTA Master Plan calls for Express buses on US 19 in North Pinellas County, and WHEREAS, the Pinellas MPO developed a Livable Cities Policy document which called for in part the development of walkable transit friendly communities, and WHEREAS, the current plans for US 19 limited access renovations include areas that are not accommodating to pedestrian and transit passenger accessibility, for example there is no pedestrian access from one side of US19 to the other between Druid Road and Belleair Road and no cross US 19 accessibility at Enterprise Road like at Druid Road, and WHEREAS, the City of Clearwater is undertaking a market analysis, and land use assessment study to identify the challenges faced along the US 19 corridor in light of the conversion to a limited access roadway, changes in access and circulation patterns, and WHEREAS, the AA Study Conceptual implementation calls for Premium transit service along US 19 and such express service would improve access to redevelopment along this corridor, if such service had direct pedestrian access to both express lanes and redevelopment. Without direct pedestrian access, transit accessibility would degrade and also make redevelopment more difficult, and WHEREAS, the PSTA has initiated a 2040 Bus Study to be completed within the next 12 months, a study to review all existing fixed bus routes within Pinellas County, and 2 Resolution No. 12-15 WHEREAS, the City has acquired re-developable property within the Community Redevelopment District that is located along the CSX tracks in Downtown Clearwater. NOW, THEREFORE, THE CITY OF CLEARWATER HEREBY RESOLVES THAT: Section 1. The City of Clearwater supports the LPA design connecting Clearwater, Largo, the Greater Gateway area, Pinellas Park, and St. Petersburg in Pinellas County, with a regional connection across Tampa Bay to Hillsborough County and Tampa as shown on figure 1 and figure 2: Locally Preferred Alternative Alignment, attached hereto. Section 2. The City of Clearwater proposes design and implementation of an express bus system serving the limited access segments of US 19 through the use of pedestrian overpasses connecting frontage road development to the elevated portions of the limited access lanes. Section 3. The City of Clearwater believes it is critical to include a Premium Bus Connection along SR 60 to Hillsborough County in the AA Study Design as envisioned in the 2035 MPO Long Range Transportation Plan (LRTP) Cost Feasible Premium Bus Network as shown on Figure 11, attached hereto. Section 4. The City of Clearwater urges the completion of the 2040 Bus Study as part of the preparation prior to any funding referendum. Section 5. The City of Clearwater urges refinement of the concept "Premium Transit" within the AA Study prior to any funding referendum Section 6. The City of Clearwater urges the development a of cost-benefit analysis relating to alternative design options and their benefits prior to any funding referendum and City of Clearwater support is subject to final cost and benefit documentation reviews. Section 7. The City of Clearwater urges the ACPT to appoint a Project Manager to oversee the various projects related to Pinellas Transportation and their regional connections. Section 8. The City Clerk is hereby directed to transmit a copy of this resolution to PSTA, TBARTA, FDOT, MPO, PPC, and the Advisory Committee for Pinellas Transportation. Section 9. The City of Clearwater will commit to use its resources to inform the public of the cost and benefit of the transportation plan. 3 Resolution No. 12-15 Section 10.
